GENERAL REQUIREMENTS PERMIT FEE 51 ..
PERMIT REQUIRED. A land use or structure permit is required by County Resolution to erect a building or structure of any kind or alter any building
or structure already erected,or to change a land use. Construction must conform with the Spokane County Building Code and Zoning Ordinance. Con-
struction must have inspections. v
WATER.Water supply must be approved by the County and State Health Departments.Where work on water connections disturbs the surface, shoulders
or ditches of County Roads,permission must be obtained from the County Engineer's Office.
SEWAGE SYSTEM.Permits are required in all cases by County Resolutions Nos.45-133 and 47-235.
SET-BACK FROM PROPERTY LINES. In most zones and under most circumstances, a set-back from the front property line is required. See current
Spokane County Zoning Ordinance for all required set-backs.
STATE HIGHWAYS. Where the structure abuts a State Highway, clearance must be obtained pertaining to set-back and ingress and egress.
COUNTY ROADS.Work on street right-of-way may not be performed until staked by County Road Department and work must be performed in accordance
with stakes.Points of ingress and egress must be approved by the County Engineer.
MOVING OF BUILDINGS. A permit is required to move an existing building. When a building is moved on a County or State Highway, clearance must
be obtained from the County Engineer and/or State Highway Department.
ACCESSORY BUILDINGS.Accessory building(garages,sheds,etc.)require a separate permit.
RESTRICTIVE COVENANTS. Builders should check provisions of covenants or dedications and easements running with the land which are enforceable
through civil action.County Officials can not bring action to enforce covenants or dedications.

MINUTES
BOARD OF ADJUSTMENT OF SPOKANE COUNTY
FINDINGS AND ORDER REGARDING A REVIEW OF ADMINISTRATIVE ACTION OF THE SPOKANE
COUNTY ZONING ADJUSTOR IN A DECISION TO DENY A SPECIAL CONDITIONAL USE PERMIT,
CUE-33-78 & VARIANCE, VE-44-78.
WHEREAS, Application has been presented to the Zoning Adjustor of Spokane
County, Washington, by Bruce E. Blackmer, requesting a Special Conditional Use
Permit to allow a Duplex in the Agricultural Zone, and a Variance for Frontage
Requirement. The property in question is generally located as follows:
Section 18, Township 25N, Range 44 E.W.M.
N 1/4 of Lots 6 & 7, Block 21 , Hutchinson's
Addition
Parcel No. 18543-0132
and,
WHEREAS, the Zoning Adjustor of Spokane County, did on the 12th day of
April , 1968, hold a public hearing as provided in Section 4.25 of Title IV of
the Spokane County Zoning Ordinance, on application of Bruce E. Blackmer, for
a Special Conditional Use Permit and Variance for the described property,
and,
WHEREAS, the Zoning Adjustor did after the 12th day of April , 1978,
formally act upon said application and did deny said application based upon
findings of fact and reasons set forth in the official minutes dated the 16th
day of May, 1978,
and,
WHEREAS, an appeal from the decision of the Zoning Adjustor for Spokane
County was filed on the 25th day of May, 1978, by the applicant himself,
and,
WHEREAS, the Board of Adjustment of Spokane County, did on the 20th day
of June, 1978, hold a public hearing as prescribed in Section 4.25 of Title IV
of the Spokane County Zoning Ordinance on the application of Bruce E.Blackmer
for said Conditional Use and Variance, CUE-33-78 & VE-44-78,
and,
WHEREAS, at said hearing, opportunity was afforded those favoring and
those opposing said application, and the Board of Adjustment having fully considered
the official records, evidence and testimony given and having made an investigation
of the matter does hereby find:
NOW, THEREFORE, be it formally resolved that the Board reversed the decision
of the Zoning Adjustor and approved the Special Conditional Use Permit & Variance,
CUE-33-78, and VE-44-78, for the following reasons and subject to the following
conditions:
A. REASONS:
1 . The minutes from the Zoning Adjustor hearing were in error since there ■
were no Objectors of Record.
2. The Board is of the opinion that theproposed duplex would not be detri-
mental to surrounding properties in the surrounding area.
3. From the evidence presented by staff and testimony received from the
public, the Board finds the duplex to be compatible with other land
uses in the immediate vicinity.

B. CONDITIONS:
1 . The described property shall be developed in substantial conformance
with the "plot plan" on file with this application and in any case
shall observe all yard (setback). requirements as set forth in the
Spokane County Zoning Ordinance.
2. Prior to the issuance of a building permit, the applicant shall
submit evidence to the satisfaction of the Planning Department which
indicates compliance with the Spokane County Short Plat Ordinance.
3. Additionally, approval of the site plan must be obtained from the
Health Department prior to the issuance of a building permit.
