TIME: Thursday, October 30, 1980 - 9:00 A.M.(Item #2C on Morning Agenda)

acres Irrigation District, EXCEPT the east 20 ft. of the south
350 ft. thereof; lying in the SW 1/4 of the SE 1/4, Spokane County,
Washington.
c. Sponsor: Star Investment
Box 13346
Spokane, WA. 99213
d. Surveyor: Adams, Benthin & Clark
W 1803 Maxwell
Spokane, WA. 99201
e. Site Size: 404 acres
f. Number of L o t s : 4
g. Proposed Land Use: Single family•dwellings
h. Existing Zoning: Agricultural
i. Proposed Zoning: Agricultural Suburban or R-1
j. Water Source: Consolidated Irrigation District #19
k. School District: Central Valley #356
l. Method of Sewage Disposal: Individual on-site septic tanks
M. Environmental Impact: A proposed declaration of non-
significance (a preliminary decision,
which may be reversed, that an environmental impact statement, an
EIS, is not needed) has been administratively issued. This insures
the applicant of a timely processing of his/her proposal at the
time of the public hearing. BUT, a major purpose of the public
hearing is to afford the opportunity to present the decision makers
with information as to whether or not a potential SIGNIFICANT
ADVERSE impact upon the physical environment will result from
implementation of the proposal, thus resulting in the need for
an EIS. However, all "extensions of time" and most "change of
conditions" are exempt from the provisions of SEPA; check with
the Planning Department staff if uncertainty exists.
n. Applicant is requesting a Time Extension until November l, 1981.

Dear Mr. Hubbard:
Submitted herewith are 7 copies of the revised preliminary plat of
Scott and Weiler Addition.
We have shown 4- one acre lots per the Board of County Commissioners
decision subsequent to our appeal hearing. We request approval of this
redesign so that we can submit a final plat in the near future.
Due to the somewhat unusual disposition of this preliminary plat, we
remain unclear on the stafius of the following items:
1) Zoni ng - We would prefer agri cu) tura I suburban zoni ng to
either agricultural or single family. Second choice would
be agricultural which would mean no change in zoning.
2) R/W dedication - We feel that the 25' dedication requested
by the County Engineer along the north line of the plat would
not be necessary if the area is to be developed ultimately into
one acre or (arger lots. Thus, we have not shown the requested
dedication on this redesign. We will, however, provide that
dedication if the Board feels it is necessary.
Thank you for your attention to this mafiter. Please call if you desire
our attendance at your discussion with the Board.
Sincerely,
7B BENTH I N& CLARK, I NC.

STAFF AiNALYSIS - July 27 , 1979
PE-13I4-79, SCOTT AND WEILER ADDITION
ZE-148-79, AGRICULTURAL TO AGRICULTURAL SUBURBAiN OR R-1, SINGLE FAMILY RESIDEVTIAL
PRELIMTNARY SUBDIVISION AND ZOAtE RECLASSIFICATIOv
I. GE'VERAL INFORMATION
A. Location
In the Spokane Valley, at the northeast corner of riission Avenue and Long
Road.
B. Proposal - 4.4 acres subdivided into 7 lots for single family use
- Typical lot frontage = 100 feet
- Typical lot size = 27,575 acreage (19,500-31,500 range)
C. Relationship to the Comprehensive Plan
The approved map of the Comprehensive Plan indicates residential usage of this
area, as well as alI nearby surrounding lands, with no density designation.
D. Land Use Analysis:
1. Existing Land Uses
The general vicinity contains a mixture of land uses ranging from residential
development to farming-type activities. The proposed site contains one single
family dwelling located on agricultural land. The site is bounded to the
north, east, and west by scattered residential uses, cultivated lands and
animal keeping. To the south are scattered residential uses and agricultural
land along with the recent approvals of Upper Columbia Addition and Hullett's
Additioa.
The lot sizes within Upper Columbia Addition are 19,000 sq. ft. in size. In
Hullett's Addition, lot sizes are approximately 15,000 sq. ft. in size. The
lots proposed in the Scott and 6Jeiler Addition average 27,575 sq. ft. in size.
2. Compatibility c,7ith Existinp Land Uses
The sponsor has proposed seven single family lots on approximately 4.4 acres.
The proposed lots are considerably larger than other residential lots in the
area, and are compatible to some tax segregations in the area. Should the
.4gricultural Suburban zone be decided, duplexes and some animal keeping would
be permitted. There are no existing duplexes in the immediate area. However,
the sponsor has indicated that only single family dwellings have been proposed
and this would appear to be compatible with the surrounding properties.

