Our files indicate that the conditional approval on your preliminary
plat, known as Ponderosa 5th Addition, will expire on December l, 1980.
The Nearing Examiner Committee must consider and a-pprove, in a
public hearing, an application for an Extension of Time if your
preliminary plat is to remain active. The Committee may attach
additional conditions to the plat during the public hearing.
In order to process an Extension of Time, we request that you
complete the attached form and return it no later than October 24,
1980. A fee of $75.00, payable to the Spokane County Treasurer,
must accompany your application to cover the cost of the public
hearing.

FINDINGS AND ORDER
A. INTRODUCTION
This matter having come before the Examiner Committee on November 29, 1979,
and the members of the Committee present being Kenneth Kennedy, Chair-
person, Abby Byrne and John Culler.
B. PROPOSAL
The sponsor, H. Lloyd Phillips, is requesting approval of a preliminary plat
and zone change, PE-1351-79, Ponderosa 5th Addition and ZE-236-79, Agri-
cultural to Single Family Residential for subdivision of 6.19 acres into 17 lots
for single family dwellings and there being present, the following applicant or
representative:

C. FINDINGS OF FACT
1. That the existing land use in the area is agricultural land.
2. That the Comprehensive Plan designates this area as residential usage.
3. That the existing zoning of the property described in the application is
Agricultural.
4. That the provisions of RCW 43.21C (The State Environmenta) Policy Act)
have been complied with.
5. That the proper legal requirements for advertisement of the Agenda Item
have been fulfilled.

6. That the land in this area is suitable for the proposed use, or uses within
the proposed Zone Classification.
7. That the proposed use is compatible with existing uses in the area.
8. The Hearing Examiner Committee finds the proposed use is detrimental to
the general purpose or ofiherwise harmfull to the public health, safety, and
welfare.
9. That the owners of adjacent lands expressed disapproval of the proposed
use.
10. The following are additional findings of fact considered by the Hearing
Examiner Committee:
a) No significant adverse environmental impacts were judged to exist. It
should be noted that the sponsor owns 240 acres adjacent to this
proposal which basically covers the higher ground to the west of the
Ponderosa Subdivisions. Although a declaration of non-significance
has been proposed for this and past Ponderosa plats, the physical
and topographical difference of the sponsor's remaining land would
~ trigger greater impacts concerning the SEPA review process. The
Ponderosa benchland appears to be substantially developed and any
further proposals, particularly concerning the sponsor's additional
property, would probably cause a staff recommendation of a positive
declaration on the environment.

D. SPECIAL CONDITIONS OR CONTIGENCIES APPLICABLE TO THIS
SUBDIVISION APPROVAL:
✓ 1. That the lat be desi nated as indicated on t

✓2. That a statement be placed in the dedication to the effect that no more
than one dwelling structure be placed on any one lot, nor shali any lot be
further subdivided for the purposes of creating additional lots or building
sites without filing a replat.
3. That appropriate provision be made that the following described property
be held in trust unti) the continuation of the streets be dedicated or
deeded: A I' strip at the ends or edges of all streets that terminate or
border the plat boundary. (Temporary cul de sacs are required when
streets terminate at the plat boundaries. )
~4. That appropriate street names be indicated.
V15. That appropriate utility easements be indicated on copies of the approved
preliminary plat for distributipn to the Planning Department and the utility
companies. Written approval of the easements by the utility company must
be received prior to the submittal of the final plat.
Z6. That the plan for water facil ities adequate for fi re Protection be aPProved
by the water supplier and fire protection district. Said water plan must
also have been approved by the appropriate health authorities. The health
. authorities, water supplier (purveyor), and fire protection district will
certify, prior to the filing of fihe final plat, on the face of said water plan
that the plan is in conformance with their requirements and will adequately
satisfy their respective needs. Said water plan and certification will be
drafted on a transparency suitable for reproduction.

