GENERAL INFORMATION A. History The preliminary plat received approval from the Hearing Examiner Committee on September 27, 1979. The sponsor indicates the plat is ready to file, however, Washington Water Power has to move poles before road improvements can be done. This cannot be accomplished before October 1, 1981. Therefore the sponsor is requesting a Time Extension. , B. Location The proposal is located in the Spokane Valley between Fourth and Eighth Avneues, approximately 300 feet west of Felts Road. C. GENERAL INFORMATION A. Location The proposal is located in the Spokane Valley between Fourth and Eighth Avenues approximately 430 feet west of Felts Road. B. Proposal ' - 8.6 acres subdivided into 2 lots, lot aumber one for single family use and lot ~ number two for multiple family use - Lot #1 has an existing single family dwelling, Lot 2 is proposed for 26 two ~ bedroom townhouses on approximately 2.48 acres. Building coverage would equal ' approximately 23% while the remaining 77% would be yard areas, sidewalks, ' roadways and driveways. C. Relationship to the Comprehensive Plan The approved map of the Comprehensive Plan indicates residential usage of this area, as well as all nearby surrounding lands, with no density designation. D. Land Use Analysis: 1. Existing Land Uses The site is currentlp occupied with one single family residence. The balance of the property is undeveloped or vacant. Adjacent and north of the proposal are single family uses on a variety of lot sizes varying from approximately 10,000 sq. ft. to 2 acres. Further north approximately k mile are commercial uses associated with Sprague Avenue such as University City. To the east of the proposal are vacant parcels of land with scattered single family residential and duplex uses on a variety of lot sizes from approximately 10,000 sq. ft. to 2 acre lots. Further east are a variety of land uses including a stable and corral, the University Manor Nursing Home, and a 12-unit apartment house. To the south of the proposal is largely single family residences. University High School is located approximately 450 feet directly south of the proposal. East of the high school is a nursing home and to the south there are seven, 6-unit apartment houses. To the west and adjacent to the site is largely vacant undeveloped land with single family residences along 4th Avenue and duplex use and single family along 8th Avenue. Further west are single family uses, pasture, mobile homes, The University Mobile Home Park, and along Dishman Mica Road various commercial uses. 2. Compatibility with Existing Land Uses The proposed multiple family housing units or towahouses would be coasistent with multiple family land uses found in the area and would appear to be compatible with surrounding Iand use. - 5 B - < . STAFF ANALYSIS - Septembe ~'7, 1979 NTHERS ADDITION - continued II. SPECIAL INFORMATION A. Circulation (Not received at time of printing) (See Engineers Memo) B. SewaRe Disposal The applicant's engineer has prepared an analysis of alternative sewage dis- posal means; including on-site septic tank disposal, treatment plant and sewage lagoon. For economic reasons, and to provide the most realistic alternative, the applicant's engineer feels a community drainfield system with individual septic tanks should be utilized. The Spokaae County Health District has authorized the use of individual ~ on-site sewage systems for each lot within the plat. The District states that an on-site sewage management system should be created and approved by their office prior to the signing of the final plat. The plat is situated over the Spokane Valley Aquifer and the Health District in their examination of the possible impact on groundwater quality from this proposal have the following comments: Impact Discussion a. The plat sponsor has proposed 2 lots on 8.6 acres. Each lot is to be served by a public water system and its individual oa-site sewage disposal system. This raises the question of significance of the impact on the groundwater in the area and possible alternatives for sewage disposal. b. In the course af the conduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Valley upon the quality of the groundwater. In summary, he concluded that: 1. In normal precipitation years subsurface disposal of sewage . treatment effluent does reach and recharge the groundwater. 2. All the dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate portion) are mostly removed by the deep soil layer above the groundwater and "minor dissolved constituents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by the plant roots," will be less than the total found in septic tank effluents. 3. The calculated results at the downstream end of groundwater flow line indicate that the maxzmum range of (dissolved) solids concentration expected at present (1975) is up to 93 mg/1 (milligrams per liter) above the natural groundwater background of 155 mg/-1. The forecast year 2020 maximum incremental concentration is 101 mg/1 above the natural background. -5e- STAFF ANALYSIS - Septemt 27, 1979 ~PST'HERS ADDITION - continued - - - The analytical results of the forecast impact of year 2020 whea compared with the present impact, both measnred in terms of leachate volume and dissolved solids concentration, indicate that the present impact on groundwater qualitq is already a substantial proportion of the ultimate level. c. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of 1.23 to 4.8 ppm. A projected incremental increase using Dr. Todd's expected 8.6 percent would result in a range of 1.39 to 5.21 ppm. Current Federal and State drinking water standards permit up to 10 ppm. d. Alternative sewage disposal methods that would not recharge the ground- water have the following general characteristics: 1. Collector and central treatment systems discharging to surface waters would require at least tertiary treatment and perhaps more to obtain a permit for the discharge from the Department of Ecology. These systems are not currently economically available for this project. 