Dear Steve,
Pursuant to our tel ephone conversation on November 13, I have tal ked to
a landscaper and he said it would be a 1itt1e late this fall on planting
the trees and shrubs The trees would be o k to plant but if we got a cold
snap and freezing we could lose some or all The shrubs would be a little
hard to obtair
Your requirement is One (1) tree every 30 feet with One (1) shrub between
each tree but in talking with the landscaper I have decided to plant One (1)
tree every 20 feet wi th Two (2) shrubs between each tree, I am sure you
wi11 aprove of that I am meeting with Moran Fence today to instal l a chain
1ink fence all along Barker Road (about 500 feet) and it would also be
better to install the trees and shrubs after the fence is installed, The
fence pepole think they can install the fence within 3 weeks but it really
depends on the weather as I'm sure you are aware of I am very anxious to
end up with a nice park and I sure appeciate all your time and help to
make it better The landscaper said early spring around March 15 would
probably be a good time to plant if you can approve that date I will be
back in Spokane between March 17, and April 1, 1985

along Barker Road
Due to a hold up from the Health Dept I have only done rough grading,
I plan on starting construction Tuesday , Sept 4, 1984
Obviously I can not meet the Sept 1, date and with winter close by I
am not sure if I can get it done this fall, I am hoping to complete
construction now by October 15, 1984 but at this point it will more

A INTRODUCTION
This matter having come before the Examiner Committee on June 4, 1981, and the
members of the Committee present being Jane Myers, Chairperson, Eldon Thomas
and Ron McVicker
B PROPOSAL
The sponsor, Rrver Rose Mobile Home Park, is requesting approval of a Change
of Conditions, File No ZE-11-70 in the existing Residentiai Manufactured Home
Zone for the purpose of developing additional rental spaces on the undeveloped
area of the originaily approved site
C FINDINGS OF FACT
1 That the existing land use in the area is manufactured home park, pasture
and undeveloped
2 That the Comprehensive Plan designates this area as appropriate for Urban
development
3 That the existing zoning of the property described in the application is
Resrdential Manufactured Home
4 That the provisions of RCW 43 21C (The State Environmental Policy Act)
have been complied with, and the Committee concurs with the Declaration of
Non-Significance
5 That the proper legal requirements for advertisement of the Agenda Item
have been fuifilled
6 That the land in this area is suitable for the proposed use, or uses within
the proposed Zone Classification
7 That the applicant has demonstrated that conditions have substantially
changed since the original zoning of this area and accordingly, the pro-
posed rezone is justified
8 That the proposed use is compatible with existing uses ln the area
9 That the owners of adjacent lands expressed neither approvai nor disapp-
roval of the proposed use
10 The Hearing Examiner Committee finds the proposed use to be in harmony
with the general purpose and will not be otherwise detrimental to the public
health, safety, and welfare

D CONDItIONS OR CONTINGENCIES APPLtED TO THIS APPROVAL
a) COUNTY PLANN I NG DEPARTMENT
1 That landscaping is to be provided for screening along Barker Road
consistent with the present landscaping that exists along Barker Road
on the area aiready developed in the existing manufactured home park
2 The applicant shall develop subject property generally in accordance
within the concept presented to the Hearing Examiner Committee Minor
variations when approved by the Zoning Administrator will be permitted,
including, but not limited to the following changes Building location,
landscape plans, and general allowable uses of the permitted zone Ali
variations must conform to regulations set forth in the Spokane County
Zoning Ordinance The originai intent of the development plans shall
be maintained
3 All current standards of the Residential Manufactured Home Zone, as
amended, shalt be complied with in the development of this site
J', 4 Applicant shall comply with 1208' recommendations concerning storm-
~ water runoff and provide necessary landscaping for runoff
5 Applicant shall comply with all agency's regulations as amended prior
to issuance of building permits
6 That the provisions of SEPA's NOTICE OF ACTION pursuant to Chap-
ter 43 21C 080 RCW and the Board of Spokane County Commissioners
,.f Resolution #77-1392 be initiated by the project applicant within thirty
(30) days of final disposition of this application, and prior to any
on-site improvements

