GE'VERAL INFORMATION A. Location In the Spokane Valley, at the northeast corner of riission Avenue and Long Road. B. Proposal - 4.4 acres subdivided into 7 lots for single family use - Typical lot frontage = 100 feet - Typical lot size = 27,575 acreage (19,500-31,500 range) C. Relationship to the Comprehensive Plan The approved map of the Comprehensive Plan indicates residential usage of this area, as well as alI nearby surrounding lands, with no density designation. D. Land Use Analysis: 1. Existing Land Uses The general vicinity contains a mixture of land uses ranging from residential development to farming-type activities. The proposed site contains one single family dwelling located on agricultural land. The site is bounded to the north, east, and west by scattered residential uses, cultivated lands and animal keeping. To the south are scattered residential uses and agricultural land along with the recent approvals of Upper Columbia Addition and Hullett's Additioa. The lot sizes within Upper Columbia Addition are 19,000 sq. ft. in size. In Hullett's Addition, lot sizes are approximately 15,000 sq. ft. in size. The lots proposed in the Scott and 6Jeiler Addition average 27,575 sq. ft. in size. 2. Compatibility c,7ith Existinp Land Uses The sponsor has proposed seven single family lots on approximately 4.4 acres. The proposed lots are considerably larger than other residential lots in the area, and are compatible to some tax segregations in the area. Should the .4gricultural Suburban zone be decided, duplexes and some animal keeping would be permitted. There are no existing duplexes in the immediate area. Circulation The County Road Engineer .has examined the proposed preliminarv plat of record . and has recommended specific conditions to insure satisfactory development of road right-of-ways within the plat. Those recommendations pertain to further dedication of right-of-way and the improvement of all roads brought up to County specifications. B. Sewage Disposal The applicant's engineer has prepared an analysis of alternative sewage dis- posal means; including on-site septic tank disposal, community septic tank disposal, and conununity package treatnient plant disposal. For economic reasons, and to provide the most realistic alternative, the applicant's engi- neer feels on-site septic tanks should be utilized. The Spokane County Health District has authorized the use of individual on-site sewage systems for each lot within the plat. The plat is situated over the Spokane Valley Aquifer and the Health District in their examination of the possible impact on groundwater quality from this proposal have the following comments: Impact Discussion a. The plat sponsor has proposed 7 lots on 4.4 acres with a typical l.ot size averaging 27,575 feet. Each lot is to be served by a public water system and its iadividual on-site sewage disposal system. This raises the question of significance of the impact on the groundcaater in the area and possible alternatives for sewage disposal. b. In the course of the conduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Valley upon the quality of the groundwater. In summ3ry, he concluded that: 1. In normal precipitation years subsurface disposal of sewage treatment effluent does reach and recharge the groundwater. 2. All the dissolved salts in sewage effluent H7i11 be carried to the groundwater. However, bacteria and detergents (phosphate portion) are mostly removed by the deep soil laver above the groundwater and "minor dissolved constituents such as phosphates, which are known to react with soil particles, or nitrates, which are taken up by the plant roots," will be less than the total found in septic tank effluents. 3. The calculated results at the downstream end of groundwater flow line indicate that the maximum range of (dissolved) solids concentration expected at presnet (1975) is up to 93 mg/1 (milligrams per liter) above the natural groundwater background of 155 mg/l. These systems are not c-urrently ecanomically available for this praject. 2. Sealed systems, whether individual ar community, depend on evagoration for liquid removal. These systerns require more land area than aconventional subsu.rface drainfield. Some, such as lagoans, have safety hazards associated with th.em arcd. relative-lY poor eommunity acceptance. Land, irxsta.llatian and aperational cost are gen.erally rnore expensi.ve than thase for septic tanks and drainfields. - C,. Draiuage The County UtaliLies Engineer reports tb.at the greliminary starrn drainage plan submitted by_ the applicant indicates that on-site storm dx'ainage gravisions will adequately handle surface wa-ter runoff. However, fina.l construction plans should be reviewed and aPProved prior tv the final pla.t filing. D. Water SuPply The progosai is located within the recorded service area of Cgnsolidated I.rrigation District #19. The District advises the staff that adequate system capacity, and a+desire on their part to serve, exists for the p-rovision of water far domest-ic, fire and irrigation uses. E. Parks The report "Planning for Parks" (revised 1976) indicates that a neighborhood park -Iocated on 7 acres and an elementary school situated on 10 acres would best service the needs of the residents in the area. H. Unique Environmental Features None have been indentified. I. Cultural Resources • Archaeologically sensitive - level 1. iII. ZONING t1NALYSIS . The site is currently zoned Agricultural, as is most of the surrounding properties. Platting activity in the area has been very limited as most of the lots have been r_reated through segregation, although two recent zone changes for residential uses are found south of the proposal: Hullett's Addition, which is zoned R-1 and Upper :^olumbia Addition, which is zoned Agricultural Suburban. The uses as proposed -ithin the plat would be more appropriately zoned R-1 as no animal keeping has been ?quested. However, this may create some conflicts with existing land uses djacent to the proposal_s. IV. LrTVIROIVMENTAL REVIEw An Environmental Checklist was submitted by the sponsor and has been reviewed by the Planning staff. No significant adverse environmental impacts were judged to exist. Slight adverse environmzntal