also have been approved by the appropriate health authorities. The health
authorities, water supplier (purveyor), and fire protection district will
certify, prior to the filing of the final plat, on the face of said water pian
that the pFan is in conformance with their requirements and will adequately
. satisfy their respective needs. Said water plan= and certification will be ,

drafted on a transparency suitable for reproduction.
The purveyor will also certify prior to the filing of the final plat on a
copy of said water plan that appropriate contractual arrangements have
been made with the plat sponsor for construction of the water system, in
accordance with the approved plan, and in accordance with a time
scheduie. The time schedule will provide, in any case, for completion of
the water system and inspection by the appropriate health authorities prior
to application for building permits within the plat. The contractual
arrangements will include a provision holding Spokane County and the
purveyor harmless from claims by any lot purchaser refused a building
permit due to the failure of the plat sponsor to satisfactorily complete the
approved water system.
`he plat dedication will contain a statement to the effect that the pubiic
water system as approved by County and State Health authorities and the
local fire district and purveyor will be installed within this plat, and the
subdivider will provide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot.

That a certificate of title be furnished the Planning Department prior to
the filing of the final plat.

That a declaration of Non-Significance be issued, in accordance with
Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO)
prior to approval, or any approving action in accordance with SCEO
11.15.340.
NOTE: The official file contains an environmental checklist for the
proposal and a staff review of their checklist as required by
WAC 197-10-320.

No construction work is to be performed within the existing or proposed

public right-of-way until a permit has been issued by the County
Engineer. All work is subject to inspection and approval by the County
Engineer.

I. GENERAL INFORMATION I
A. Location
The proposal is in the Spokane Valley adjacent to and east of Pines Road and
approximately 450 feet south of Euclid Avenue.
B. Proposal
- 4.70 acres subdivided into 4 lots for residential office use and one
unbuildable Iot; Lot 2, Block 2.
- Lot frontage = varies from 114.25' to 245.27'
- Lot size = varies from 14,810 sq. ft. to 3.14 acres
C. Relationship to the Comprehensive Plan
The approved map of the Comprehensive Plan indicates residential usage of this
area, as well as all nearby surrounding lands, with no density designation.
D. Land Use Analysis:
1. Existing Land Uses
The proposal is currently vacant with an abandoned home on the site.
The land use to the north of the proposal includes cultivated areas and singlQ
family uses. Approximately k mile to the north are a variety of uses
associated with Trent Avenue including commercial and residential office uses.
To the east of the proposal is pasture and cultivated land with the Walk in
the Wild Zoo occupying a large parcel of land approximately 500 feet east of
the proposal.
South of the site are vacant parcels of land. Approximately ~ mile south of
the proposal are commercial and residential office uses on Pines Road.
To the west of the site is the Trentwood Elementary School and single family
residences within the Mirabeait Ranch Addition and Stone Ridge Subdivision. To
the southwest is the Stone Ridge Apartments which contains 45 units.
2. Compatibility with Existing Land Uses
The proposal appears to be consistent with trends in the area to commercial
and residential office uses along Pines. The proposal is located in an area
that is at this time undeveloped, vacant, or agricultural, with appropriate
buffering and site development,land use compatibility should be achieved.

II. SPECIAI, INFORMATION
A. Circulatioa
The County Road Engineer has examined the proposed preli.minary plat and has
required the extension of Grace Avenue and conditions for satisfactory
development of the circulation system. He has also recommended that roads
within the plat are designated as private roads until such time as they are
extended to other circulation systems.

B. SewaRe Disposal
The applicant's engineer has prepared an analysis of alternative sewage dis-
posal means; including on-site septic tank disposal, treatment plant and
sewage lagoon. For economic reasoas, and to provide the most realistic
alternative, the applicant's engineer feels on-site septic tanks should be
utilized.
The Spokane County Health District has authorized the use of individual ;
on-site sewage systems for each lot within the plat. The plat is situated ;
over the Spokane Valley Aquifer and the Health District in their examination '
of the possible impact on groundwater quality from this proposal have the
following comments:
Impact Discussion
a. The plat sponsor has proposed 4 lots on 4.7 acres. Each lot is to be ~
served by a public water system and its individual on-site sewage
disposal system. This raises the question of significance of the impact ~
on the groundwater in the area and possible alternatives for sewage
disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge ta the groundwater,
and the effect of continued urban development in the Spokane River Valley
upon the quality of the groundwater. In summary, he concluded that:
1. In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
2. All the dissolved salts in sewage effluent will be carried to
the groundwater. However, bacteria and detergents
(phosphate portion) are mostly removed by the deep soil layer
above the groundwater and "minor dissolved constituents such as
phosphates, which are known to react with soil particles, or
aitrates, which are taken up by the plant roots," will be less
than the total found in septic tank effluents.
3. The calculated results at the downstream end of groundwater
flow line indicate that the maximum range of (dissolved) solids
concentration expected at present (1975) is up to 93 mg/1
(miliigrams per liter) above the natural groundwater background
of 155 mg/1. The forecast year 2020 maximum incremental
concentration is 101 mg/1 above the natural background.

