SUBJECT: Enviromental Assessment for ZE-1-73 , Agricultural to Restricted
Industrial - Armstrong.
Our office has conducted an environmental assessment in conjunction with
the ffnalization of ZE-1-73 , Agricultural to Restricted Industrial - Armstrong. The
site contains approximately 5.3 acres within the northwest quadrant of the Pines
Road Interchange. The site is contained by the Burlington Northern tracks on the
north and the Spokane Valley Freeway (Interstate #90) to the south and is bisected
by the Jackson-Indiana arterial (under construction).
The applicant proposes to construct an inspection and minor service center
for fleet truck operations on the northerly portion of the property and a machinery
sales and repair facility on the southerly portion of the site. At the March 9, 1973
Planning Commission hearing, a sales and repair building with associated loading
and storage area was proposed for the site. The Planning Commission staff is of
the opinion that the current proposal conforms to the earlier action of the Commission,
although the specific use has changed.
The site is situated within an industrial corridor described in the Com prehensive
Plan. The site is bisected by a new (under construction) arterial road serving the
Roundup Grocery facility to the northwest. It enjoys arterial access and immediate
proximity to the Pines Interchange of Interstate #90. Surrounding land uses fnclude
the State Hfghway Department maintenance facflity and Spokane Transit System
shuttle bus parking area to the east. Industrial zoning has been approved for a
smaller property to the west. The Planning Commission was of the opinion that the
property which is bounded by railroad tracks to the north and the Spokane Valley
Freeway to the south, would not be conducive to resident ial development.

Immediate construction is contemplated on the northerly portion of the sitp.
A 2, 88,0 sq. ft , shop building to handle minor truck repair and inspection and a
3,200 sq.ft, office building are contemplated to serve fleet truck operations for
,System Transport. The office building would serve as a dispatch center, while
the shop and inspection building would provide on the road service for the
company trucks passing through the area. No transfer or storage activies are
planned, although the eas terly portion of the site may accommodate storage of
senroute vehicles. The staff does not anticipate extensive excavation or grading
of the site to accommodate the operation. The additional ~traffic movements by
trucks can be, handled by the new arterial system. In addition, the Restricted
Industrial Zone contains standards relating to storage, induistrial discharge and
waste, noise, and lighting. The Commission requixed in conjunction with the
zone change request that sxgning be restncted, and that mains and fire hydrants
be installed to serve the property.
The site is situated within an urbanizi.ng area and,the zone change request
would not have any greater effect on the topogra,phy, geology, bio`logical and
botanical characteristics, atmospheric conditions, aq{uatic, and other natural and
human development than uses allowed in the area e We, therefore, conclude ,that
an environmental impact statement is not required in conjuncti.an with the zone
change action.

Planning Commission Recommendation: Approve to Restricted IndListrial
Zone, subiect to the _followina conditions:
A. Conditions:
1. The dedication of a 60' wide right of way through Tracts 31, 32,
and 33 in an alignment acceptable to the Spokane County
Engineer to provide for the Indiana - V1Tilbur crossing of the
Spokane International and Burlinqton Northern tracks.
Z. The advertised property shall be limited to one (1) 1ree-standing
sign not exceedfng 25' in height or 120 sq.ft. in area,oriented to
Indiana Avenue. All other advertising structures on the property
shall be placed flat against the building (s) o
3. The advertised property shall be developed in substantial
conformance with the "approved" plot plan on file with the
application; i. e e, a sales and repair building centered in
Tracts 3'6, 39, and 42 with accompanying parking and display
areas and a loading dock and storage area on Tracts 31, 32J, and
33.
NOTE: Section 4.11.120 of the Spokane County Zoninq Ordinance
requires a 6' hiqh sight-obscuring fence for storage areas
and limits open storage to automobiles and other
machinery normally displayed for sales purposes.
4. Installation of mains and fire hydrants in accordance with the
requirements of the Spokane Valley Fire 'Marshal .
5. The property shall be lighted in a manner which will not produce
,undue glare on adjoininq properties. B. RFASONS:
1. The Comprehensive Plan irdicates that the general area between
the Spokane Valley Freeway and the Spokane Intemational Rail-
way tracks is appropriate for light industrial uses.

A. Reasons:
1. . The Pl anni.ng C ommi s s i on i s of the opini on that fihe Arm strong
request shares a land use relationship (i.e., extending
an industrial corridor) and an arterilal re,tationship with the
Roundup applxeation to the northwe st which i s still under
consideration (review of Environmental Impact Statement).
In arder ta avoid the pvssibility that action on the Armstrong
request wauld prejudice a review of the Roundup application,
the Commission is of the opinion that the Armstrong applica-
tion should be postponed ta the March hearing when additional
information regarding the Roundup application is reviewod by
the Commis sion .

2. What facts justify the proposed zone reclassification based on the advance-
ment of the public health, safety, and general welfare ?
The location of the dealership adjacent to the freeway will allow the
farmers with trucks and wide loads easy access from the freeway. This
will remove these wide load vehicles from residential and highly traveled
main thoroughfares for the general safety of the public. The present land is
vacant with no crops raised on the property. Weeds have not been controlled.
The new facilities wi.ii remove the weed probl.em.
3. What effect will the proposed zone reclassification have on the value and
character of ad j acent property ?
There will be no effect on adjacent property separated by fresway and railroad
right-af-way to the north and south. No effect on Washington State Highway
property on the east. Adjacent property to the west, if rezoned to accept
freeway services, property value would increase.
4. Can a reasonable return from or reasonable use of the property in question be
secured under the exf sting zone cla s si#ication ?
No. Presently used to paSture horses, wlll not suppozt silage.