The purveyor will also certify prior to the filing of the final plat on a
copy of said water plan that appropriate contractual arrangements have
been made with the plat sponsor for construction of the water system, in
accordance with the approved plan, and in accordance with a time
schedule. The time schedule will provide, in any case, for completion of
the water system and inspection by the appropriate health authorities prior
to application for building permits within the plat. The contractual
arrangements will include a provision holding Spokane County and the
purveyor harmless from claims by any lot purchaser refused a building
permit due to the failure of the plat sponsor to satisfactorily complete the
approved water system.
✓ The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and the
local fire district and purveyor will be installed within this plat, and the
subdivider wilt provide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot.
" 7. That a certificate of title be furnished the Plannin9 DePartment Prior to
. the filing of the final plat.
8. That the preliminary plat be given conditional approval to December 1, 1980.
~9. That a declaration of Non-Significance be issued, in accordance with
Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO)
prior to approval, or any approving action in accordance with SCEO
11.15.340.
NOTE: The official file contains an environmental checklist for the
proposal and a staff review of their checklist as required by
WAC 197-10-320.

10. That conditional approval of the plat is given subject to the dedication of
right of way to the public and approval of the road system in the plat by
the County Engineer.
11. That plans, profiles, and cross sections showing proposed street centerline
and curb grades be submitted to the County Engineer for approval prior
to construction and the filing of a final plat.
12. The drainage plans and design calculations showing the grades and
alignment of drainage facilities be submitted to the County Engineer for
approval prior to construction and the filing of a final plat.
13. Construction within the proposed public streets and easements shall be
performed under the direct supervision of a licensed land surveyor, who
shall be responsible for perpetuating all evidence of the location of survey
monuments which may be distrubed during construction and who shall
furnish' the County Engineer with "As Built" plans and a certificate in
. writing that all improvements were installed to the lines and grades shown
on the approved construction plans and that all disturbed monuments have
been replaced.
14_ No construction work is to be performed with the Public Right of Way until
a permifi has been issued by the County Engineer. All work is subject to
inspection and approval by the County Engineer.
15. All construction within the PUblic Right of Way is to be completed prior to
filing the final plat or a bond in the amount estimated by the County
Engineer to cover the cost or constructioii of improvements, construction
certification, "As Built" plaris, aiid monumenting the street centerlines,
shall be filed with the Counfiy Engineer.

PRELIMINARY SUBDIVISION AND ZOiNE RECLASSIFICATION
I. GENERAL INFORMATION
A. Location
West of Schafer Road and the existing Ponderosa developments north of 44th.
More particularly located at 'the northwest corner of Woodruff and Cimmaron.
B. Proposal
- 6.19 acres subdivided into 17 lots for single family use
- Lot frontage = 100 - 110 feet
- Lot size = 15,000 - 16,500 sq. ft.
C. Relatioaship to the Comprehensive Plan
The approved map of the Comprehensive Plan indicates residential usage of this
area, as well as all nearby surrounding lands, with no density designation.
D. Land Use Analysis:
1. Existing Land Uses The proposed site is presently being used as active agricultural land. To the
west, the land is undeveloped and under some active agricultural pursuits.
To the north, Broodmoor Estates exists, containiag lots rangiag from 12,000 to
22,000 sq. ft. in size.
Ponderosa Addition, 2nd, 3rd and 4th Additions, located east of the proposal,
exhibit lots ranging from 15,000 to 22,000 sq. ft. in size. Directly across
Woodruff Road is Ponderosa 4th Addition which was recently approved at the
same densities as this proposal. On the northeast corner of Cimmaron and
Woodruff is the new Ponderosa Elementary School and the proposed County park
site.
South of the proposal is Ponderosa Acres 6th, and 7th Additions. The lot
sizes found in these developments range from 1 to 1~ acres in size.
Located to the southwest is Ponderosa Heights Addition, which contains approx-
imately 11,000 to 12,000 sq. ft. lots.
2. Compatibility with Existing Land Uses
The sponsor is seeking approval on a development calling for 17 single family
lots ranging between 15,000 to 16,500 sq. ft. in size. With the proposed lot
sizes and the intended use upon these lots, it is the staff's feeling that
this would be a compatible and consistent development with the area.

