Planning Commission Recommendation: Approve to Multiple Family
Suhurban, subject to the following conditions:
A. Conditions :
1. Dedications:
a. The dedication of the East 35 feet of Lot 1, Block 1 of
LaSalle Addition along Argonne Road for right of way.
b. The dedication of the East 30 feet of Lot S, Block 1 of
LaSalle Addition along Argonne Road for right of way.
c. The dedication of the East 30 feet of Lot 10, Block 2 of
LaSalle Addition along Argonne Road for right of way.
d. The dedication of the East 16.6 feet of Tract 302 of Oppor-
tunity, lying northerly of Interstate #9 0 for right of way for
Argonne Road.
e. The dedication of a 60' right of way for Hutchinson Road
extending from the north boundary of the apartment project
through the project area to allow future connection with Nora
Avenue. The alignment of the extended roadway shall.be
approved by the County Engineer and the Director of Planning.
Paving, curbing, and sidewalks to County specifications shall
be installed by the applicant.
f. Direct access to the apartment project shall be prohibited
from Argonne Road. Acces s rights for that purpose shall be
dedicated to Spokane County.
2, Vacations;
a. The following portions of LaSalle Addition which are with.,n
the apartment complex boundary shall be vacated: Lots 4
and S, Block 1; Lots 3-10, Block 2; Lots 1-4, Block 3.
Spokane County shall retain necessary right of way.
3. Off-Street Parking Areas - Development:
a. An off-street parking area shall not occupy space within 2 6'
of the right of way line of any public road within c: adjoinir:g
the projec# area, or any area wfthin 5' of an adjacent
Residential ~one outside the apartment project area.

b. Any parking area exceeding a six (6) car capacity s hall

d. Parking lots shall be unlighted, except that walkways and
landscaped traffic islands may be illuminated by low intensity
lighting on standards not exceeding five (5) feet in height.
e. The design, location, and arrangement of parking stalls and
driveways shall be in accordance with standard traftic
engineering practices. Plant.ing strips or landscaped t-raffic
islands may be required by the Director of Planning for park--
ing lots which contain more than 30 parking stalls.
4. Landscaping:
All land areas not occupied by buildings, parking and circulatlon
shall be landscaped, planted, and maintained in properly cared
for lawn or shrubbery. If the project is developed in stages, th~s
requirement shall apply as each succeeding area is developed.
5. Building Heights :
P11 buildings to the north and west of Hutchinson, ext°ncied, sha' ;
not exceed two stories in height. TVo structure shall exceed f'~~-~~

6. Sanitary Requirements.
Water supply and sewage disposal facilitie s shall be approved by
the Spokane County Health District.
7. Fire Protection;
Provisions for fire hydrants shall be made in accordance with the
recommendations of the Valley Marshall. The Valley Fire Marsh::1_31
may reque st that a fire lane to the apartment proj ect be providea
via Marguerite.

Backgrounc? -
The advertiseu property is located in tne northwest quadrant ot the
Argonne Interchange on the Spokane Valley Freeway (Interstate). The
applicant proposes an apartment project for approximately 14 acres
and ha s reque sted a change to Multiple Family Suburban zoning for
: pproximately 8 acres adjacent to the Interchange. The remaining s L x
_=.cres of the project which front on Argonne Road are presently zoned
~~Iultiple Family Suburban.
B. Reasons:
l. The location of the "high" density apartment project is in coniorm-
ance with the criteria repeatedly suggested by the Planning
Commission -as being appropri.ate for such development, namely:
a) Its location on a major arteriai (In this case Argonn2
with very good acce s s to the Spokane Valley Freeway).
b) Its location on the edge, rather than the interior or a 1cYv
density residentfal neighborhood, and
c) Its reasonable proximity to shoprina -jr.r?

ment project will include the advertised property as well as most
of the ownership presently zoned for apartment development.
, Y,-. review of the development proposal, the Planning Commission
~~.as imposed several conditions on the project to guarantee mini-
mum impact of the "high density" development on the sing]e fa~nil,~
residences to the north and west. Some of these conditi.ons
include:
a) Confining access to the project to Hutchinson Road -and Nora
Avenue instead of ailowing traffic to pass through the resi-
dential developments adjacent to the project.
b} Provid:fng for appropriate lighting, paving, screening, a;zd
landscaping of parkfng areas within the project.
c) Providing for appropriate Iandscaping for the entire projec,
d} Restricting building heights near the resi.dential areas to t,.,v.

