A. INTRODUCTION
This matter having come before the Examiner Committee on August 27, 1981 and
the members of fihe Committee present being Jane Myers, Chairperson, Kenneth
Kennedy and Ron McVicker.
B. PROPOSAL
The sponsor, Ralph Guthrie, is requesting approval of an Extension of Time
and Zone Change, PE-1324-79, Mission Vista and ZE-181-79, Agricultural to
Residential Mobile Home for subdivision of 11.8 acres into 37 lots for mobile
homes and there being present, the following applicant or representative:

1. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been compl ied with.
2. That the proper legal requirements for advertisement of the Agenda Item

approval of the proposed Extension of Time.
4. The following are additional findings of fact considered by the Hearing

I. GENERAL INFORMATION
A. History
The preliminary plat was approved by the Heariag Examiner Committee on August
30, 1979. Extension of Time was granted August 29, 1980. Sponsor reports
final plat map near completion. Final plans and profiles have been submitted,
reviewed and a bond amount set. The main line water taps have been made aad
some site grading. Sponsor claims it is not economically practical for
on-site improvements to be undertaken and is therefore requestiag a Time
Extension until September 1, 1982.
B. Location - "
The proposal is located in the Spokane Valley aorth of Boone, south of Mission
aad approximately 1800 ft. east of the intersection of Barker Road and Mission
Aveaue.
C. Proposal
- 11.8 acres subdivided into 37 iots for manufactured homes
- Lot froatage = 78 feet
- Lot sizes = 11,000 sq. ft.
II. CONDITIONS:
If approval is granted, the following conditions are recomnended.
PLANNING DEPARTMENT
1. Those conditions already attached to the preliminary plat of record.
2. That the project sponsor is responsible for requesting a time extension to
review any preliminary plat approval. All extensions applied for may subject
the project sponsor to aew conditioas required by Reviewing Ageacies.
3. That a time egtension be granted to September 1, 1982.
ENGINEER'S DEPARTMENT
1. The proposed plat is subject to the Spokane Board of County Commissioaers
Resolution #80-1592, as amended.
UTILITIES DEPARTMENT
1. Pursuant to the Board of County Commissioners Resolution No. 80-0418, the use
of on-site sewer disposal systems is hereby authorized. This authorization is
conditioned on comrpliance with all rules aad regulations of the Spokaae County
Health District and is further coaditioned and subject to specific applicatioa
approval and issuance of permits by the Health District.

lU Pursuant to the Board of County Commissioners Resolution No. 80-0418, the

(4) There are no recommendations concerning the method of sewage disposal as the
project is outside of the 201esewer study area.
(5) Water service as approved by the Spokane County Health District and/or the
Washington State Department of Social and Health Services.

wide collection systems.
(7) A dry sewer connection to the future North Spokane Sewerage System is to be
constructed. Plans and specifications for the dry sewer connection are to
be reviewed and approved by the Utilities Department prior to construction.
(8) Located within the Critical Water Supply Service Area but not within any
purveyor's district. May be serviced by an individual well owned and oper-
ated by lot owner.

A. I NTRODUCT I ON .
This matter having come before the Examiner Committee on August 28, 1980, and
the members of the Committee present being Ted McCoury Chairperson, John
Culler and Paul Sceva.
B. PROPOSAL
The sponsor, Ralph Guthrie, is requesting approval of an Extension of Time
and Zone Change, PE-1324-79, Mission Vista and ZE-181-79, Agricultural to
Residential Mobile Home for subdivision of 11.8 acres into 37 lots for residential
mobile homes and there being present, the following applicant or representative:

C. FINDINGS OF FACT
1. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been complied with.
2. That the proper legal requirements for advertisement of the Agenda Item
have been fulfilled.
3. That the owners of adjacent lands expressed neither approval nor dis-
approval of the proposed Extension of Time.
4. The following are additional findings of fact considered by the Hearing
Examiner Committee:
a) That the sponsor has made reasonable progress on the Preliminary
Plat and that a Time Extension is warranted.

1. Those conditions already attached to the preliminary plat of record. 2. That the project sponsor is responsible for requesting a time extension to
review any preliminary plat approval. All extensions applied for may
subject the project sponsor to new conditions required by Reviewing
Agencies.
3. That a time extension be granted to September 1, 1981.

accordance with the Coordinated Water System Plan for Spokane County.