II. SPECIAL INFORMATION
A. Circulation •
The County Road Engineer has examined the proposed preliminary plat of record
and recommended conditioas that would allow for the satisfactory development
of the proposal. ;

B. Sewage Disposal i
~
~
The applicant's engineer has prepared an analysis of alternative sewage dis- ;
posal means; including on-site septic tank disposal, treatment plant and !
sewage lagoon. For economic reasons, and to provide the most realistic
alternative, the applicant's engineer feels on-site septic tanks should be
utilized. The Spokane County Health District has authorized the use of individual ,
on-site sewage systems for each lot within the plat. The plat is situated
over the Spokaae Valley Aquifer and the Health District in their examination
of the possible impact on groundwater quality from this proposal have the
following comments:
Impact Discussion
a. The plat sponsor has proposed 17 lots on 6.19 acres. Each lot is to be
served by a public water system and its individual on-site sewage
disposal system. This raises the question of significance of the impact
on the groundwater in the area and possible alternatives for sewage
disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater,
and the effect of continued urban development in the Spokane River Valley
upon the quality of the groundwater. In summary, he concluded that:
1. In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
2. All the dissolved salts in sewage effluent will be carried to
the groundwater. However, bacteria and detergents
(phosphate portion) are mostly removed by the deep soil layer
above the groundwater and "minor dissolved constituents such as , phosphates, which are known to react with soil particles, or
nitrates, which are taken up by the plant roots," will be less
than the total found in septic tank effluents.
3. The calculated results at the downstream end of groundwater
flow Iine indicate that the maximum range of (dissolved) solids
concentration expected at present (1975) is up to 93 mg/1
(milligrams per liter) above the natural groundwater background
of 155 mg/1. The forecast year 2020 maximum incremental
concentration is 101 mg/1 above the natural background.

- - - The analytical results of the forecast impact of year
2020 when compared with the present impact, both measured in
terms of leachate volume and dissolved solids concentration,
indicate that the present impact on groundwater quality is ~
already a substantial proportion of the ultimate level. ~
. ~
c. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of 1.49 to 1.67 ppm. A projected
incremental increase using Dr. Todd's expected 8.6 percent would result
in a range of 1.61 to 1.81 ppm. Current Federal and State drinking water
standards permit up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the ground- water have the following general characteristics: '
~
1. Collector and central treatment systems discharging to surface ~
waters would require at least tertiary treatment and perhaps more to ~
obtain a permit for the discharge from the Department of Ecology. ~
~
These systems are not currently economically available for this
s
project. 2. Sealed systems, whether individual or community, depend on
evaporation for liquid removal. These systems require more laad ~
area than a conventional subsurface drainfield. Some, such as
lagoons, have safety hazards associated with them and relatively ~
poor community acceptance. Land, installation and operational cost ~
are generally more expensive than those for septic tanks and ,
drainfields. ;
C. Drainage ~
The County Engineer reports that the preliminary storm drainage plan submitted
by the applicant indicates that on-site storm drainage provisioas will
adequately handle surface water runoff. However, final construction plans
should be reviewed and approved by both the County Eagineer and Health
District prior to the final plat filing.
D. Water Supply
The proposal is located within the recorded service area of Washington Water
Power Company.
The District advises the staff that adequate system capacity, and a desire on their part to serve, exists for the provision of water for domestic, fire and
irrigation uses.
E. Fire Protection
The proposal is situated within the recorded service area of Fire District #1.
The Fire District staff requests that the Hearing Examiner Committee require
mains and hydrants of sufficient size for fire protection as a condition of
final plat approval. The District also requests that they be allowed to
review and approve fiaal fire flows and water plans.