- - - The analytical results of the forecast impact of year
2020 when compared with the present impact, both measured in '
terms of leachate volume and dissolved solids concentration, '
indicate that the present impact on groundwater quality is ,
already a substantial proportion of the ultimate level.
c. Currently, results of chemical analysis show the total nitrogen content
of the groundwater as in the range of .8 to 1.1 ppm. A projected
incremental increase using Dr. Todd's expected 8.6 percent would result
in a range of .86 to 1.2 ppm. Current Federal and State drinking water
standards permit up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the ground-
water have the following general characteristics:
1. Collector and central treatment systems discharging to surface
waters would require at Ieast tertiary treatment and perhaps more to
obtain a permit for the discharge from the Department of Ecology.
. These systems are not currently economically available for this
project.
, 2. Sealed systems, whether individual or communitp, depend on
~ evaporation for liquid removal. These systems require more land
area than a conventional subsurface drainfield. Some, such as
lagoons, have safety hazards associated with them and relatively
poor community acceptance. Land, installation and operational cost
are generally more expensive than those for septic tanks and
drainfields.
C. Draina&e
The County Engineer reports that the preliminary storm drainage plan submitted
by the applicant indicates that oa-site storm drainage provisions will
adequately handle surface water runoff. However, final construction plans
should be reviewed and approved by both the County Engineer and Health
District prior to the final plat filing.
D. Water Supply
The proposal is located within the recorded service area of Irvin Water
District.
The District advises the staff that adequate system capacity, and a desire on
their part to serve, exists for the provision of water for domestic, fire and
irrigation uses.
E. Fire Protection
The proposal is situated within the recorded service area of Fire District #1.
The Fire District staff requests that the Hearing Examiner Committee require
mains and hydrants of sufficient si2e for fire protection as a condition of
final plat approval. The District also requests that they be allowed to
review and approve final fire flows and water plans.

The proposed site is currently zoned Agricultural as is property to the east and
south of the proposal. Approximately 1,000 feet south of the site the Residential

Multiple Family Suburban. To the west of the proposal is Agricultural and
Agricultural Suburban zoning with R-2 zoning to the southwest of the proposal. To
the north of the site is Agricultural zoning with some areas zoned Commercial along
Trent Avenue.
The proposal would most appropriately be zoned Residential Office. The Residential
Office zone is found primarily along Pines Road within this general vicinity.
IV. ENVIRONMENTAL REVIEW ,
An Environmental Checklist was submitted by the sponsor and has been reviewed by
the Plan.ning staff. No significant adverse environmental impacts were judged to
exist.
Slight adverse environmental impacts were identified on the checklist in the ;
following categories: earth; air; water; flora; fauna; noise; light and glare; '
land use; population; housing; transportation/circulation; public services; ,
utilities; and energy. ,

V. CONDITIONS:
If approval is granted, the following conditions are recommended.

provision holding Spokane Couaty and the purveyor harmless from claims by any
lot purchaser refused a building permit due to the failure of the plat spoasor
to satisfaCtorily complete the approved water system.
The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and the local
fire district and purveyor will be installed withia this plat, and the
subdivider will provide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot.
7. That a certificate of title be furnished the Planning Department prior to the
filing of the final plat.
8. That the preliminary plat be given conditional approval to January 1, 1981.
9. That a declaration of Non-Significance be issued, in accordance with
Section 11.15.340 of the Spakane County Eavironmental Ordinance (SCEO) prior
to approval, or any approving action in accordance with SCEO 11.15.340.