4. The Commission is of the opinion that the advertised property
would be difficult and unlikely to develop for single famil.y housinq
because:
a) The property is immediately adjacent to the Freeway on-ramp
and Argonne Road major arterial.
b) Although lots have been platted near Argonne Road, few home
sites have been established in the platted area.
5. While we share the concern of objectors concerning traffic impact
both upon homes and local streets in the area, we feel after he3r-
ing te stimony from the Traffic Engineer, that the dedications
required (and the deletion of the proposed connection to Marquenite;
will provide ample capacity to handle any increase in traffic fr.om
this project and that the resultant traffic flow will not be undu]y
detrimental to the low density residential district.

Gentlemen:
Please review your decision regarding Zone Char.ge ZE-82-70
for a large apartment complex on the northwest corner of the
Argonne Freeway interchanze.
We have lived at N. 2303 Hutchinson for eight years and do
not wish to stand in the way of provress, but we do believe the
decision to channel all the traffic from a 289 unit apartment
complex through one street entrance at Hutchinson and Knox is
unfounded. Evidently you don't realize the present problem thU-
exists in trying to turn north at Areonne on Knox or it is --,;r
intention t, 1►,:. ~ a- T1 . ~ 111- Montgomery:
As I am sure .you are aware b.y now, the residents in thi.-
area don't concur with your opinion that the property you hati
re-zoned is only suitable for a large apartment complex, but
gardless of personal opinions, certainly anyone can see that
,your present decision will create a serious traffic problem. If
we are forced to accept the new apartment complex, please use
some judgement bv providing at least three or four entrances which
will assist in alleviating the traffic congestion.
Regarding the proposed Longhorn Drive Inn to be erected on
Montgomery between Argonne and Hutchinson. It appears this prop-
erty was divided purposely to obtain sufficient signatures for a
zone change. The next move is to come back and re-zone the South
piece of this property commerical. We have been told that there
will not be any entrances on Hutchinson which is a residental
street. Let's hope this proves true, as there are a number of small
children living in this area and your decisions may have a direct
effect on how long they live.

Tt doesn't seem possibte thgt the proposed 410 plus car parkfng project in such
a concentrated are can cause but a traffic problem. According to your ANALYSIS
it has proposed Hutchinson Road be designed to carry all of the traffice generatEd
by the project. Can you imagine what ie woutd be like in a case of an emergency?
An area count of dwel l ings was made. In thi s area from Argonne Road being east
boundary, Nora Ave., south boundary, Vista Road, West boundary, and Montgomery
Ave., north boundary, over 200 dwellings exist today. Two cars average per
dwelling means 400 cars in this area aside from many who use Knox Ave. as a
direct route to their destination. Compounded this with the Longhorn Drive Inn
nroposed ProjeCt and Rosauer Suner Market, it means that much more traffic.
A11 this addeci traffic created by thesF projccts brings about a treTendous
amount of unsafe places for our children to play. This is where children play,
on the streets. Bicycles are ridden by them on the streets. Children wait for
buses on the streets for there are no sidewalks. It makes it Chat much mor
hazardous for the children. It increases the percentage £or an accident o
property damage. Prevention of these problems are of the utmost imoortanc;
no doubt vou are thinking of t' . ' -

well as the rest o£ the population in the are becomes evident and imrnirlerlt, t1~
the whole project should be re-evaluated and proper and just valuations be ~
aim. Our Constitution give the people the right to be safe in our lives a:,

in that people.

We are opposed to the Townhouse and Apartment Complex between
Knox and the freeway, Argonne and Ma.rguerite because of the
amount of traffic this will put on Knox. The traffic on Knox
is already congested enough without adding abou t 300 more ca rs
to it.
This will alsa effect our water supply. We can not have the
water on outside and use our applicances at the same time.
The water pressure is already very poor and you can imagine
what the added use would do to it.

Commission mext Friday, September 25, I am writing ta express my opposi-
tion ta the rezoning, to permit the constructa.vn of an apartment cam-
plex, Of the area bounded by Atgonne to the east, the Spokane Vall.ey
Freeway to the s4uth, and by what w,uZd be appraximately Dale Raad to
the west.
It is my understanding Chat the only access to this area wi.l.l be
by way of Marguerite Road and Hutchinsvn. The area is landlacked to a
eertiain extent in that evidently there can be nv new direct access to
the freeway on the south ar to Arganne on the east and that na new rcaads
fram the west are prvpvsed, that land being retained for agricultural
purposes.
If so, this will farce an unusually heavy amaunt af traffi.c anto
Marguerite Raad, which heretafore has served only a single-dwelling
resid+ential area.
In my opi.nivn, this will resu].t in an zncreased hazard t4 the many
children naw residing there as well as a great increase in traffic noise
bath c£ay and night thus impairing property values and the rights of the
resa,dents to the full enjoyment af ther property.