F. Schools
Proposal lies within the boundaries of Central Valley #356.
G. Parks
The report "Planning for Parks" (revised 1976) indicates that a 5.0 acre
neighborhood park and a 10.0 acre elementary school would best serve the
interest of the citizens in the area.
H. Unique Environmental Features
None have been indentified.
I. Cultural Resources
None have been indentified.
III. ZONING ANALYSIS
The proposed site is currently zoned Agricultural, as is the property to the west.
Single Family Residential (R-1) zoning has been proposed. R-1 zoning can be found
to the east and north. Agricultural Suburban zoning can be found to the south. To
the southwest, Two Family Residential (R-2) zoning can be found. The proposal as
presented would most appropriately be zoned Single Family Residential (R-1).
IV. ENVIRONMENTAL REVIEW
An Environrnental Checklist was submitted by the sponsor and has been reviewed by
the Planning staff. No significant adverse environmental impacts were judged to
exist. It should be noted that the sponsor owns 240 acres adjacent to this
proposal which basically covers the higher ground to the west of the Ponderosa
Subdivisions. Although a declaration of non-significance has been proposed for
this and past Ponderosa plats,the physical and topographical difference of the
sponsor's remaining land would trigger greater impacts concerning the SEPA review
process. The Ponderosa benchland appears to be substantially developed and any
further proposals, particularly concerning the sponsor's additional property, would
probably cause a staff recocnmendation of a positive declaration on the environment.
Slight adverse environmental impacts were identified on the checklist in the
following categories: earth; air; water; flora; fauna; noise; light and glare;
land use; population; housing; transportation/circulation; public services;
utilities; and energy.
The Planning Director issued a proposed Declaration of Non-Significance, and it was
circulated to other agencies of jurisdiction.
V. CONDITIONS:
If approval is granted, the following conditions are recommended.
1. That the plat be designated as indicated on the preliminary plat of record
and/or attached sheets as noted.
2. That a statement be placed in the dedication to the effect that no more than
one dwelling structure be placed on any one lot, nor shall any lot be further
subdivided for the purposes of creating additional lots or building sites
without filing a replat.

3. That appropriate provision be made that the following described property be ~
held in trust until the continuation of the streets be dedicated or deeded: A ►
1' strip at the ends or edges of all streets that terminate or border the plat '
boundary. (Temporary cul de sacs are required when streets terminate at the plat boundaries.)
4. That appropriate street names be indicated. '
5. That appropriate utility easements be indicated on copies of the approved F
preliminary plat for distribution to the Planning Department and the utility ~
companies. Written approval of the easements by the utility company must be ~
received prior to the submittal of the final plat. ~
. 6. That the plan for water facilities adequate for fire protection be approved by
the water supplier and fire protection district. Said water plan must also
have been approved by the appropriate health authorities. The health
authorities, water supplier (purveyor), and fire protection district will
certify, prior to the filing of the final plat, on the face of said water plan
that the plan is in conformance with their requirements and will adequately
satisfy their respective needs. Said water plan and certification will be
drafted on a transparency suitable for reproduction.
The purveyor will also certify prior to the filing of the final plat on a copy
of said water plan that appropriate contractual arrangements have been made
with the plat sponsor for coastruction of the water system, in accordance with
the approved plaa, aad in accordance with a time schedule. The time schedule
will provide, in any case, for completion of the water system and inspection
by the appropriate health authorities prior to application for building
permits within the plat. The contractual arrangements will include a
provision holding Spokane County and the purveyor harmless from claims by any
lot purchaser refused a building permit due to the failure of the plat sponsor
to satisfactorily complete the approved water system.
The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and the local
fire district and purveyor will be installed within this plat, and the
subdivider will provide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot.
7. That a certificate of title be furnished the Planning Department prior to the
filing of the final plat.
8. That the preliminary plat be given conditional approval to December 1, 1980.
9. That a declaration of Non-Significance be issued, in accordance with
Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO) prior
to approval, or any approving action in accordance with SCEO 11.15.340. '
NOTE: The official file contains an environmental checklist for the
proposal and a staff review of their checklist as required by
.WAC 197-10-320.
10. That conditional approval of the plat is given subject to the dedication of
right of way to the public and approval of the road system in the plat by the
County Engineer.