performed under the direct supervision of a licensed engineer/surveyor, who
shall furnish the County Engineer with "As Built" plans and a certificate in
writing that all improvements were installed to the lines and grades shown on
` the approved construction plans and that all disturbed monuments have been
replaced.
13. No construction work is to be performed within the existing or proposed public
right-of-way until a permit has been issued by the County Engineer. All work ,
is subject to inspection and approval by the County Engineer.
14. All construction within the existing or proposed public right-of-way is to be
completed prior to filing plat or a bond in the amount estimated by the County
` Engineer to cover the cost of construction of improvements, construction
certification, "As Built" plans, and monumenting the street centerlines shall

15. That a name be indicated before the final plat is filed; such name to be
approved by the County Assessor and the Planning staff.
16. The private well located on Lot 4 shall be abandoned in accordance with the
appropriate subsections of WAC 173-160.
17. The plat sponsor shall certify in writing prior to the final plat that there
are no other water wells which are within 150 feet of the plat boundary.
18. The plat dedication shall contain a statement which obligates all owners,
heirs, and assigns to agree to the management conditions as may be noted oa an
application for construction of a wastewater system.
19. The applicant shall develop subject property generally in accordance within
the concept presented to the Hearing Examiner Committee. Minor variations
when approved by the Zoning Administrator will be permitted, including, but
not limited to the following changes: Buiiding Iocation, laadscape plans, and
general allowable uses of the permitted zone. All variations must conform to
regulations set forth in the Spokane County Zoaing Ordinance. The original
intent of the development plans shall be maintained.
20. A specific landscape plan, planting schedule and provisions for maintenance
acceptable to the Spokane County Zoning Administrator shall be submitted with
a performance bond for the project prior to release of building permits.

6. That the plan for water facilities adequate for fire protection be approved by ;
the water supplier and fire protection district. Said water plan must also
have been approved by the appropriate health authorities. The health
authorities, water supplier (purveyor), and fire protection district will
certify, prior to the filing of the final plat, on the face of said water plan
that the plan is in conformance with their requirements and will adequately
satisfy their respective needs. Said water plan and certification will be
drafted on a transparency suitable for reproduction.
The purveyor will also certify prior to the filing of the final plat on a copy
of said water plan that appropriate contractual arrangements have been made
with the plat sponsor for construction of the water system, in accordance with
the approved plan, and in accordance with a time schedule. The time schedule
will provide, in any case, for completion of the water system and inspectioa
by the appropriate health authorities prior to application for building
permits within the plat. The contractual arrangements will include a
provision holding Spokane County and the purveyor harmless from claims by any
lot purchaser refused a building permit due to the failure of the plat spoasor
to satisfactorily complete the approved water system.
The plat dedicatioa will contain a statement to the effect that the public
water system as approved by County and State Health authorities and the local
fire district and purveyor will be installed within this plat, and the ~
subdivider will provide for individual domestic water service as weli as fire
protection to each lot prior to sale of each lot.
7. That a certificate of title be furaished the Planning Department prior to the
filing of the final plat.
8. That the preliminary plat be given conditional approval to January 1, 1981.
9. That a declaration of Non-Significance be issued, in accordance with
Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO) prior
to approval, or any approving action in accordance with SCEO 11.15.340.
NOTE: The official file contains an environmental checklist for the e
proposal and a staff review of their checklist as required by
WAC 197-10-320.
10. That plans, profiles, and cross-sections as designed to County standards
showing proposed street centerline and curb grades be submitted to the County

11. That drainage plans and design calculations showing the alignment of drainage '

12. Construction within the proposed public streets and easements shall be
performed under the direct supervision of a licensed engineer/surveyor, who
shall furnish the County Engineer with "As Built" plans and a certificate in
writing that all improvements were installed to the lines and grades shown on
the approved constructioa plans and that all disturbed monuments have been .

13. No construction work is to be performed within the existing or proposed public
right-of-way until a pertuit has been issued by the County Engineer. All work
is subject to inspection and approval by the County Engineer.

' Engiaeer to cover the cost of construction of improvements, construction

16. The private well located on Lot 4 shall be abandoned in accordance with the
appropriate subsections of WAC 173-160.
17. The plat sponsor shall certify in writing prior to the final plat that there
are no other water wells which are within 150 feet of the plat boundary.
18. The plat dedication shall contain a statement which obligates all owners,
heirs, aad assigns to agree to the management conditions as may be noted on an
application for construction of a wastewater system.
19. The applicant shall develop subject property generally in accordance within
the concept presented to the Hearing Examiner Committee. Minor variations
when approved by the Zoning Administrator will be permitted, including, but
not limited to the following changes: Buiiding Iocation, landscape plans, and
general allowable uses of the permitted zone. All variations must conform to
regulations set forth in the Spokane County Zoning Ordinance. The original
intent of the development plans shall be maintained.
20. A specific landscape plan, planting schedule and provisions for maintenance
acceptable to the Spokane County Zoning Administrator shall be submitted with
a performance bond for the project prior to release of building permits.
"Landscaping must be irrigated."
21. Approval by the Zoning Administrator of a specific lighting and signing plan for the described property prior to the release of any building permits. _
22. No direct access be allowed from lots to Pines Road.