PRELIMINARY 5UBDIL'ISION AND ZONE FtECI.t1SSIFICATION
I. GENERAL I'VFORMATION
A. Locatioa
South and adjacent to Mission; west and adjacent to Hodges; and aorth aad
adjacent to Boone; approximately 1,800 ft. east of the intersection of Barker
and Mission Avenue.
B. Proposal
- 11.8 acres subdivided into 3i lots for single familv use
- Lot frontage = 78± feet
- Lot size = 11,000± sq. £t.
C. Relationship to the Comprehensive Plan
The approved map of the Comprehensive Plan indicates residential usage of this
area, as well as all nearby surrouading laads, with no density designation.
D. Land Use Analysis:
1. Existing Land Uses
The site of the proposed Mission Vista, currently entertains agricultural ~
pursuits. The area itself is vacant and undeveloped, as is the property to
the west, which does have a few scattered residences. North across Missioa
are two recently approved Mobile Home Plats: Cronk Additioa with 4.9 acres
and 18 lots of approximately 12,000 sq. ft. and Missioa Estates located
further to the east with 53 lots from 7,920 sq. ft. to 9600 sq. ft. Also,
approximately a~ mile north of the proposal, a residential mobile development
known as Barker Road Mobile Homes First exists, with lot sizes ranging from
7,700 to 11,400 sq. ft. East of the project you will find the residential
mobile home developments of Mission Villa and the four additions of Mission
Villa. The lot sizes found here are approximately 8,800 sq. ft. Located south
of the site are some commercial aad industrial uses such as Boise Cascade and
Uaited Paints. Also, approximately a~ mile south of the proposal is LaBerry
Replat Mobile Park. The lot sizes raaging from 8,400 to 13,040 sq. ft.
2. Compatibility with Existing Land Uses
The proposal is seeking approval for a residential mobile home development
which would exhibit lot sizes of approximately 11,000 sq. ft. and frontage of
78 sq. ft. These lot sizes appear to be comparable to the existing lots in
the area. It is the feeling of the Planning Department that the proposal of
Mission Vista would be compatible and consistent with the development trends
that have occurred within the area.

II. SPECIAL INFO"LaTION
A. Circulation
The County Road Eagineer has examined the proposed preliminary plat
B. Sewage Disposal
The applicant's engineer has prepared an analysis of alternative sewage dis-
posal means; including on-site septic tank disposal, treatment plant and
sewage lagoon. For economic reasons, and to provide the most realistic
alternative, the applicant's engineer feels on-site septic tanks should be
utilized.
The Spokane County Health District has authorized the use of individual
on-site sewage systems for each lot within the plat. The plat is situated
over the Spokane Valley Aquifer aad the Health District in their examination
o£ the possible impact on groundwater quality from this proposal have the
folloking comments:
Impact Discussion
a. The plat sponsor has proposed 37 lots on 11.8 acres. Each lot is to be
served by a public water system and its individual oa-site sewage
disposal system. This raises the question of sigaificance of the impact
on the groundwater in the area and possible alternatives for sewage
disposal.
b. In the course of the conduct of the army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater,
and the effect of coatiaued urban development in the Spokane River Valley
upon the quality of the groundwater. In summary, he concluded that:
1. In normal precipitatiori vears subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
2. All the dissolved salts in sewage zffluent will be carricd to
the groundwater. However, bacteria and detergents
(phosphate portion) are mostly removed by the deep soil layer
above the groundwater and "minor dissolved constituents such as
phosphates, which are known to react with soil particles, or
nitrates, which are taken up by the plant roots," will be less
than the total fountl in septic tank effluents.
3. Tlie calculate+j results at the dowastream ead of groundwater
flow liae indicate that the maximum range of (dissolved) solids
concentration expected at present (1975) is up to 93 mg/1
(milligrams per liter) above the natural groundwater background
of 155 mg/1. The forecast year 2020 maximum incremental
conceatration is 101 mg/1 abave the aaLural background.
- - - The analytical results of the forecast impact of year
2020 when compared with the present impact, both measured in
terms of leachate volume and dissolved solids concentration,
indicate that the present impact on groundwater quality is
alr.eady a substantial. proportion of the ultimate level.