ST-AFF ANALYSI5 - July 27 ,"79 SCOTT- AND WEILER :ADDITIGV - continued
I I. SPE C I AL I TNF'OR1`1.4T I OiV
A. Circulation
The County Road Engineer .has examined the proposed preliminarv plat of record
. and has recommended specific conditions to insure satisfactory development of
road right-of-ways within the plat. Those recommendations pertain to further
dedication of right-of-way and the improvement of all roads brought up to
County specifications.
B. Sewage Disposal
The applicant's engineer has prepared an analysis of alternative sewage dis-
posal means; including on-site septic tank disposal, community septic tank
disposal, and conununity package treatnient plant disposal. For economic
reasons, and to provide the most realistic alternative, the applicant's engi-
neer feels on-site septic tanks should be utilized.
The Spokane County Health District has authorized the use of individual
on-site sewage systems for each lot within the plat. The plat is situated
over the Spokane Valley Aquifer and the Health District in their examination
of the possible impact on groundwater quality from this proposal have the
following comments:
Impact Discussion
a. The plat sponsor has proposed 7 lots on 4.4 acres with a typical l.ot size
averaging 27,575 feet. Each lot is to be served by a public water system
and its iadividual on-site sewage disposal system. This raises the
question of significance of the impact on the groundcaater in the area and
possible alternatives for sewage disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater,
and the effect of continued urban development in the Spokane River Valley
upon the quality of the groundwater. In summ3ry, he concluded that:
1. In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater. 2. All the dissolved salts in sewage effluent H7i11 be carried to
the groundwater. However, bacteria and detergents
(phosphate portion) are mostly removed by the deep soil laver
above the groundwater and "minor dissolved constituents such as
phosphates, which are known to react with soil particles, or
nitrates, which are taken up by the plant roots," will be less
than the total found in septic tank effluents.
3. The calculated results at the downstream end of groundwater
flow line indicate that the maximum range of (dissolved) solids
concentration expected at presnet (1975) is up to 93 mg/1
(milligrams per liter) above the natural groundwater background
of 155 mg/l. The forecast year 2020 maximum incremental
concentration is 101 mg/1 above the natural background.

r
,
STAF'F iLNALYSYS -July 27 1979 Sr"O"T 4NID vdEYT-PR ALDITION -continued
The analytical results of the forecast imgact of yea~
2020 whe.n coropax'ed with the present iinpact r both measurad in
terrns of leachate vo1ume a.nd dissolved salids concentration,
zndicate that the present impaet on grourtdwatex quality is
already a substantiaI proportivn of the ultimate leve.l.
c. Cur-ren-tly, results of chemical analysis show the totaY aitrogen content
of the groundwater as in the range of ,89 ta .94 PPm. A projected
incremental irscrease using Dr. Todd's expected 8.6 percent would result
in a range of .96 to 1.02 ppm. Cu.rrent Federa1, and ~tate dri.nking wate~
standards permit up t0 10 pgm.
d. Alternative sewage.disposa.l methods that would nnt rechar~e the graund-
water have the following general charac-teris-tics:
1. Collectar and eerttral treatment systems discharging ta stxrface
waters would require at least tertiary -treatrnent and perhaps mvre ta
obtain a peaemit for t.he discharge from the Departme,nt of Ecolagy.
These systems are not c-urrently ecanomically available for this
praject.
2. Sealed systems, whether individual ar community, depend on
evagoration for liquid removal. These systerns require more land
area than aconventional subsu.rface drainfield. Some, such as
lagoans, have safety hazards associated with th.em arcd. relative-lY
poor eommunity acceptance. Land, irxsta.llatian and aperational cost
are gen.erally rnore expensi.ve than thase for septic tanks and
drainfields. -
C,. Draiuage
The County UtaliLies Engineer reports tb.at the greliminary starrn drainage plan
submitted by_ the applicant indicates that on-site storm dx'ainage gravisions will adequately handle surface wa-ter runoff. However, fina.l construction
plans should be reviewed and aPProved prior tv the final pla.t filing.
D. Water SuPply
The progosai is located within the recorded service area of Cgnsolidated
I.rrigation District #19.
The District advises the staff that adequate system capacity, and a+desire on
their part to serve, exists for the p-rovision of water far domest-ic, fire and
irrigation uses.
E. Fire Proteetion
The prvposal is situated with.in the recorded service area of Fire District #1.
fihe Fire District staff req-uests that the Hearing Examiner Corrmxttee require
rnains and LLydrants of sufficient size fo.r fire protection as acondit~on of
fznal plat approval, The Dastrict also requests that they be allowed ta
review and approve final construction p}.ans.