7 Pursuant to the provisions of Chapter 43 21C RCW, the SEPA Guide-
~ lines (WAC 197-10) and the Spokane County Environmental Ordinance
~ (SCEO), a proposed declaration of non-significance has been issued at
least fifteen (15) days prior to this date, the official file, written
comments and/or pubiic testimony contain information regarding assess-
ment of the proposal's adverse impacts to the physical environment, a
finding is hereby made that no potentially significant adverse impacts
upon the physical environment are anticipated as a result of the pro-
ject, and a fEnal declaration of non-significance is hereby to be issued
b) COUNTY ENGINEERING DEPARTMENT
1 Dedicate ten (10) feet of right-of-way when Barker Road is widened to
four (4) lanes
2 No additional approaches to Barker Road
3 The applicant shall submit for approval by the Spokane County En-
gineer and the Spokane County Health District a detailed combined
on-site sewage system plan and surface water disposal plan for the
entire project prior to the issuance of any building permit on the
property

4 A parking plan and traffic circulation plan shall be submitted and
approved by the Spokane County Engineer prior to the issuance of a
building permit on the property The design, location, and arrange-
ment of parking stalis shall be in accordance with standard traffic
engineering practices Paving or surfacing as approved by the County
Engineer, will be required for any portion of the project which is to
be occupied or traveled by vehicles
5 The word "applicant" shall inctude the owner or owners of the prop-
erty, his heirs, assigns, and successors
6 Ail required improvements shall conform to the current State of Wash-
ington Standard Specifications for Road and Bridge Construction, and
other applicable county standards and/or adopted resolutions pertain-
ing to Road Standards and Stormwater Management in effect at the
date of construction, unless otherwise approved by the County En-
gineer
c) COUNTY UTI LITI ES DEPARTMENT
1 Pursuant to Board of County Commissioners Resolution No 80-0418,
the use of on-site sewer disposal systems is hereby authorized This
authorization is conditioned on compliance with all rules and regulations
of the Spokane County Health District and is further conditioned and
subject to specifjc application approval and issuance of permits by the
Health District
2 The owner, his heirs or successors shall join and participate in any
petition or resolution which purpose is the formation of a utility local
improvement district (ULID) pursuant to RCW, Chapter 36 94, as
amended The owner, his heirs and successors shall further agree not
to oppose or protest any legal assessments for any utility local improve-
ment district (ULID) established pursuant to RCW Chapter 36 94, as
amended
3 Any water service for this project shali be provided in accordance with
the Coordinated Water System Plan for Spokane County
d) COUNTY HEALTH DISTRICT
1 Recommendations
a) Water service must be coordinated through the Director of Utili-
ties, Spokane County
b) Water service shall be by an existing pubiic water supply when
approved by the Regional Engineer (Spokane), State Department
of Social and Health Services
c) Sewage disposal method shall be as authorized by the Director of
Utilities, Spokane County
d) Subject to specific application approval and issuance of permits
by the Health Officer, the use of individual on-site sewage dis-
posat systems may be authorized
e) A combined surface water and sewage disposal detailed plan shall
be approved by the County Engineer and the Health Officer prior
to the issuance of any building permit for this lot

e) COUNTY BUILDING AND SAFETY DEPARTMENT
1 The site is located in Fire District #1
2 Recommend approval with condition that prior to development of this
property that an engineered water distribution system plan shall be
submitted to the Spokane County Department of Building and Safety
This distribution plan shali tnciude water main size, flows, locations,
fire hydrant type and locations, water storage tanks size, and location
and design criterja
3 Further consideration for minimum 20 foot Fire Department equipment
roadway access must be given
f) WATER PURVEYOR
1 Consolidated Irrigation District #19 indicates that a cross connection
control will be required

