Dear Gary :
This morning I talked with Stan Lenium, Contractor for Gene Werner,
providing the landscaping and fence improvements per our recent letter
to you.
The ground level at the street access side of the property is lower
than the back portion of the property. Subsequently along the south
side of the property where the new fence is to be located, a step
up in the fence of approximately 10" will be required to maintain a
minimum 6' high light and sight obscuring fence per Spokane County
Planning Zoning Ordinance restrictions. Therefore a step of approxi-
mately 10" will be provided just beyond three quarters of the total
fence length along the south property line as indicated on our drawings
transmitted to you.
Should this not be acceptable, please notify me immediately so that a
clarification can be made. Otherwise we will proceed with this work
expeditiously to finish the improvements as requested.

The question of a sound-baring fence and approprlate land- scaping have been discussed and I have concluded the followir,-:
l. The f ence shall be constructed of concrete block, six feet
in height or of wood with staggered panels to create a

We have reviewed the above application for final plat approval and offer
the following comments for your consideration
The attached access plan shows the limits of the controlled access This
plan shows that direct access to Barker Road South of the Burlington
Northern Railroad right of way is not intended We have not actually acquired
this access control at this time, but, we would encourage the developer of
this improvement to consider this ultimate plan for access control in his
project development We feel that this is in the best interest of the truck
stop and the safe and effecient operation of the Barker Road Interchange
The access control as purchased is shown in red on the attached sketch for
your convenience and that planned but not acquired is shown in yellow
Other tha.n the access prohibition, we feel that there may be an Impact on
the Barker Road Interchange and ramp terminals
As a result of this improvement, we request the development plan be furnished
for our review to insure that a violation of the access control does not
occur The cost of revisions to the ramp terminal necessitated by this
operation of the truck stop will be the responsibility of Spokane Countq