impacts were identified on the checklist in the following categories: earth; air; water; flora; noise; light and glare; land use; population; housing; transportation/circulatioa; public services and utilities. The Planning Director issued a proposed Declaration of Noa-Significance, and it was circulated to other agencies of jurisdiction. V. CONDITIONS: If approval is granted, the following conditions are recommended. NOTE: any amendments to said conditions are stated separately and listed hereaf ter. 1. That the plat be designated as indicated on the preliminary plat of record and/or attached sheets as noted. ~ 2. That a statement be placed in the dedication to the effect that no more than one dwelling structure be placed on any one lot, nor shall any lot be further subdivided for the purposes of creating additional lots or building sites 1 without filing a replat. - 5E - ~ ( . That appropriate utility easements be indicated on copies of the approved preliminary plat for distribution to the Planning Department and the utility companies. Written approval of the easements by the utility company must be received prior to the submittal of the final plat. /0 7. That the plan for water facilities adequate for fire protection be approved by the water supplier and fire protection district. Said water plan must also have been approved by the appropriate health authorities. The health authorities, water supplier (purveyor), and fire protection district will certify, prior to the filing of the final plat, on the face of said water plan that the plan is in conformance with their requirements and will adequately satisfy their respective needs. Said water plan and certification will be drafted on a transparency suitable for reproduction. The purveyor will also certify prior to the filing of the final plat on a copy of said water plan that appropriate contractual arrangements have been made with the plat sponsor for construction of the water system, in accordance with the approved plan, and in accordance with a time schedule. The time schedule will provide, in any case, for completion of the water system and inspection by the appropriate health authorities prior to application for building permits within the plat. The contractual arrangements will include a provision holding Spokane County and the purveyor harmless from claims by any lot purchaser refused a building permit due to the failure of the plat sponsor to satisfactorily complete the approved water system. The plat dedication will contain a statement to the effect that the public water system as approved by County and State Health authorities and the local fire district and purveyor will be installed within this plat, and the subdivider will provide for individual domestic water service as well as fire protection to each lot prior to sale of each lot. v 8- That a certificate of title be furnished the Planning Department prior to the filing of the final plat. That a deciaration o-f Non-Significance be issued, in accordance with Section 11.15.340 of the Spokane County Enviroamental Ordinance (SCEO) prior to approval, or any approving action in accordance with SCEO 11.15.340. All construction within the Public Right of Way is to be completed prior to filiag the final plat or a bond in the amount estimated by the County Engineer to cover the cost or construction of improvements, construction certification, "As Built" plans, and monumenting the street centerlines, shall be filed with the County EnginEer. V//17. That a name be indicated before the final plat is filed; such name to be approved by the County Assessor and the Planning staff. ✓18. This projectlies in a relatively flat area bordered on south by Mission Avenue and on the east by Long Road. It extends 295' east from Long Rd. and 635' north from Mission Ave. It is located over the Spokane Valley Aquifer. b. Surface soils are classed as Garriso'n gravelly loam with 0 to S% slopes. They have a septic tank filter field limitation of slight with possible contamination of groundwater. c. Geologically, the soils are glaciofluvial deposits; stream-laid sand and gravel; contains some boulders in places; includes some undifferentiated glacial deposits. The lower terrace remnants have probably been reworked by streams. These geologic structures yield moderate to very large amounts of water. The Consolidated Irrigation District has indicated that it is willing and able to furnish domestic use water to this plat. Satisfactory arrangements have been made with the developer. 3. Impact Discussion: a. The plat sponsor has proposed 7 lots on 4.4 acres. Each lot is to be served by a public water system and its individual on-site sewage dis- posal system. Thfs raises the question of significance of the impact on the groundwater in the area and possible alternatives for sewage disposal. b. In ttie course of the conduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Valley upon the quality of the groundwater. In sununary, he concluded that: (1) In normal precipitation years, subsurface disposal of sewage treatment effluent does reach and recharge the groundwater. (2) All dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate por- tion) are mostly removed by the deep soil layer above the groundwater and "minor dissolved constituents such as phos- . phates, which are known to react with solid particles, or nitrates, which are taken up by plant roots" will be less than the total found in septic tank effluents. (3) "The calculated results at the downstream end of groundwater flow line indicate that the maximum range of (dissolved) sol- ids concentration expected at present (1975) is up to 93 mg/1 (milligrams per li.ter) above the natural groundwater back- ground of 155 mg/1. The forecast year 2020 maximum incremental concentration is 101 mg/1 above the natural background. "---"The analytical results of the forecast impact of year 2020 when com- pared with the present impact, both measured in terms of leachate volume and dissolved solids concentration, indicate that the present impact on groundwater quality is already a substantial proportion of the ultimate level." c. Currently, results of a chemical analysis show the nitrogen content of the groundwater