c. Currently, results oi chemical analysis show the total nitrogen content
of the groundwater as in the range of .52 to 3.44 ppm. A projected
iLicremental increase using Dr. Todd's expected 8.6 percent would resulc
in a range of .56 to 3.74 ppm. Current Federal. and State drinking watei-
standards permit up to 10 ppm.
d. Alternative sewage disposal methods that would riot recharge the ground-
water have the following geaeral characteristics:
l. Collector and central treatmeat systems discharging to surface
waters would require at least tertiary treatment and perhaps more to
obtain a permit for the disrharge from the Department of Ecology.
These systems are not currently ecoaomically available for this
project.
2. Sealed systems, whether individual or community, depend on
evaporatioa for liquid removal. These systems require more land
area than a conventional subsurface drainfield. Some, such as
lagoons, have safety ha2ards associated with them and relatively
poor community acceptance. Land, installation and operational cost
are generally more expensive than those for septic tanks and
drainfields.
C. Drainap
e
The County Utilities Engineer reports that the preliminary storm drainage plan
submitted by the applicant indicates that on-site storm drainage provisions
will adequately handle surface water runoff. However, final construction
plans should be reviewed and approved by both the County Engineer and Health
District prior to the final plat filing.
D. Water Supp ly
The proposal is located within the recorded service area of Consolidated
Irrigation District '~'19.
'Ihe District advises the staff tilat adequ,:itt s;;stzm capac:ity, and adesire on
their part to serve, exists for the provision of water tor domestic, fire and
irrigatioci uses.
E. Fire Protection
The prcposal is situated within the recorded servire area o~ Fire Distr-ict ;'kl.
The Fire District staff requests that the Hearing Examiner Committee require
mains and hydrants of sufficient size for fire protection as a condition of
final plat approval. The District also requests that they be allowed to
review and approve final fire flows and water plans.
F. Schools
Proposal lies within the boundaries of Central Vallev Schcol District #356.

G. Parks
The report "Planning for Parks" (revised 1976) iadicates that an 18 acre
community, along with a 15 acre junior high and a 40 acre high school will
best serve the needs of the people in the area.
H. Uni9ue Environmental Features

None have been indentified.
III. ZONING A.NALYSIS
The site is currently 2oned Agricultural, as is the property located to the west
and further north. North across Missioa are two recently approved Mobile Home
proposals.
The property found to the south consists of Freeway Commercial, Restricted Indus-
trial, and Agricultural zoned land. Commercial and Industrial uses are evident in
the Restricted Industrial zone.
To the east, Residential Mobile Home zoning dominates the area with the Mission
Villa developments and Si's Subdivision #2. This is a heavily concentrated mobile
home area, in which the proposal wishes to continue the mobile home use in the
area.
IV. ENVIRONMENTAL REVIEW .
An Eavironmental Checklist was submitted by the spoasor and has been reviewed by
the Planning staff. No significant adverse environmental impacts were judged to
exist.
Slight adverse environmental impacts were identified on the checklist in the
following categories: earth; air; water; flora; noise; light and glare; Iand use;
population; housing; transportation/circulation; public services and utilities.
The Planning Director issued a proposed Declaration of Non-Significance, and it was
circulated to other agencies of jurisdiction.
V. CONDITIONS:
If approval is graated, the following conditioas are recommended.
1. That the plat be designated as indicated oa the prelimiaa ry plat of record
and/or attached sheets as noted.
2. That a statemeat be placed in the dedication to the effect that no more than
oae dwelliag structure be placed on any one lot, nor shall any lot be further
subdivided for the purposes of creating additional lots or building sites
without filing a replat.

3. That appropriate provision be made that the following describPd property be
held in trust until the continuatioa of the streets be dedicated or deeded: A
1' strip at the ends or edges of all streets that terminate or border the plat
boundary. (Temporary cul de sacs are required when streets terminate at the
plat boundaries.)
4. That appropriate street names be indicated.
5. That appropriate utility easements be iadicated on copies of the approved
prelimiaary plat for distribution to the Planning Department aad the utility
companies. Written approval of the easements by the utility company must be
received prior to the submittal of the final plat.
6. That the plan for water facilities adequate for fire protection be approved by
the water supplier and fire protection district. Said water plan must also
have been approved by the appropriate health authorities. The health
authorities, water supplier (purveyor), and fire protectiun district will
certify, prior to the filing of the final plat, on the face of said water plan
that the plan is in conformance with their requirements and will adequately
satisfy their respective aeeds. Said water plan and certification will be
drafted oa a transparency suitable for reproduction.
The purveyar will also certify prior to the filing of the final plat on a copy
of said water plaa that appropriate contractual arraagements have been made
with the plat sponsor for construction of the water system, in accordance with
the approved plan, and in accordance with a time schedule. The time schedule
will provide, in any case, for completion of the water system aad iaspection
by the appropriate health authorities prior to application for building
permits withia the plat. The contractual arrangements will include a
provision holding Spokane County and the purveyor harmless from claims by any
lot purchaser refused a building permit due to the failure of the plat sponsor
to satisfactorily complete the approved water system.
The p1aC dedication will contain a statement to the effect that the public
_J water system as approved by Couaty and State Health authorities and the local
~ fire district and purveyor will be installed within this plat, and the
subdivider will provide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot.
7. That a certificate of title be furnished the Planaing Department prior to the
filiag of the fiaal plat.
8. That the preliminary plat be given conditional approval to September 1, 1980.
9. That a declaratioa of Non-Significance be issuecj, in accordaace with
Section 11.15.340 of the Spokane County Enviroamental Ordinaace (SCEO) prior
to approval, or any approving actioa in accordance with SCEO 11.15.340.
NOTE: The official file contains an environmental checklist for the
proposal and a staff review of their checklist as required bv
WAC 197-10-320.
10. That conditional approval of the plat is given subject to the dedication of
right of way to the public and appraval of the road svstem in the plat by the
County Engineer. +

