A. Condition.
1. Provisions shall be made for fi.re hydrants in accordance with the
reqw.remenfis of the Spokane Valley Fire 1V[arshal.
Backctround
In May of 19 70, the Plann2.ng Comrrussion approved Restricted Industrial
zoning for the applfcant's property to the north and east of the adver-
tised parcel. The advertised property was not previously zoned
because it was not owned by the applicant dunng the May, 1970, hear-
ing. At fihe previous heanng, the Plaruung Commis sion recommended a
land trade to "square-up" the affected properties. The applicant
submitted the new ownership to the Commission for considerafii.on of
Restricted Industrial zoning.
B. Reasons. '
1. The Planning Commission is of the opimon that the zone change
request would be a proper extension of a previously approved
application,
2. The advertised property is bounded by the applicant's industxial
property to the north and east, the Union PacYfic Raslroad to fihe
south, and a pond to the west.
3. The Commission is of the opin2on that the zone change request
would not substantially affect existing residential development
in the Che ster vicin.ity.

Plannfng Commission Recommendation: Approve to Restricted Industrial,
subject to the following conditions:
A. C onditi on s:
1. Acce s s permits to the subj ect property mu st be obtained from the
County Engineer. Such permits will specify exact locations of
access and such fill of the property and approach area as may be
required by the County Engineer.
2. The applicant indicated to the Commission that a property exchangk
was in process along the western boundary of the advertised
property to permit the property to be better utilf zed . The applic Gnt
would retain property to the east of Line "B" as approximately
indicated on the development proposal, while the adjacent
nefghbor would retain property on the west side of Line "B". The
Commission fndicated that the property exchange should be
completed prfor to final action on the zone change proposal. (The
applicant shall furnish a legal descrfption of the new ownership
boundary. )
3. The property to be zoned shall be limited to the advertised propertS
to the east of the new ownership boundary. (The applicant may
request the Planning Commfssfon to readvertise the new owner-
ship as required in Condition #2 to the Restricted Industrial
classification should such property be contemplated for Restricted
Industrial uses.)
B. Reasons;
1. The subject property lying between the Dishman-Ntica Road and
the Union Pacific Railroad tracks is small, irregularly shaped,
and unsuitable f or re sfdentf aI purpo se s. The Planning Commi s sion
is of the opinion that the contemplated use of the property would
provide for the best utilization of the subject property.
2. Similar properties between the Union Pacific Railroad tracks and
the Dishman-Mica Road have been utilized for mobile home
' development and commercial development. The Planning Commf s-
sion is of the opinion that the zone change proposal would not
substantially affect existing residential development in the Cheste
vicinity.

3. The Comprehensfve Plan contemplates commercial development in
the Chester vicinity. The Planninq Commission is of the opinion
