Dear Ms. McDonough:
On 29 March at your request, Ken Pfaff, P.E. performed an inspection of the foundation and
anchorage beneath the manufactured home at 11604 E. Jackson Ave, Spokane Valley, WA 99206.
The purpose of this inspection was to confirm that the .manufactured home at the above address rests
on a permanent foundation as defined by the HUD Standards (HUD Publication 7584 - Permanent
Foundations Guide for Manufactured Homes September 1996) for FHA financing.
This inspection report is limited to observations made fon visual evidence. No destructive testing
was performed, As Professional Engine..rs, it is our responsibility to evaluate available evidence
relevant to the purpose of this inspection We are not responsible for conditions that could not be
seen or were not within the scope of our service. This inspection did not include an overall
evaluation of the home. We did not enter all portions of the home. The scope of the inspection does
not assure that the property conforms to any regulations, restrictions, or building codes that may be
in effect at its location

The visible portions of the foundation and anchorage of this manufactured home DO NOT meet the

The tie downs need to meet ASTM D 3953-91 standards and must be secured at the beam so that
they don't slide. The foundation anchors need to equal or exceed the capacity of the de -downs when
installed and must be stainless steel or galvanized. In beams,addition, it is important that the tie downs are

Observations:
"double wide' manufactured home approximately 40 R-2 in long by 27
This residence is a one-story �
ft wide. HUD numbers IDA 228476 and IDA 228477 were visible. The home is supported by 8
concrete block piers under each of the chassis beams. The piers are resting on frust protected,
longitudinal, poured concrete footings. Five transversely angled tie downs are present to anchor
each exterior beam to the footings. The treated wood and fiber cement perimeter wall fully encloses
the crawl space and provides adequate ventilation. The soil in the crawl space is covered with a
plastic vapor barrier. The left and right side porches are self supported.
The items below must be present to satisfy the requirements of FUD Publication 7584 - Permanent
Foundations Guide for Manufactured Homes. Based on our observations and subsequent
calculations, these have been satisfied:
• The footings must bear on undisturbed soil or compacted soil (90% Proctor).
• Adequate drainage of the crawl space area is required.
• The perimeter walls must extend at feast 8 inches above grade.
• The exterior grade must taper away from the home for drainage.
• A permanent well supported perimeter wall (skirting) must enclose the foundation to keep
out vermin and water.
• Any additions to the home (porches, decks, roofs, etc.) must not bear on the home.
• The footings must be at ]east 8" thick.
• The footings must be protected from frost.
• The home must be properly supported with an adequate number of piers.
• The foundation must bear upon poured concrete footings
. The footings must be of adequate mass to resist uplift.
• An adequate number of screened vents must be installed around the entire perimeter of the
building to provide air circulation in the crawl space
• The soil of the crawl space must be covered with 6 -mil polyethylene plastic.
* The axles must be removed.
• The home must have adequate anchorage to resist horizontal transverse loads.
The items below are the basic requirements of HUD Publication 7584 - Permanent Foundations
Guide for Manufactured Homes. Based on our observations and subsequent calculations, these have
NOT been satisfied:
• The home must have adequate anchorage to resist horizontal longitudinal loads
Recommendations:
1. FHA requires anchorage against longitudinal sliding. Two Longitudinal X -brace planes are
needed along the length of the home, one under each of the exterior beams per the attached sketches.
Two tie downs are needed for each X -brace. The tie downs should attach to the chassis beam above
a pier and extend to an anchor in the footing near the adjacent pier beneath the same exterior beam
and vice versa forming an X -bracing plane. Repeat this at the other exterior beam.
