Planning Commission Recommendation
Approve to Residential Mobile Home Lots 6 and 7, Block 8, Eastwood
Addition, Lots 1- 10, Block 1, N 1/2 of Lots 1, 2, 3, and 4, and all of Lot 5,
Block 2, Lot 1, Block 5, Caro2lne Addition, except R/W's and Spokane Valley
Freeway
AAprove to Aaricultural Suburban S 1/2 of Lots 1, 2, 3, and 4, and all of
Lot 6. Block Z, All of Blocks 3, 4, and 6, and Lots 2- 10, Block 5, Caroline
Addition
Background
The Planning Commission has been reevaluating the existing Multiple
Family Suburban zoned areas in the Spokane Valley to determine whefiher
the existinq areas are appropriate for 1) apartments, 2) mobile homes,
3) sinqle family re sfdence s and duplexe s, or 4) other use s The Commis-
sfon is subsequent].y rezoning many of the Multiple Family Suburban areas
into more appropriate clas sifications .
A. Reasons
1 The Planning Commission is of the opinion that the advertised
properties lying between Third Avenue and the Spokane Valley
Freeway are appropriate for Residential Mobile Home zoning
because
A) Mobile home s have been e stablf shed fn the area
B) The lots are sandwiched between ihe Freeway to the south
and the commercial development to the north
C) The lots ara separated from the residential neiqhborhood to
the south by the Freeway.
2. The Planning Commission is of the opinion that the advertised
properties fronting on Fourth Avenue are appropriate for Residential
Mobile Home zoning because
A) The lots are of le s s depth and are, there fore , s m aller than
standard residential lots. Such lots are not conducive to
standard re sidential development.
B) The lots face the Spokane Valley Freeway

3 The Planninq Commfssion fs of the opinion that the balance of the
Caroline Addition is suitable for Agrtcultural Suburban zoning
because
A) The development is typically Agricultural Suburban in nature,
i.e., larger lots with residences occupyinq the frontage
B) The re maining vacant propertie s are conducive to standard
residential development.
C) Mobile home development should not be allowed to further
intrude into this substantially developed residential area
