Planning Commi s sion Recommendation: Approve to Re stricted Industnal
Zone, subiect to the followinq conditions:
A. Conditions:
1, Dedication of the 1Vorth 10' of the advertised property
along Utah Avenue for r/w.
2. Approval of access by the Spokane County Engineer's office,
3. The Director oi Planning shall approve a specific exterior
lighting and signing plan for the advertised property pnor
to installation of such fixtures.(Such plan shall attempt to
confine illuminations to the industnal area with full consi-
deration to acljacent residential properties. )
4, Installation of fire hydrants in accordance with the require-
ments of the 5pokane Valley Fire NIarshal.
5. Installation of a 6' high, solid color, sight-obscuring fence
accepfiable to the Director of Planning along the south and
east boundanes of the advertised parcel.
Note : Section 4.11.120 of the Spokane County Zoning
Ordinance requirES fihat all storage be indoors or within
a six (6) foot sight-obscunng unpierczd fence.
6. All dnveways and parking areas shall be paved or maintained
with an effective dust-controlling solution.
B. Reasons:
1. The adverti sed parcel i s bounded by the Spokane International
tracks and Felts Field to the North and lies on the eastern
edge of the Yardley industnal area,

proval will assure compatibility of the proposal with
residential properties to the south and easte

3. The Commission is of the opinion that the advertised parcel
is seriously disadvantaged for residential development
because of its side yard relationship with the industrial
(storage) area to the west. The subject property fronts on
Utah Avenue whereas the adjoinfng residential properties
front on Elizabeth Road.
C. Additional Comment:
The Commi s sion has serious re servations about allowing the Yardley
industrral distnct ta encroach on the residential properties on
Eli zabeth Road, The Commi s sion i s of the opinion that the remain-
ing propertie s betwee n the industrial area and Elizabeth Road
would not be senously df sadvantaged for residential usage
because of their extreme depth and because of their raar yard re-
lationship with the established fndustrial area.