11. That plans, profiles, and cross sections sliowing proposed street centerline
and curb grades be submitted to the County Engineer for approval prior to
construction and the filing of a final plat.
12. The draiaage plans and design calculations showing the grades and alignment of
drainage facilities be submitted to the County Engiaeer for approval prior to
constructioa and the filing of a final plat.
13. Construction withia the proposed public streets and easements shall be
performed under the direct supervision of a licensed land surveyor, who shall
be responsible for perpetuating all evidence of the location of survey
monuments which may be distrubed during construction and who shall furnish the
County Eagineer with "As Built" plans aad a certificate in writing that all
improvements were iastalled to the lines and grades shown on the approved
constructioa plans and that all disturbed moauments have been replaced.
14. No constructioa work is to be performed with the Public Right of Way until a
permit has been issued by the County Engineer. Al1 work is subject to
iaspection and approval by the County Engineer.
15. Al1 construction within the Public Right-of-Way is to be completed prior to
filing the final plat or a bond in the amount estimated by the County Engineer
to cover the cost or construction of improvemeats, construction certificatioa,

2. Topography, soils and water:
a. This pro,ject 11es in a relatively flat erea in Greenacrea. Local
drainage ways are inaignificant. It is located over the Spokane
• Valley Aquifer.
b. Surface soils are classed as Garrison gravelly loam with 0 to SX slopes.
' They have a septic tank filter field limitation of slight with possible
contamination of groundwater.
c. Geologicall.y the soils are glaciofluvial dePosits; stream-laid sand and
gravel; contains some boulders in places; includes some undifferentiated
glacial deposits. The lower terrace remnants have probably been reqorked
ny streams. These geologic structures yield moderate to very large
amounts of water.

3. Tmpact discussion.
a. The plat spvnsor ha~ propased 48 1ats on 11.05 acres. Fach 1.oC is tn
he servO by a publie water systern and iks lndivi.dual on-s3te sewage
disposa1 &~ptt!m. This raises the question of signifiranee ❑f the
irnpact nn the g,roundwater in the area and possfhle altex'natiues for
sewage disposal.
h. tn the cnurse of the conduct of the Arrny Cvrps study, Dr. Todd considered
typica] soils, natural and sewage disposal recharge to the grnundwater,
and the ef£ect af contfnued urhan develapment in the Spokane Rfvert Valley
upon the quality af the groundwates. In sumnaryf he cancluded that;
(1) Tn narmal prec~pitation years subsurface disposal of sewage
treatment effluent does rt~-ach arid recharge the groundwater.

(2) All dissolved salts in sewage effZuent wi11 be carried to the
groundwater. Ha~ever, bacterfa and detergents (phasphate pvr-
tion) are mostly removed by the deep sail layer a~ove the
groundwater and "m3.nor dissalved constituents such as phos-
p'hates, which -are taken up by plaut roats" will be less
than the total found In septic tank effluents.
(3) "The calculated results at the downstream end of grouridwater
flaw 1ine indicate that the maximum range of (dissolvgd) so]--
ids cnncentration expected at present (1975) is up to 93 mglt
- (milligrams per liter) abave the natural groundwater back-
ground of 155 mgll. The foreeast year 2020 maximum incrementax
cancentratian fs 101 mg/1 ahove the natural background. "---"The
analytlcal results af the farer.ast irnpact of year 2020 when com-
paTed with the present irnpact, both meeeured in terms of leacinate
valume and dissoived snlids coneentration, indicate that the
present impact on grnundwater quality is alread3r a substantial

c. Currently, results of chemica1 analysls show the total nitrogen cantent nf
the groundwater as fn the range of .52 to 3,44 ppm. A grajeeted incre-
mental increase using Dr. Todd's expected 8.6 percent wovld result in ranges
.56 ppm. to 3.74 pgm, Current Federal and State drinking water stanaards
permit up ta 10 ppm.

office prior to the Signins of the final plat if more than a total
of thirty-nine (39) dwelling units are authorized within the plat.
