Our office has conducted an environmental assessment in conjunction with the ffnalization of ZE-1-73 , Agricultural to Restricted Industrial - Armstrong. The site contains approximately 5.3 acres within the northwest quadrant of the Pines Road Interchange. The site is contained by the Burlington Northern tracks on the north and the Spokane Valley Freeway (Interstate #90) to the south and is bisected by the Jackson-Indiana arterial (under construction). The applicant proposes to construct an inspection and minor service center for fleet truck operations on the northerly portion of the property and a machinery sales and repair facility on the southerly portion of the site. At the March 9, 1973 Planning Commission hearing, a sales and repair building with associated loading and storage area was proposed for the site. The Planning Commission staff is of the opinion that the current proposal conforms to the earlier action of the Commission, although the specific use has changed. The site is situated within an industrial corridor described in the Com prehensive Plan. The site is bisected by a new (under construction) arterial road serving the Roundup Grocery facility to the northwest. It enjoys arterial access and immediate proximity to the Pines Interchange of Interstate #90. Surrounding land uses fnclude the State Hfghway Department maintenance facflity and Spokane Transit System shuttle bus parking area to the east. Industrial zoning has been approved for a smaller property to the west. The Planning Commission was of the opinion that the property which is bounded by railroad tracks to the north and the Spokane Valley Freeway to the south, would not be conducive to resident ial development. ~ Board of County Commissioners - 2- September 26, 1974 Immediate construction is contemplated on the northerly portion of the sitp. A 2, 88,0 sq. ft , shop building to handle minor truck repair and inspection and a 3,200 sq.ft, office building are contemplated to serve fleet truck operations for ,System Transport. The office building would serve as a dispatch center, while the shop and inspection building would provide on the road service for the company trucks passing through the area. No transfer or storage activies are planned, although the eas terly portion of the site may accommodate storage of senroute vehicles. The staff does not anticipate extensive excavation or grading of the site to accommodate the operation. The additional ~traffic movements by trucks can be, handled by the new arterial system. In addition, the Restricted Industrial Zone contains standards relating to storage, induistrial discharge and waste, noise, and lighting. The Commission requixed in conjunction with the zone change request that sxgning be restncted, and that mains and fire hydrants be installed to serve the property. This will remove these wide load vehicles from residential and highly traveled main thoroughfares for the general safety of the public. The present land is vacant with no crops raised on the property. Weeds have not been controlled. The new facilities wi.ii remove the weed probl.em. 3. What effect will the proposed zone reclassification have on the value and character of ad j acent property ? There will be no effect on adjacent property separated by fresway and railroad right-af-way to the north and south. No effect on Washington State Highway property on the east.
