GENERAL INFORMATION A. Location Kahuna Hills lst Addition is located on the south wall of the Spokane Valley adjacent and east of Carnahan Road between 12th and 16th Avenue. , B. History The Hearing Examiner Committee approved the preliminary plat on February 29, 1980. The sponsor requested a Change of Condition to be heard on June 26, 1980, however, due to improper legal notification, it was continued to the July 25, 1980 Hearing. C. Proposal The sponsor is now requesting new changes of the original condition; to provide for the redesign of the preliminary plat creating (2) two additional lots, relaxation of setbacks from the right of way, access to the lots, specific phasing approval and to allow minor lot line modifications upon filing of the final plat. C Relationship to the Comprehensive Plan The approved map of the Comprehensive Plan indicates resideatial usage of this area, as well as all aearby surrounding lands, with no density designation D. Land Use Analysis: 1. Existing Laad Uses The site is tree covered with slopes exceeding 15% and has outcroppings of exposed bedrock. The area has experienced subdivision activity with residential uses occurring to the south and west Directly south aad adjacent to lbth Avenue is Riegal Heights Planned Unit Development with s2ngle family residences on lots from 14,000 sq. ft to over k acre Across Carnahan Road and south of lbth is the Kahuna Hills Addition with single family uses on lots of 18,000 sq ft and larger. Other developments in the area are generally along 16th Avenue to the southeast such as Sloan's Addition and Heather Park Addition ; A triangular piece of property controlled by this applicant, located between ~ this proposal and Carnahan Road, has recently undergone a review for zone ~ change to Multi-Family Suburban with approximatelq 35 to 40 residential units. This proposal was denied by the Hearing Examiner and is currently under appeal ~ to the Board of County Cortunissioners. ~ Property directly east and north is vacant with a large gravel pit located on the southeast corner of Eighth and Carnahaa Road. ' 2. B. Sewage Disposal The Spokane County Health District has conditioned this proposal to include a public sewer system and required that an on-site sewage management system is required. Lots 15, 16, 17 and 18, Block 1 have been designated as a drain- field site on the preliminary plat map The plat is situated peripheral to the Spokane Valley Aquxfer and the Heaith District has the followzng comments on possible impacts: Impact Discussion a. The plat sponsor has proposed 38 lots on 16 acres. Each lot is to be served by a public water system and provisions for a public sewer system. This raises the question of significance of the impact on the groundwater in the area and possible alternatives for sewage disposal b. In the course of the conduct of the Army Corps studp, Dr Todd consid.ered tppical soils, natural and sewage disposal recharge to the groundwater, and the effect of contiaued urban development in the Spokane River Valley upon the quality of the groundwater In sumanary, he concluded that. 1. In normal precipitation years subsurface disposal of sewage treatment effluent does reach aad recharge the groundwater 2. All the dissolved salts in sewage effluent will be carried to the groundwater. However, bacteria and detergents (phosphate portioa) are mostly removed by the deep soil layer above the groundwater and "minor dlssolved constituents such as phosphates, which are known to react with soil particles, or nitrates, whxch are taken up by the plant roots," will be less than the total found in septlc taak effluents. 3. The calculated results at the downstream end of groundwater flow line indicate that the maximum range of (dissolved) solids concentration expected at present (1975) is up Co 93 mg/1 (milligrams per liter) above the natural groundwater background of 155 mgJl. The forecast year 2020 maximum incremental coacentratioa is 101 mg/1 above the natural background - - - The analytical results of the forecast impact of year 2020 when compared with the present impact, both measured in terms of leachate volume and dissolved solids concentration, iadicate that the present impact on groundwater quality is already a substantial proportzon of the ultlmate level. 2 - 7C - STAFF ANALYSIS - JANUAR 9 1980 KA. These systems are aot currently economically available for thxs project. 2. Sealed systems, whether indivldual or community, depend on evaporation for liquid removal These systems require more land area than a conventional subsurface drainfield. Some, such as lagoons, have safety ha2ards associated with them and relatively poor community acceptance Land, installatioa and operational cost are generally more expeasive than those for septic tanks and drainfields. C. Draina&e The Couaty Engineer reports that the preliminary storm drainage plan submitted by the applicant indicates that on-site stortn drainage provisions will adequately handle surface water runoff. However, final construction plaas should be reviewed and approved by both the County Engineer and Health District prior to the final plat filing. D. THE DEVELOPER agrees to furnish THE COriPANY two site plans of the area to be served, which plans must have been duly approved by the required governing agencies. 11. It is further agrced that the DEVELOPCR shall be respons2ble to pay for: (a) Any damage to the mains, valves and fittings caused by any means, including, but not limited to, heavy equipment such as [rucks, graders, [ractors and/or cement mixers, during the construction period of streets, curbs, storrn sewers and buildings. (b) The costs of the location of mains, valves and fittings due to errors in street grades, and/or property lines during the construction period of streets, curbs, storm sewers or buildings, or other construction necessitating changes of water main loca[ions. 12. Prior to installa[ion of the mains, the DEVF.LOPER shall cause all street lines and grades to be established, and any relocation or raising or lowering of the mains or their appurtenances due to a change in line or grade, shall be at the sole cost of the DEVELOPER. 13. Prior to the installation of service laterals, pEVELOPER shall stake the desired location of the service both for alignment and grade, and any service lateral Iocation as may be requested shall be done at the sole and additional cost of the Depositor. 14. GENERAL INFORMATION A. History The Hearing Examiner Committee approved the plat in January, 1980. The sponsor requested Change of Coaditions heard on July, 1980, which were approved as conditioaed by the Committee. The sponsor requested an approval of a revised plat aad a one-year extension of tune aad the Committee approved this with added conditioa February 1981. Now the spoasor indicates that the first phase is 98% complete and is currently being reviewed bq department staffs. The delay has been due to topography, geological conditioa and design problems with drainage, sewage and road grade. These have been resolved and the sponsor requests another one-year extension of time to March 1, 1983. B. Location Kahuna Hills lst Addition is located oa the south wali of the Spokane Valley adjacent to and east of Carnahaa Road between 12th aad 16th Avenues. C. Proposal Project site is 16 acres subdivided into 39 lots for single familp use. The redesLgn was necessary to change the road system due to topography to satisfy the request of the Couatg Eagineer. We have encountered unexpected rock, underground springs, incomplete engineering data. Drainage posed a major problem, necessitating extensive testing. Two redesigns of the plat have already taken place because of the severe steepness and the inability of ineeting engineers requirements for road grades and inter- sections. Seemingly insurmountable problems are about to be overcome to hook up with the City sewer. I have changed enr,ineers, which caused delays. Staff cutbacks not only in County but subcontractors have caused material, labor and time dela,ys. M,y excavating subcontractor has gone bankrupt, creating additional problems.
