Sewage Disposal The applicant's engineer has prepared an analysis of alternatzve sewage dis- posal means; iacluding on-site septic tank disgosal, comrnunity septic tank dispasal, and community package treatrnent p1.ast disposal. For econornic reasorls, and to prouide the most reali'stic alternative, the apglicant's engi- neer feels on-site septic tanks should be utilized. The Spokane Cauaty Health Drstrict has autharized the use of individual on-site sewage systems fvr each lat within the glat. The p}.a°t is situated over the 5pokane Valley Aquifer and the Health District in thez.r exarnination of the possible impact oa groundwater quaIity fzam this proposal have the fallawing commeats : Imgact Discussiaa a. This raises the questinn of significance of the impact an the groundurater in the area and passible alternatives for sewage disposal. b. In the evurse of the conduct of the Army Corps study, Dr. Todd considered tygieal sails, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Va11ey upvn the quality of the graundwater. In summary, he cancluded that: 1. In narrnal precipitatian years subsurface disposal of sewage - treatment effiuent daes reach and recharge the graundwater. 2. Al1 the dissalved salts in sewage effluent wil,l be carried to the groundwater. Hvwever, bacteria an,d detergeflts (Phosphate portkan) are rnost},y removed bp the deep soil layer above the groundwater and '}minor dissolved constituents such as phvsphates, wbLz.ch are known to react with sail particles, ❑r . nitrates, which are taken up by the plant roats,'s will be less than the tatal faund in septic tank effluents. 3. The caleulated results at the downstream end of groundwater flow line indicate that the maximurn range of (dissalved) solids concentration expected at presnet (1975) is ug to 93 mgJl (anilligrams per Iiter) above the naturaI groundwater background of 155 mgJl. The forecast year 2024 maxirnurn incremental can+centration is 101 mg/i above the natural backgrounda - - - The analyti+cal results of the forecast impact of }rear 2020 when campared with the gresent irnpact, both measured in - 14C r ~ I _"'10 STAFF ANALYSIS - June 240--1979 JAN'S ADDITION - continued terms of leachate volume and dissolved solids concentration, indicate that the present impact on groundwater quality is already a substantial proportion of the ultimate level. c. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of 1.35 to 1.7 ppm. A projected incremental increase using Dr. Todd's expected 8.6 percent would result in a range of 1.56 to 1.94 ppm. Current Federal and State drinking water standards permit up to 10 ppm. C. Draina&e The County Utilities Engineer reports that-the preliminary storm drainage plan submitted by the applicant indicates that on-site storm drainage provisions will adequately handle surface water runoff. However, final construction plans and specifications should be approved prior to the final plat filing. D. Water Supp ly The proposal is located within the recorded service area of Vera Water and Power The District advises the staff that adequate system capacity, and a desire on their part to serve, exists for the provision of water for domestic and fire uses, although arrangements have not been made. E. Fire Protectioa The proposal is situated within the recorded service atea of Fire District #1. The Fire District staff requests that the Hearing Examiner Committee require mains and hydrants of sufficient size for fire protection as a condition of . final plat approval. The District also requests that they be allowed to review and approve water plans for fire flows. F. Schools Proposal lies within the boundaries of Central Valley School District #356. G. Parks The report "Planning for Parks" (revised 1976) indicates an existing elementary school (Adams) at the northeast corner of Adams Road and 8th Avenue and and existing junior high school (Evergreen) adjacent to and north of 16th Avenue approximately k mile west of Adams Road. That the plan for water facilities adequate for fire protection be approved by the water supplier and fire protection district. Said water plan must also have been approved by the appropriate health authorities. The health authorities, water supplier (purveyor), and fire protection district will certify, prior to the filing of the final plat, on the face of said water plan that the plan is in conformance with their requirements and will adequately satisfy their respective needs. Said water plan and certification will be drafted on a transparency suitable for reproduction. The purveyor will also certify prior to the filing of the final plat on a copy of said water plan that appropriate contractual arrangements have been made with the plat sponsor for construction of the water system, in accordance with the approved plan, and in accordance with a time schedule. The time schedule will provide, in any case, for completion of the water system and inspection by the appropriate health authorities prior to application for building permits within the plat. The contractual arrangements will include a provision holding Spokane County and the purveyor harmless from claims by any lot purchaser refused a building permit due to the failure of the plat sponsor to satisfactorily complete the approved water system. The plat dedication will contain a statement to the effect that the public water system as approved by County and State Health authorities and the local fire district and purveyor will be installed within this plat, and the subdivider will provide for individual domestic water service as well as fire protection to each lot prior to sale of each lot. 8. That a certificate of title be furnished the Planning Department prior to the filing of the final plat. 9. That the preliminary plat be given conditional approval to July 1, 1980. 