same hareby zoned under the classification of MULTIPLE FAMILY SUBURBAN as
defined in the Zoninq Ordinance of 3pokans County, adopted Auqust 25, 1953, ae
amended.
AND FURTHER BE IT RESOLVED that any developinent on the above-desccibed property
shall be subiect to the following conditions:
1) The apactment proiect shall ba developed in substantial conformance with the
appcoved development plan; i.e. , tvvo-atory court apattments on the east
and west boundariss of the proisct, cacports and parlcinq areas within ths
nocthcsntral poction of the project. The numbec of apartment units within
the project shall not excaed 24.
2) All areaa not occupied by buildings, parlcinq, and circulation shall be
landscaped, pianted, and maintained in appropriate turf and shtubbery. An
sutomatic sprinklar system shall be installed in all landscapad areaa. If
the proiect i s developed in s taqes , thi a requirement shall apply a s eech
aucceedinq area is developed.
3) Any poction of the project which is to be driven on by automobdlea shall be
maintained in hard surface pavinq. The desiqn, location, and accanqement
of packing stalls and driveways shall bs in accardance with standatd ttaffic
engineerinq practices.
4) Proviaions shall be made for fire hydrants in accor+dance with the requirements
of the Spokane Valley Fire Marshal.
5) Water supply arid sewage disposal shall be approved by the Spokane County '
Ijealth District.

Planning Commission Recommendation: Approve to Multiple Familv
Suburban Zone, subject to the followfng conditions:
A. Conditions :
1. Dedications and Improvements
Dedication and improvement of a 45' radius as indicated
on the "approved" development plan for Arties Court.
Improvements shall Ynclude grada.ng, gravel, and the fnstalla--
tion of curb around the radius and an agreement to particfpate
in any f uture Road Improve ment Di strict for the paving of
Arties Court. The applicant shall also grade and gravel
Arties Court from the, project area to Sprague Avenue.
Note: In order to accomplish the objectives of the approved
plan, thc; plat and the present configuration of the
cutl de sac in Arties Court withfn the advertised
property shall ba vacated.
2. Buildinq haiahts, apartment density. , and location.
The apartment project shall be deveioped fn substantial
conformance with the approved development plan; i. e.,
two story court apartments on the east and west boundaries
of the project, carports and parking areas within the north
central portirn of the project. Tha number of apartment
units within the project shall not exceed 24.
3. Landscapina.
All areas not occupiad by buildings, parking, and circulation
shall be landscaped, planted, and maintained in appropriate
turf and shrubbery. An automatic sprinkler system shall be
installed in all landscaped areas. If the project is
developed in stages, this requirement shall apply as each
succeeding area fs developed.
4. Off-street Parking Area - DeveloAment.
a) Any portion of the project which is to be driven on by

B. Reasons:
1. The advertised property is located within a triangular area which
fnclude s a mixture of single family re sidencz s and industrf al u se s.
The Planning Commisszon is of tha opinion that the apartment
project would not be unduly detrimental to surrounding land uses.
2. The Planning Commission notes that the subject property lies on
tha edga of a residential neighborhood, has reasonable proximity
to community s hoppf ng f acilitie s, and ha s indirect acce s s to
Sprague Avenue via Artia s Court.
3. The Planning Commi s sion is of the opinion that the adverti sed
property is somewhat disadvantaged for sfngle family development
bocause of its proximi.ty to the Milwaukee Road tracks and other
industrial use s in the area.

by getting peoplea sympathy for hie•predicament sayixig he does not know

their childrens safety. There is also a mutual feeling tuat an apartment