2. Topography, soils, and water:
a. This project lies in a relatively flat area bordering east side of
Pines Rd. at Grace Avenue intersection. Local drainage ways are in-
significant. It is located over the Spokane Valley Aquifer.
b. Surface soils are classed as Garrison Gravelly loam & Garrison very
stony loam with 0 to 59 slopes. They have a septic tank filter field
limitation of slight with possible contamination of groundwater.
c. Geologically, the soils are glaciof luvial deposits; stream-laid sand
and gravel; contains some boulders in places; includes some undiffer-
entiated glacial deposits. The lower terrace remnants have probably
been reworked bq streams. These geologic structures y Frfel

e. The data from Irvin Water District wells in the area shows the wells
highest total nitrogen level was 1.1 ppm. The Irvin Water District
has indicated that it can supply domestic use water for the plat upon
completion of agreements with the developer.
3. Impact discussion: -
a. The plat sponsor has proposed 4 lots on 4.7 acres. Each lot is to
be served by a public water system and its individual on-site sewage
disposal system. This raises the question of significance of the
impact on the groundwater in the area and possible alternatives for
sewage disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd con-
sidered typical soils, natural and sewage disposal recharge to the
groundwater, and the effect of continued urban development in the
Spokane River Valley upon the quality of the groundwater. In sum-
mary, he concluded that:
(1) In normal precipitation years, subsurface disposal of sew-
age treatment eff luent does reach and recharge the ground-
water.
(2) All dissolved salts in sewage eff luent will be carried to
the groundwater. However, bacteria and detergents (phos-
phate portion) are mostly removed bq the deep soil layer
above the groundwater and "minor dissolved constituents
such as phosphates, which are known to react with solid
particles, or nitrates, which are taken up by plant roots"
will be less than the total found in septic tank eff luents.
(3) "The calculated results at the downstream end of groundr
water flow line indicate that the maximum range of (dis-
solved) solids concentration expected at present (1975)
is up to 93 mg/1 (milligrams per liter) above the natural
groundwater background of 155 mg/1. The forecast year
2020 maximum incremental concentration is 101 mg/1 above
the natural background. The analytical results of the
forecast impact of year 2020 when compared with the pre-
sent impact, both measured in tarms of leachate volume
and dissolved solids concentration, indicate that the
present impact on groundwater quality is alreadq a sub-
stantial proportion of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen con-
tent of the groundwater as in the range of .80 to 1.1 ppm. A pro-
jected incremental increase using Dr. Todd's expected 8.6 percent
would result in ranges .86 ppm. to 1.20 ppm. Current Federal and
State drinking water standards permit up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the
groundwater have the following general characteristics:

(1) Collector and central treatment systems discharging to
surface waters would require at least tertiary treat-
ment and perhaps more to obtain a permit for the dis-'
charge from the Department of Ecology. These systems
are not currently available for this project.
(2) Sealed systems, whether individual or community, depend
on evaporation for liquid removal. Some, such as la-
goons, have safety hazards associated with them and
relatively poor community acceptance.
4. Recommend that :
a. The final plat shall be designed as indicated on the preliminary plat ,
of record and/or attached sheets as noted.
b. Appropriate utility easements shall be indicated on copies of the pre-
liminary plat of record for distribution by the Planning Department to
the utility companies, County Engineer, and Spokane County Health Dis-
trict. Written approval of the easements by the utility company must
be received prior to the submittal of the final plat.
c. The dedicatory language of the plat will state that each lot is auth-
orized the use of an individual on-site sewage disposal system.
d. Prior to filing of the final plat, the sponsor shall present evidence
that the plat lies within the recorded service area of the water system
proposed to serve the plat. The dedicatory language on the plat shall
state: "Use of private wells and water systems is prohibited."
e. A plan for water facilities adequate for domestic use, domestic irri-
gation use and fire protection use shall be approved by the water
supplier. Said water plan must have been approved by the fire pro-
tection district and the appropriate health authorities. The health
authorities, water supplier (purveyor), and f ire protection district
will certify, prior to the filing of the final plat, on the face of
said water plan that the plan is in conformance with their ret}uire-
ments and will adequately satisfy their respective needs. Said water
plan and certification will be draf ted on a transparency suitable for
reproduction.
f. The purveyor will also certify prior to the filing of the final plat
on a copy of said water plan that appropriate contractual arrangements
have been made with the plat sponsor for construction of the water
system, in accordance with the approved plan, and in accordance with
a time schedule. The time schedule will provide, in any case, for
completion of the water system and inspection by the appropriate
health authorities prior to application for building permits within
the plat. The contractual arrangements will include a provision
holding Spokane County, Spokane County Health District, and the pur-
veyor harmless from claims by any lot purchaser refused a building
permit due to the failure of the plat sponsor to satisfactorily
complete the approved water system.