STAFF ANAI,YSIS - July 27, '`79 SCOT"' kn S,iEILER ADDITIOV - continued
F. Schools
Proposal lies within the boundaries of Central Valley School District ;f356.
G. Parks
The report "Planning for Parks" (revised 1976) indicates that a neighborhood
park -Iocated on 7 acres and an elementary school situated on 10 acres would
best service the needs of the residents in the area.
H. Unique Environmental Features
None have been indentified.
I. Cultural Resources •
Archaeologically sensitive - level 1.
iII. ZONING t1NALYSIS .
The site is currently zoned Agricultural, as is most of the surrounding properties.
Platting activity in the area has been very limited as most of the lots have been
r_reated through segregation, although two recent zone changes for residential uses
are found south of the proposal: Hullett's Addition, which is zoned R-1 and Upper
:^olumbia Addition, which is zoned Agricultural Suburban. The uses as proposed
-ithin the plat would be more appropriately zoned R-1 as no animal keeping has been
?quested. However, this may create some conflicts with existing land uses
djacent to the proposal_s.
IV. LrTVIROIVMENTAL REVIEw
An Environmental Checklist was submitted by the sponsor and has been reviewed by
the Planning staff. No significant adverse environmental impacts were judged to
exist.
Slight adverse environmzntal impacts were identified on the checklist in the
following categories: earth; air; water; flora; noise; light and glare; land use;
population; housing; transportation/circulatioa; public services and utilities.
The Planning Director issued a proposed Declaration of Noa-Significance, and it was
circulated to other agencies of jurisdiction.

2. Topography, Soils and Water:
a. This projectlies in a relatively flat area bordered on south by Mission
Avenue and on the east by Long Road. It extends 295' east from Long Rd.
and 635' north from Mission Ave. It is located over the Spokane Valley
Aquifer.
b. Surface soils are classed as Garriso'n gravelly loam with 0 to S% slopes.
They have a septic tank filter field limitation of slight with possible
contamination of groundwater.
c. Geologically, the soils are glaciofluvial deposits; stream-laid sand and
gravel; contains some boulders in places; includes some undifferentiated
glacial deposits. The lower terrace remnants have probably been reworked by streams. These geologic structures yield moderate to very large
amounts of water.

d. The data contained in the 208 Study Sampling indicated a total nitrogen
level in the range of.89 to .94 ppm. The Consolidated Irrigation
District has indicated that it is willing and able to furnish domestic
use water to this plat. Satisfactory arrangements have been
made with the developer.
3. Impact Discussion:
a. The plat sponsor has proposed 7 lots on 4.4 acres. Each lot is to be
served by a public water system and its individual on-site sewage dis-
posal system. Thfs raises the question of significance of the impact
on the groundwater in the area and possible alternatives for sewage
disposal.
b. In ttie course of the conduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater,
and the effect of continued urban development in the Spokane River Valley
upon the quality of the groundwater. In sununary, he concluded that:
(1) In normal precipitation years, subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
(2) All dissolved salts in sewage effluent will be carried to the
groundwater. However, bacteria and detergents (phosphate por-
tion) are mostly removed by the deep soil layer above the
groundwater and "minor dissolved constituents such as phos- .
phates, which are known to react with solid particles, or
nitrates, which are taken up by plant roots" will be less than
the total found in septic tank effluents.
(3) "The calculated results at the downstream end of groundwater
flow line indicate that the maximum range of (dissolved) sol-
ids concentration expected at present (1975) is up to 93 mg/1
(milligrams per li.ter) above the natural groundwater back-
ground of 155 mg/1. The forecast year 2020 maximum incremental
concentration is 101 mg/1 above the natural background. "---"The
analytical results of the forecast impact of year 2020 when com-
pared with the present impact, both measured in terms of leachate
volume and dissolved solids concentration, indicate that the
present impact on groundwater quality is already a substantial
proportion of the ultimate level."
c. Currently, results of a chemical analysis show the nitrogen content of
the groundwater as in the range of .89 to .94 ppm. A projected incre-
mental increase using Dr. Todd's expected 8.6 percent would result in a
range of .96 to 1.02 ppm. Current Federal and State drinking water
standards permit up to 10 ppm.

4. Recommend that:
a. The final plat shall be designed as indicated on the preliminary plat of
record and/or attached sheets as noted.
b. The dedicatory language of the plat will state that each lot is authorized
the use of an individual on-site sewage disposal s.ystem.
c. The plat dedication will contain a statement to the effect that: "The public
water system as approved by County and State Health authorities and the -
local fire district ana purveyor will be installed within this plat, and the
subdivider will-provide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot."
d. A plan for water facilities adequate for domestic use, domestic irrigation
use and fire protection use shall be approved by the water supplier. Said
water plan must have been approved by the f ire protection district and the
appropriate health authorities. The health authorities, water supplier
(purveyor), and fire protection district will certify, prior to the filing
of the final plat, on the face of said water plan that the plan is in con-
formance with their requirements and will adequately satisfy their respective
needs. Said water plan and certification will be drafted on a transparency
suitable for reproduction.
e. Appropriate utility easements shall be indicated on copies of the preliminary
plat of record for distribution by the Planning -Department to the utility com-
panies, County Engineer and Spokane County Health District. Written approval
of the easements by the utility company must be received prior to the sub-
mittal of the final plat. (Note: The first sentence is superfluous if the
easements are shown on the preliminary map as required by Ordinance Chapters
Sand6.)
f. Prior to filing of the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the water system proposed
to serve the plat. The dedicatory language on the plat shall state: "Use
. of private wells and water systems is prohibited."
g. Drainage plans and design calculations showing the grades and alignment of
drainage facilities shall be submitted to the County Engineer and Spokane
County Health District for approval prior to construction and the filing of
the final plat.