~ 11. That plans, profiles, and cross sections showing proposed street centerline
and curb grades be submitted to the County Engineer for approval prior to
construction and the filing of a final plat.
12. The drainage plans and design calculations showing the grades and alignment of
drainage facilities be submitted to the County Engineer for approval prior to
construction and the filing of a final plat.
13. Construction within the proposed public streets and easements shall be
performed under the direct supervision of a licensed land surveyor, who shall
be responsible for perpetuating all evidence of the locatioa of survey
monuments which may be distrubed during construction and who shall furnish the
County Engineer with "As Built" plans and a certificate in writing that all
improvements were installed to the lines and grades shown on the approved
construction plans and that all disturbed monuments have been replaced.
14. No construction work is to be performed with the Public Right of Way uatil a
permit has been issued by the County Engineer. All work is subject to
inspection and approval by the County Engineer.
15. All construction within the Public Right of Way is to be completed prior to
filing the final plat or a bond in the amount estimated by the County Engineer
to cover the cost or construction of improvements, construction certification,
"As Built" plans, and monumenting the street centerlines, shall be filed with
the County Engineer.
16. Existing County roads providing direct access to the plat shall be paved and
curbed to the standards of the County Engineer; curbed on plat side of road.

20. That each lot be authorized for the use of individual on-site sewage disposal
systems.
21. Prior to filing of the final plat, the sponsor shall present evidence that the
plat lies within the recorded service area of the proposed water district.
Special Conditions
22. That the provisions of SEPA'S NOTICE OF ACTION pursuant to 43.21C.080 RCW and
the Board of County Commissioner's Resolution No. 77-1392 be accomplished by
the project applicant within thirty (30) days of formal action by the Hearing
Examiner Committee, with regard to the preliminary plat approval; as
instructed by the Planning Department staff.

the project sponsor to new conditions required by Reviewing Agencies.
26. That the Hearing Examiner Committee sustain the issuance of a proposed

PONDEROSA FIFTH ADDITION
I. BACKGROUfUD
6. Proposal to subdivide 6.19 acres into 17 lots for single family houses
with an accompanying zone change from Agricultural to R-1 Single .Family
Residential. Public water and power will be furnished with sewage handled
individually on-site. Frontage to each lot will be provided from Woodruff
Rd., an existing County right-of-way.
7. The site is located in the Ponderosa area of the Spokane Valley, northwest
of the intersection of Woodruff Rd. and Cimmaron Dr. The presently vacant
and relatively flat site has been utilized for hay production. A small
drainage channel is situated to the west of this proposal, however it does
approach close to the northwest corner of this site.
9. Hearing Examiner platting and zoning approval; County's final plat approvals;
Fire District and Utility Company's plat acceptance; Building Permit approvals;
Health District individual on-site sewage disposal permits.
II. ENVIRONMENTAL IMPACTS
l.b.Construction (ie:houses, driveway, walks) will result in impervious surface.
e.Disruption of existing soil covering during construction could result in a
slight increase in wind and water erosion on the site. Final individual
landscape plans will mitigate this situation.
2.a.A slight increase in air emissions of dust and spent fossil fuels could
occur during contruction. When completed the potential source of air
emissions would be from increased automobile traffic and fireplace activity.
3.b.Creation of impervious surfaces will alter absorption rates and site specific
drainage patterns from what currently exists or occurs. Drywells and final land-
scape plans will handle the new situation. Should the existing drainage ditch
cross a platted lot, it will be protected by a non-buildable/obstruction easement.
h.Individual on-site sewage disposal systems and drywells will be utilized and
could have a slight effect on ground water quality (refer.'208'Study).

