f) Five Mile Prairie Plan (contd,)
, Mr, Qufgley moved, Mr. Kennedy seconded, that a public
hearing be held for the County Planning Commfssion to take some
actfon on the Evaluation of Plan "D" of Five Mile and that
testimony be taken, Mr. Mafn abstained from voting. Three
voted "Yes one voted "No". Mr, Culler did not vote o Motion
was repeated and a second vote taken, Mr. Main abstafned;
four voted "Yes"; one voted "No" . Motion carried, The staff
will set the da te for the public hearing.
g) Other Business
JerYy Litt read a letter addressed to him from Wells B. McCurdy,
requesting postponement until July 21, 1978, of the Highlands
project at Liberty Lake, ZE-31-78 and ZE-32-78 o The hearing
would be readvertised and the property owners renotified.
Mrs, Byrne moved, Mr o Quigley seconded, that Zone Reclas si-
ficatfon requests, ZE-31-78 and ZE-32-78, be continued to the
Planning Commissfon's july 21st hearing, at the cost of
notification to the developer. Motion carried unanimously.
2, PronoGed Amendment to the SDOkane Countv Zonin g Ordin nce
Mrs, Byrne moved, Mr. Kennedy seconded, that the Commission adopt the
proposed Amendment Co the Spokane County Zoning Ordinance with the
following changes: Changing the tftle of Sectfon 4, 24 .550 from "Residential
Office Accessory Uses", with the "s" dropped to the singular in "Use",
thereby the title becoming "Residential Office Accessory Use", Changing
No. 1(b) under Conditfonal S tandards to read a s follows The total area
for all accessoty uses shall not exceed ten (10) percent of the floor area of
any residential office building." Also, adding to the last sentence, "In
particular, a Residential Office Accessory Use shall include, but is not
limited to, a pharmacy, cafeteria, coffee shop, answering service."
Motion carried unanimously,

I. PROPOSED ACTIQN
The applicant is requesting that Condition No. 2 of the approved applicatfon
be amended,
Conditfon No. 2 now reads: "The advertised property shall be
developed in substantial conformance with the plan approved by
the Board of County Commissioners on file with the application",
The applicant wishes the conditfon amended so that an additional
building may be constructed on the propertyo The proposed
structure will be approximately 195 x 100', an "L" shaped building
to house the applicant's business,
II, FINDINGS OF FACT
Conditions attached to this site were imposed by the Boa rd of County
Commissioners fn approving zone reclassiffcation, ZE-3-73, on September 27,
1973e
a) All other conditions of ZE-3-73 have been complied with.
b) If approved and constructed, this 2.25 acre site will have
approximately 25 % of its entire area covered with buildings.
Currently approximately 12% is covered,
c) SEPA Compliance:
This zoning district was considered under zone reclassification,
ZE-3-73 and R.C.W. 43-216 had been complied with. If the
condition change is approved, Building Codes may require completion
of an Environmental Checklis t for the 12 , 2 5 0 square foot s tructure ,
d) This business would be a compatible use in the Restricted Industrial
Zone.
e) Conditfons:
1. Access for ingress and egress have been approved for the
original busine s s e
2. A site plan showing specific landscape detail and individual
parking spaces shall be approved by the Spokane County
Zoning Administrator, and a performance bond to cover costs
of landscaping shall be secured prior to building permit
release,

RE : Cha nge Condition #2, Rezone Approva 1 ZE7 -73 .
Gentlemen;
It is my intention to build a new structure on my property located
at East 12710 Indiana. Legal description of all of that portion of
tract 15, Assessor's Plat No. 6, according to plat recorded in Volume
"P" of Plats, page 14, in Spokane County, Washington, lying North of
Interstate No. 90, EXCEPT the East 25 feet; and EXCEPT the norther ly
30 feet thereof conveyed to Spokane County for Indiana Avenue.
Mr. John Swtllkzer of the County Planning Commission has informed me
that I must request a change condition so I can proceed with an add-
itional building.
It will be approximately 195 X 100 L shaped and will set 10 feet from
the East property line and approximately 50 feet back from the Freeway.
It will be of the same design of the present steel building.
I am enclosing a plot plan as to how I propose to locate it as it will
house my company " A& M Quality Heating, Inc. 11
I would appreciate your consideration as soon as possible for the "Change
Condition".
Mr. Switzer stated he could provide you with all pertinent information

ments of the Spokane Valley Fire TAarshal.
NOTE: Section ~.11.1 0 of the Spokane County Zoning Ordinance
requires a6` high sight-obscuring fence for storage areas
and limits open storage to automobiles and other machinery
normally di splayed for sale s purpose s.
B. Reasons:
1. The Comprehensive Plan indicate s that the general area between
the Spokane Valley Freeway and the Spokane International
Railway tracks is appropriate for industrial uses.
2. The Commi s sion note s that the property to the we st of the
proposal has been conditionally approved for a Freeway
Commercial development and one of the properties to the east
of the project has been zoned Restricted Industrial for a
transmission repair shop.
3. The Commission is of the opinion that the proposed use
would be a relatively low traffic generator and would not
significantly contribute to traffic congestion at the Pines
Intemhange .

ZE-3-73 - RGRICULTURAL TO COMMERCIAL: A& M QUALITY HEATING
Planning Commission Recommendation: Continue to the February hearinq to
allow readvertisement for Restricted Industrlal Zoning and to allow readvertisement
for Restncted Industrial Zoning and to permit the applicant to submit elevation
sketches of the proposed building, including sign detail.
A. Reasons:
1. The Planning Commission has determined that the proposed
plumbing, heating, electrical and air conditioning shop could not
be accommodated in the Commercial Zone and has therefore
directed the staff to readvertise the subject property for the
more appropriate Restncted Industrial classification.
2. Because of past concerns by many Spokane Valley residents for
aesthetic treatment of properties along the treeway, the Commission
has requested the applicant to furnish elevation sketches of the
proposed building as well as specific information regarding the sign
ing of the property.