Preliminary Plat Sewer Feasibility Study PLANNING DEPARTMENT
Locafiion, Topography, $oi I and Water
This project (ies in the Spokane Valley at the northeast corner of Mission
Avenue and Long Road, in SW 1/4 of the SE 1/4 of Section 7, Township
25 North, Range 45 East, W.M., Spokane County, Washington. It is a
proposed replat of a portion of the west 1/2 of Tract 38 of Plat "A" Green-
acres Irrigation District. The land is flat and open with no peculiar
topographic features. The soil is clossified by the Soil Conservation Service
as Garrison Gravelly Loam (GgA), This area is served by Conso{idated
Irrigation District.
Scope of Proj ect
This proposal involves the subdivision of 4.4 acres into 7 single family lots
of from 19,500 - 31,500 square feefi. '
' Sewerage Alternatives
Following is a brief analysis of three alternative means of sewage disposal ,
for the project.
Individual on-site sewage disposa) systems (septic tank-drainfield)
This type of sewage disposal would involve the instal{ation of 7
individua{ septic tank-drainfield systems. The per unit cost of
this system, based on: (1) a 50 year life; (2) drainfield replocement
after 25 years; (3) pumping septic tanks at 4 year intervals and
(4) inspection at 2 year intervols, is estimated to be $6,000/1ot.
This includes alf installation and maintenance cost for the 50 year
period at today's doll'ar volue.

are: (1) low initial installation cost; (2) dispersal of sewage
treatment effluent over a wide-spread area. In our opinion, the
danger of ground wdter pollution is increased, in this type of
gravelly soil condition, by methods which concentrate effluent
discharge; (3) relatively low maintenance cost and low rate of
fa i lure.
Community drainfield system with individua) septic tanks
This type of system would involve the installation of 7 septic tanks
Sewage effluent would be piped from each tank through a collector
system to a community drainfield. The per unit cost of this system ;
based on: (1) a 50 year life; (2) drainfield replacement after 25
yeors; (3) pumping septic tanks at 2 year intervals and (4) inspection
at 1 year intervals, is estimafied to be $10,000/1ot. This again includes
all installation and maintenance cost for the 50 year period at today's
dollar value.
The positive aspects of this type of sewage treatment for this project
are: (1) low initial installation cost; (2) relatively moderate main-
tenance costs.
One negative aspect of this type of system is the concentration of
sewage effluent discharge. This is of major concern in the Spokane
Valley ot this time and, as stated above, it is our opinion thcat the
danger of ground water pollution is increased by this type of system.
Package treatment plant
The size of this project rules out this and other type treatment systems
such as logoons which have minimum area and cost requirements too
great to allow their use. - cont.

General Comments Concerning These and Other Types of Sewage Treatment
Systems. The success of the individual on-site treatment system in the Spokane Valley
as measured by its (ow rate of failure and therefore low maintenance cost
and long drainfield life makes its economic feasibility unquestionable. Large
and small developments alike show the same cost comparisons.
The ground water pollution problem is, of course, a serious concern to all
people in the Spokane area.. None of the systems considered herein
- guarantees that pollufiion of ground water won:t occur. Other alternative
sewage disposal methods such as central systems dischcarging to surface waters
.
would not 'be permitted by the Department of Ecology without at leost
tertiary treafiment. These systems are not economically feasible for projects
of this size. Lagoons and other types of sealed systems depend on evaporation
for liquid removal. Individuol systems of the sealed type haven't yet
proved workcable in this cl imate. Larger ones such as lagoons have poor
community occeptance and unrealistic land area requirements for smaller
subdivisions such as this.
Conclusions and Recommendations
Economic, governmental, and community acceptance considerations limit
th e cho i ce of sewage treatment systems to the th ree eva ( uated by th i s
study. Economic ancalysis of the three considered systems favors the
individual onsite method. Ground water pollution danger is Yhe other
major consideration, In our opinion, the individual on-site method will
provide less ground water pollution potential than will the other methods.
Thus, we recommend that individual on-site sewage disposctl systems be
allowed for this proposal. •