i.Public water will be used but the usage will not significantly reduce
supplies.
4.a.& d. The site is void of any flora except for hay stubble. The site
has in the past been used for agricultural production and this develop-
ment could be viewed as reducing acreage used for agriculural proposes.
c.New species of flora, such as grass,shrubs,and trees will be introduced
to the site as a result of landscaping plans.
5.a.Existing fauna, primarily the rodent variety, could be impacted by this
development.
c.New species, primarily household pets and wild birds, would be introduced
to the site.
6.a.Noise levels normally associated with residential activities can be expected
and would represent an increase when compared to noise levels associated
with a vacant field.
7.a.Light and glare usually produced by household lights, automobile lights,
and glass reflections are anticipated.
8.a.The site is currently vacant and has in the past been used for minor
agriculural pursuits. The land use of this site will be changed to
residential with the construction of 17 new houses. Surrounding land uses
are primarily residential.
9.a.& b. Fossil fuels will be consumed both during and after constuction. How-
ever, this consumption will represent only a minimal increase in the
rate of current usage and will not in and of itself have a depleting effect
on supplies. Water and wood will be utilized, however their rate of usage
should not increase.
11. Seventeen new households will be attracted to this area by the new housing
and tivill result in an overall population increase of approximately 34 to 60
people. Since surrounding areas are predominately residential the population
distribution is not expected to be altered by this proposal.
12. The proposal will add 17 additional single family homes to the Real Estate
market. However this is not expected to create a demand for additional
housing.
13.a.,c.&d.The proposal will result in additional vehicular movement to, from,
and around the 17 new houses.

b..Parking will be required for the new houses and will be handled off-street.
f.The addition of people and vehicles to any area can be expected to cause a
slight increase in the potential for traffic accidents.
14.a.&b.Seventeen new houses and families will slightly increase the protection
area for both the Sheriff and Fire Districts.
c.,d.&f.The increase in people, property, and land will demand some public
services, however this demand will not cause any signifcant additions or
alternations to existing services.
15.b.The new houses and families will consume both electricity and fossil fuels.
That consumption, by itself, will not require the development of new sources
of energy.
16. In all instances, this housing project will require these utilities as new or
in an altered form, however not to a substantial degree in this case.

• 2. Topography, soils and water:
a. This project lies in a relatieely flat area adjacent to Woodruff Road.
Local clra,inage ways are sianificant. It is located over the
Spokane Valley Aquifer.
b. Surface soils are classed as Phoebe, sandy loa.m, with 0 to 5% slopes.
They have a septic tank filter field limitationof slight with possible
contami.nation of groundwater. c. Geologically the soils are glaciofluvial deposits; stream la,id sand and
gravel; includes some undifferentiated glacial deposits.. The lower
terrace remnants have probably been reworked by streams. These geologic
structures yield moderate to very large amounts of water.

d. The data from recorded public and private wells in the area shows the
wells are 60 to 485 feet deep and have static water levels varyine
from 30 to 165 feet below the surface. The total nitrogenlevel
was 1.67 ppan. The Washington Water Power Company has indicated
that it can supply domestic use water for the plat upon completion
of agreementswith the developer.
3. Impact Discussion:
a. This proposed subdivision, PONDII30SA FIk'TH ADDITION, would create
17 lots encompassing an area of approximately 6.19 acxes in the
Chester vicinity southeast of Spokane proper.
b. In the course of the conduct of Army Corps study, nr. Todd considered
typical soils, natural and sewage disposal recharee to the groundwater,
and the effect of continued urban development in the Spokane River
Valley upon the qua.lity of the groundwater. In summary, he concluded
that :
(1) In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
(2) All dissolved salts in sewage effluent will be carried to the
groundwater. However, bacteria and detergents (phosphate portion)
are mostly removed by the deep soil la,yer above the groundwater
and "minor dissolved constituents such as phosphates, which are
known to react with soil particles, or nitrates, which are taken
up by plant roots" will be less than the total found in septic
tank effluents.
(3) "The calculated results at the downstream end of groundwater
flow line indica.te that the maximum range of (dissolved) solids
concentration expect at present (1975) is up to 93 mg/1
(milligrams per liter) above the natural background. "---"The
analytical results of the forecast impact of year 2020 when com-
pared with the present impact, both measured in terms of leachmte
volume and dissolved solids concentration, indicate that the
present impact on groundwater quality is alreaay a substantiaZ
proportion of the ultimate level."
c. Currently, results o#' chemical analysis show the total nitrogen content
of the groundwater as in the range of 1.49 to 1.67 ppm. A pro,jected
incremental increase using Dr. Todd's expected 8.6 percent would
result in ranges of 1.61 ppm. to 1.81 ppm. Current Federal and State
drinking water standards permit up to 10 ppm.