g. The plat dedication will contain a statement to the eff ect that: "The
public water system as approved by County and State health authorities
and the local fire district and purveyor will be installed within this
plat, and the subdivider will provide for individual domestic water
service as well as fire protection to each lot prior to sale of each
ZOt. "
h. The private well located on Lot 4 shall be abandoned in accordance with
the appropriate subsections of W.A.C. 173-160.
i. The plat sponsor shall certify in writing prior to the final plat that
there are no other water wells which are within 150 feet of the plat
boundary.
j. The plat dedication shall contain a statement which obligates all owners,
heirs, & assigns to agree to the management conditions as may be noted
on an application for construction of a wastewater system.

I N TRODUCTI ON
The proposed project involves the subdivision of 4.7 acres into 5 lots.
Four of the lots wi I I be used for offices and one wi I I be a parkway
type orea.
The project site is located in the Spokane Valley, on the east side
of Pines Road, at the intersection of Pines Road and Grace Avenue.
The site is within the NW 1/4 of Section 10, Township 25 North,
Range 44 East, W.M., Spokane County, Washington.
The existing ground at the site is variable in slope with elevations
ranging from 1999 in the southwest corner to 1981 in the northwest
corner. The site is presently occupied by a single fami ly dwel (ing,
outbui Idings and pasture. The soi I is classified by the Soi I Conservation
Service as Garrison gravel (GnB ond GgA). Domestic water will be
supplied by a public water system.
SEWERAGE ALTERNATIVES
The following three alternatives are evaluated in this study to identify
the optimum means of sewage disposal:
l. Individual $eptic Tanks and Drainfields
Sewage would be treated and disposed of with individual
septic tank - drainfield systems in this alternative. Each
of the four lots that will have offices would have separate
septic tank - drainfield systems.

sewer system to a package treatment plant and pumping
the plant effluent into a community drainfield for final

ECONOMIC COMPARISON
Costs have been estimated for each of the three alternatives over a
50 year design period. These costs include operation, maintenance
and replacement costs, as well as construction costs. It has been
assumed that septic tanks would be pumped every 2 years, and that
mechanica) equipment and drainfield (ines would be replaced after
25 years. Based on these assumptions, average sewage disposal costs
per lot would be the foflowing at present dollar values:

Alternative 2, a sewoge (agoon, would be the least costly alternative.
Alternative 1, with individual septic tanks and drainfields, would be
sightly more expensive than Alternative I because of higher mraintenance
costs. Alternative 3, with a treatment plant and community drainfield,
would be the most costly alternative because of higher construction and
maintenance costs.

ENVIRONMENTAL COMPARISON PLANNING DEPARTfOENT
Sewage effluent would be disposed of by drainfields in Alternatives 1
and 3 and by evaporation and percolation in Alternative 2. The
sewage lagoon of Alternative 2 would creQte odor problems and
would not be aesthically suitable for the project. Alternative 3
would cause some odor and noise problems and may be more likely to
pollute the groundwater with effluent disposal concrentrated in a
community drainfield. Alternative 1 would be the most desirable
alternative in terms of the effect`it would have on the environment.
CONCLUSIONS AND RECOMMENDATIONS
Alternative 2 would be the least costly means of sewage disposal, but
would not be environmentally acceptable for this project. Therefore,
we recommend that Alternative l, with individual septic tanks and
droinfields, be implemented with this project for treatment and disposal
of sewage.