2. Sealed systems, whether individual or community, depend on evaporation for liquid removal. These systems require more land area than a conventional subsurface drainfield. Some, such as lagoons, have safety hazards associated with them and relatively poor community acceptance. Land, installation and operational cost are generally more expensive than those for septic tanks and drainfields. C. Drainage The County Engineer reports that the preliminary storm drainage plan submitted by the applicant indicates that on-site storm drainage provisions will adequately handle surface water runoff. However, final construction plans should be reviewed and approved by both the County Engineer and Health District prior to the final plat filing. D. Water Supply The south half of the proposal is located within the recorded service area of Washington Water Power Company. The north half of the property is located within recorded service area of Modern Electric Water Company. The District advises the staff that adequate system capacity, and a desire on their part to serve, exists for the provision of water for domestic, fire and irrigation uses. E. Fire Protectioa The proposal is situated within the recorded service area of Fire District #1. The Fire District staff requests that the Hearing Examiner Committee require mains and hydrants of suf£icient size for fire protection as a condition of final plat approval. ZONING ANAZYSIS The site is currentlp zoned Agricultural except for a strip of land approximately 150 feet deep along Fourth Avenue on the northern boundary of the site. The sponsor is requesting that Lot 2 of this proposal be rezoned from Agricultural to Multiple Family Suburban. There are several recent Multiple Family Suburban zone changes to the west of this proposal; Zoning Reselution #77-1327, 77-1328 aad 75-418 which is 30 feet west of the proposal, in addition is Residential Mobile Home, and Agricultural Suburban zoning in this area. To the north of the proposal is Agricultural Suburban zoning and Commercial zoning along Sprague. To the east of the site is Agricultural zoning, Agricultural Suburban, Multiple Family Suburban, and Single Family Residential. South of the proposal is predominately Agricultural Suburban zoning with one area south of the University High School that has Multiple Family Suburban zoning. There is also Single Family Residential and Two Family Residential within the Sherwood Forest Plat to the southwest. Given the plat proposal and land use, the land would be most appropriately zoned Multiple Family Suburban. Given recent trends to zone Multiple Family Suburban in the immediate vicinity, the proposal would appear to be consistent with these rezones and does comply with the requirements of the Zoning Ordinance. IV. ENVIRONMENTAI, REVIEW An Environmental Checklist was submitted by the sponsor and has been reviewed by the Planning staff. No significant adverse environmental impacts were judged to exist. Slight adverse environmental impacts were identified oa the checklist in the following categories: earth; air; water; flora; fauna; noise; light and glare; land use; population; housing; transportation/circulation; public services; utilities; and energy. The Planning Director issued a proposed Declaration of Non-Significance, and it was circulated to other agencies of jurisdiction. -5E- STAFF ANALYSTS - Septem 272 1979 EST'HERS ADDITION - continued V. CONDITIONS: If approval is granted, the following conditions are recommended. 1. That the plat be designated as indicated on the preliminary plat of record and/or attached sheets as noted. 2. Written approval of the easements by the utility company must be received prior to the submittal of the final plat. 3. That the plan for water facilities adequate for fire protection be approved by the water supplier and fire protection district. The t4odern Electric Water Diserict and I,TtJP have indicated they can supply domestic use water for the plat upon completion of agreements with the developer. 3. Impact discussion. a. Tne plat sponsot has ptoposed 2 lats on 2.56 acres. Each lot is to be served by a public water system and individual on-site sewage disposal systems. This rafses the question oE significance of the impact on the graundwatex in the area and possible alternatives for sevage disposal. b. In the course of the conduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development fn the Spokane River Valley upon the quality of the groundwater. In summary, he concluded ihat: (1) In normal pgecipitaeioa years subsurface disposal of secaage treatment effluent does reach and reeharge the groundwater. (2) All dissolved salts in sewage effluent will be cartied to the groundwater. Hocaever, bacteria and detergents (phosphate por- tion) are mostly remnved by the deep sofl layer above the gtoundwater and "minor dissolved constituents such as phos- phates, which are knotm to react with soil particles, or nitrates, which are taken up by plaat roots" will be less than the total foumd in sepeic tank effluents. (3) "The calculated results at the dowmstream end of groundwater flow line indicate that the maximum range of (dissolved) sol- ids concentration expected at preseat (1975) is up to 93 mg/1 (milligrams per liter) above the natural groundwater back- ground of 155 mg/1. The forecast year 2020 maximum incremental coacentration is 101 mg/1 above Che aatural background."---"The analytical tesults of the forecast impace of year 2020 when com- pared with the present iznpact, both measured in terms of leacha[e volume and dissolved solids concentratian, indicate that the present impact on groundwater quality is already a substantial proFortion of the ultimate level." c. Currently, results of chemical analysis shota the total nitrogen content of the groundwater as in the range of 1.23 to 4.8 ppm. A projected fncre- mental increase using Dr. Todd's expected 8.6 percent would resu].t fn ranges 1.39 ppm to 5.21 ppm. Current Federal and State drinlcing waLer standards permit up to 10 ppm. d. (6.06 acres vnd 2,48 ocres.) Lot 1 will continue in its present use. Loi' 2 is proposed for mulFi-fctmily zoning. Twenty-six single family condominiums, in six buildings, will be constructed on the 2.48 acre lot. Sewerage Alternatives Following is o brief anolysis of three alternative meons of sewage disposal for the project. Individua) on-site sewage disposcl systems (septic tank-drainfield) This type of sewage disposol would involve the installotion of 26 individual septic tank-drainfield systems. The per unit cost of this system, based on: (1) a 50 year life; (2) drainfield replacement after 25 yeors; (3) pumping septic tanks at 4 year intervals and (4) i nspection at 2 yeQr i nterva ls, i s esti moted to be $6, OQO/Iot. The negati ve aspects of th i s fiype of sewage treofimenfi for th i s proj ect are: (1) individual sewage treatment systems are space consuming and thus not general ly compatible with multi-fami ly bui Idings; (2) concb- minium maintenonce agreements are more eosily effected by use of consolidated septic tcank-drainfield systems. Community drainfield system with individual septic tanks This type of system would involve the installation of 6 septic tonks (one for each building). Larger ones such as lagoons have poor community occeptance and unrealistic land area requirements for smaller subdivisions such as this. Conclusions and Recommendations Economic, governmental, and community acceptonce considerotions limit th e cho i ce of sewage trea tment systems to the th ree eva I uoted by th i s study. Economic analysis of the three considered systems favors the community drainfield method.