This proposal is located in an area surrounded by manufactured home
developments It is designated as Urban on the 1981 Comprehensive Plan
and is zoned for manufactured homes I n the opinion of staff, the pro-
posed use would be compatible with existing development in the area
This proposal stops just short of falling under the Jurisdiction of the
Shoreline Management Act as it is just over 400 feet from the Spokane
River
IV AGENCI ES RECOMMENDED CONDITIONS
a) COUNTY PLANN I NG DEPARTMENT
1 A specific landscape plan, planting schedule and provisions for
maintenance acceptable to the Spokane County Zoning Adminis-
trator shali be submitted with a performance bond for the project
prior to release of building permits
2 The appiicant shall develop subject property generaily in accord-
ance within the concept presented to the Hearing Examiner
Committee Minor variations when approved by the Zoning Admin-
istrator will be permitted, including, but not limited to the
following changes Building location, landscape plans, and general
allowable uses of the permitted zone All variations must conform
to regulations set forth in the Spokane County Zoning Ordinance
The original intent of the development plans shall be maintained
3 All current standards of the Residential Manufactured Home
Zone, as amended, shall be complied with in the development of
this site
4 Appiicant shall comply with '208' recommendations concerning
stormwater runoff and provide necessary landscaping for runoff
5 Applicant shall comply with all agency's regulations as amended
prior to issuance of building permits
6 That the provisions of SEPA's NOTICE OF ACTION pursuant to
Chapter 43 21 C 080 RCW and the Board of Spokane County .
Commissioners Resolution #77-1392 be initiated by the project
applicant within thirty (30) days of final disposition of this

7 Pursuant to the provisions of Chapter 43 21C RCW, the SEPA
Guidelines (WAC 197-10) and the Spokane County Environmental
Ordinance (SCEO), a proposed declaration of non-significance
has been issued at least fifteen (15) days prior to this date, the
official file, written comments and/or public testimony contain
information regarding assessment of the proposal's adverse
impacts to the physical environment, a finding is hereby made
that no potentially significant adverse impacts upon the physical
environment are anticipated as a result of the project, and a
final declaration of non-significance is hereby to be issued
b) COUNTY ENGINEERING DEPARTMENT
1 Dedicate ten (10) feet of right-of-way when Barker Road is
widened to four (4) lanes
2 No additional approaches to Barker Road
3 The applicant shall submit for approval by the Spokane County
Engineer and the Spokane County Health District a detailed
combined on-site sewage system plan and surface water disposal
plan for the entire project prior to the issuance of any building
permit on the property
4 A parking plan and traffic circulation plan shall be submitted
and approved by the Spokane County Engineer prior to the
issuance of a building permit on the property The design,
location, and arrangement of parking stalls shall be in accordance
with standard traffic engineering practices Paving or surfacing
as approved by the County Engineer, will be required for any
portion of the project which is to be occupied or traveled by
vehicles
5 The word "applicant" shall include the owner or owners of the
property, his heirs, assigns, and successors
6 All required improvements shall conform to the current State of
Washington Standard Specifications for Road and Bridge Construc-
tion, and other applicable county standards and/or adopted
resolutions pertaining to Road Standards and Stormwater Manage-
ment in effect at the date of construction, unless otherwise
approved by the County Engineer

2. Findings:
a. This project lies over the Spokane Aquifer.
b. It is within Critical Water Supply Service Area No. 3, and within the
service area of Consolidated Irrigation District. Groundwater re-
sources appear adequate to support development at the proposed density.
c. The project is inside the '201' Sewer Study Area; outside the Priority
Sewer Service Area recommended in the '201' Study. The method of sewage
disposal is subject to approval of the Director of Utilities pursuant to
County Resolution 80.0418 adopted March 24, 1980. The topography and
soils in the area are generally suitable for use of individual on-site
sewage systems. The lot is of the proper dimensions to permit use of both
an individual well and sewage system.