as in the range of .89 to .94 ppm. A projected incre- mental increase using Dr. Todd's expected 8.6 percent would result in a range of .96 to 1.02 ppm. The final plat shall be designed as indicated on the preliminary plat of record and/or attached sheets as noted. b. The dedicatory language of the plat will state that each lot is authorized the use of an individual on-site sewage disposal s.ystem. c. The plat dedication will contain a statement to the effect that: "The public water system as approved by County and State Health authorities and the - local fire district ana purveyor will be installed within this plat, and the subdivider will-provide for individual domestic water service as well as fire protection to each lot prior to sale of each lot." d. A plan for water facilities adequate for domestic use, domestic irrigation use and fire protection use shall be approved by the water supplier. Said water plan must have been approved by the f ire protection district and the appropriate health authorities. The health authorities, water supplier (purveyor), and fire protection district will certify, prior to the filing of the final plat, on the face of said water plan that the plan is in con- formance with their requirements and will adequately satisfy their respective needs. Said water plan and certification will be drafted on a transparency suitable for reproduction. e. Appropriate utility easements shall be indicated on copies of the preliminary plat of record for distribution by the Planning -Department to the utility com- panies, County Engineer and Spokane County Health District. Written approval of the easements by the utility company must be received prior to the sub- mittal of the final plat. (Note: The first sentence is superfluous if the easements are shown on the preliminary map as required by Ordinance Chapters Sand6.) f. Prior to filing of the final plat, the sponsor shall present evidence that the plat lies within the recorded service area of the water system proposed to serve the plat. The dedicatory language on the plat shall state: "Use . of private wells and water systems is prohibited." g. It is a proposed replat of a portion of the west 1/2 of Tract 38 of Plat "A" Green- acres Irrigation District. The land is flat and open with no peculiar topographic features. The soil is clossified by the Soil Conservation Service as Garrison Gravelly Loam (GgA), This area is served by Conso{idated Irrigation District. Scope of Proj ect This proposal involves the subdivision of 4.4 acres into 7 single family lots of from 19,500 - 31,500 square feefi. ' ' Sewerage Alternatives Following is a brief analysis of three alternative means of sewage disposal , for the project. Individual on-site sewage disposa) systems (septic tank-drainfield) This type of sewage disposal would involve the instal{ation of 7 individua{ septic tank-drainfield systems. The per unit cost of this system, based on: (1) a 50 year life; (2) drainfield replocement after 25 years; (3) pumping septic tanks at 4 year intervals and (4) inspection at 2 year intervols, is estimated to be $6,000/1ot. Study The positive aspects of this type of sewage treatment for this project are: (1) low initial installation cost; (2) dispersal of sewage treatment effluent over a wide-spread area. In our opinion, the danger of ground wdter pollution is increased, in this type of gravelly soil condition, by methods which concentrate effluent discharge; (3) relatively low maintenance cost and low rate of fa i lure. Community drainfield system with individua) septic tanks This type of system would involve the installation of 7 septic tanks Sewage effluent would be piped from each tank through a collector system to a community drainfield. The per unit cost of this system ; based on: (1) a 50 year life; (2) drainfield replacement after 25 yeors; (3) pumping septic tanks at 2 year intervals and (4) inspection at 1 year intervals, is estimafied to be $10,000/1ot. This again includes all installation and maintenance cost for the 50 year period at today's dollar value. The positive aspects of this type of sewage treatment for this project are: (1) low initial installation cost; (2) relatively moderate main- tenance costs. One negative aspect of this type of system is the concentration of sewage effluent discharge. This is of major concern in the Spokane Valley ot this time and, as stated above, it is our opinion thcat the danger of ground water pollution is increased by this type of system. Package treatment plant The size of this project rules out this and other type treatment systems such as logoons which have minimum area and cost requirements too great to allow their use. - cont. _ _ . • Page 3 . The success of the individual on-site treatment system in the Spokane Valley as measured by its (ow rate of failure and therefore low maintenance cost and long drainfield life makes its economic feasibility unquestionable. Large and small developments alike show the same cost comparisons. The ground water pollution problem is, of course, a serious concern to all people in the Spokane area.. None of the systems considered herein - guarantees that pollufiion of ground water won:t occur. Other alternative sewage disposal methods such as central systems dischcarging to surface waters . would not 'be permitted by the Department of Ecology without at leost tertiary treafiment. These systems are not economically feasible for projects of this size. Lagoons and other types of sealed systems depend on evaporation for liquid removal. Individuol systems of the sealed type haven't yet proved workcable in this cl imate. Larger ones such as lagoons have poor community occeptance and unrealistic land area requirements for smaller subdivisions such as this. Conclusions and Recommendations Economic, governmental, and community acceptance considerations limit th e cho i ce of sewage treatment systems to the th ree eva ( uated by th i s study. Economic ancalysis of the three considered systems favors the individual onsite method. Ground water pollution danger is Yhe other major consideration, In our opinion, the individual on-site method will provide less ground water pollution potential than will the other methods.