10. That a declaration of Non-Significance be issued, in accordance with Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO) prior to approval, or any approving action in accordance with SCEO 11.15.340. NOTE: The official file contains an environmental checklist for the proposal and a staff review of their checklist as required by WAC 197-10-320. 11. It is irregular in shape bordered on north by 16th Avenue and on the east by Progress Road. The east property line extends from the southeast corner south 633', thence east 640' to Progress Road, thence 320' north, thence 230' west, thence 300' north to 16th Avenue, thence 407' west to the east property line. It is located over the Spokane Valley Aquifer. b. Surface soils are classed as Garrison gravelly loam with 0 to S% slopes. They have a septic tank filter field limitation of slight with possible. contamination of groundwater. c. Geologically, the soils are glaciofluvial deposits; stream-laid sand and gravel; contains some boulders in places; includes some undifferentiated glacial deposits. The lower terrace remnants have probably been reworked by streams. These geologic structures yield moderate to very large amounts of water. SCHD-AGM-118 i c Jan's Addition May 15, 1979 Page 2 d. The data contained in the 208 Study Sampling indicated a total nitrogen level in the range of 1.35 to 1.7 ppm. The Vera Water District has in- dicated that it is willing and able to furnish domestic use water to the plat. Satisfactory arrangements have not been made with the developer. 3. Impact Discussion: a. The plat sponsor has proposed 16 lots on 8 acres. Each lot is to be served by a public water system and its individual on-site sewage dis- posal system. This raises the question of significance of the impact on the groundwater in the area and possible alternatives for sewage disposal. b. In the course of the conduct of the Army Corps study, Dr. Todd considered typical soils, natural and sewage disposal recharge to the groundwater, and the effect of continued urban development in the Spokane River Valley upon the quality of the groundwater. In summary, he concluded that: (1) In normal precipitation years, subsurface disposal of sewage treatment effluent does reach and recharge the groundwater. (2) All dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate por- . tion) are mostly removed by the deep soil layer above the groundwater and "minor dissolved constituents such as phos- phates, which are known to react with solid particles, or nitrates, which are taken up by plant roots" will be less than the total found in septic tank effluents. (3) "The calculated results at the downstream end of groundwater flow line indicate that the maximum range of (dissolved) sol- ids concentration expected at present (1975) is up to 93 mg/1 (milligrams per liter) above the natural groundwater back- ground of 155 mg/1. The forecast year 2020 maximum incremental concentration is 101 mg/1 above the natural background."---"The analytical results of the forecast impact of year 2020 when com- pared with the present impact, both measured in terms of leachate volume and dissolved solids concentration, indicate that the present impact on groundwater quality is already a substantial proportion of the ultimate level." c. Currently, results of a chemical analysis show the nitrogen content of the groundwater as in the range of 1.35 to 1.7 ppm. A projected incre- mental increase using Dr. Todd's expected 8.6 percent would result in a range of 1.56 to 1.94 ppm. Current Federal and State drinking water standards permit up to 10 ppm. r ~ / t Jan's Addition May 15, 1979 Page 3 4. Recommended that: , a. The final plat shall be designed as indicated on the preliminary plat of record and/or attached sheets as noted. , b. The dedicatory language of the plat will state that each lot is authorized the use of an individual on-site sewage disposal system. c. The plat dedication will contain a statement to the effect that: "The public water system as approved by County and State Health authorities and the local fire district and purveyor will be installed within this plat, and the sub- divider will provide for individual domestic water service as well as fire protection to each lot prior to sale of each lot." d. A plan for water facilities adequate for domesCic use, domestic irrigation use and f ire protection use shall be approved bq the water supplier. Said water plan must have been approved by the fire protection district and the appropriate health authorities. The health authorities, water supplier (purveyor), and f ire protection district will certify, prior to the filing of the final plat, on the face of said water plan that the plan is in con- >formance with their requirements and will adequately satisfy their respective needs. Said water plan and certification will be drafted on a transparency suitable for reproduction. e. Appropriate utility easements sha11 be indicated on copies of the prelimi- nary plat of record for distribution by the Planning Department to the .I/ utility companies, County Engineer and Spokane County Health District. Written approval of the easements by the utility company must be received prior to the submittal of the final plat. (Note: The first sentence is superfluous is the easements are shown on the preliminary map as required by Ordinance Chapters S and 6.) ' - f. Use of a community sewer system would not be economically f.easible for a subdi.vision of this size. No community facilities currPntly exist near the project site nor are there prospects in the near future of a ma jor community secaerage system. Concentrations of septic tank effltaents or package treatment plant ef f luents into one community drainf ield area may create greater potential for ground caater contamination. It is, therefore, recommended that sewage disposal by onsite septic tanks for JAN'S ADDITION would be most feasible based on capital costs, annual 0& M costs, and reduced potential for ground water contamination.