4. Recommend that:
a. The final pla.t shall be designed as indicated on the preliminary plat
of record and/or attached sheets as noted.
b. Appropriate utility easements shall be indicated on copies of the
preliminary plat of record for distribution by the Planning Department
to the utility companies, County Engineer, and Spokane County Health
District. Written approval of the easement by the utility company
must be received prior to the submittal of the final plat. (Note:
The first sentence is superfluous if the easements are shown on the
preliminary map as required by Ordinance Chapters 5 and 6.)
c. The dedicatory language of the plat will state that each lot is authorized
the use of a,n individual on-site sewage disposal system.
d. Prior to filing of the final plat, the sponsor shall present evidence
that the plat lies within the recorded service area of the water system
' proposed to serve the plat. The dedicatory language on the plat shall
state: "Use of private wells and water systems is prohibited."
e. A plan for water facilities adequate for domestic use, domestic irr-
igation use, and fire protection use shal.l be approved by the water
supplier. Sa,id water plan must have been approved by the fire pro-
tection district and the appropriate heal.th authorities. 2'Ybe health
authorities, water supplier, (purveyor), and fixe protection clist?^ict
will certify, prior to the filing of the fa,nal plat, on the face of
said water plan that the p1.an is in conformance with their requirements
and will adequately satisfy their respective needs. Said water pl.an
and certification will be drafted on a transparency suitable for
reproduction.
f. The purveyor will also certify prior to the fil.ing of the final pl.a.t
on a copy of said water plan that appropriate contractual arraneements
have been made with the plat sponsor for construction of the water
system, in accorda.nce with the approved plan, and in accoxdance with
a time schedul,e. The timP scedule Frill provide, in any case, for
completion of the water system and inspection by the appropriate health
authorities prior to application for building pexmits within the
plat. The contractual arrangements w:ill include a provision holding
Spokane County, Spokane County Health District and the purveyor
harm]oess from clair:is by any lot purchaser xefused a building permit
due to the failure of the plat sponsor to satisfactori.ly complete
the approved water system.

17 lots encompassing an area of approximately 6.19 acres in the Chester J

The parcel lies immediately west and northwest of the Ponderosa TMENT
Elementary School along Woodruff Road. More particularly the parcel
lies in the E 1/2 of Section 32, Township 25 North, Range 44 East, Willamette
Meridian, Spokane County, Washington. The lots will range in size from
approximately 15,000 sq. feet to 16,500 sq. feet. Public water will be provided to the 17 lots by the Washington Water
Power for domestic and fire protection use. No private wells are found
within 100 feet of the proposal.
Generally, the property lies across a relatively flat terrace con-
stituting the easterly extremity of a meadow. The property is presently
vacant but has been utilized in the recent past as a dry land farming
tract. A local drainage ditch traverses the westerly margin of the meadow
in a south to north direction through a lower swale. The majority of thi,s ditch
lies several hundred feet west of the proposed subdivision, however it
does approach the northwest corner of this proposal. Slopes on the parcel
range from 1% to 6°6.
The soil developed on this tract is a sandy to silty material derived,
in part, f rom the gneissic to locally schistose rocks seen on either side
of the valley. The United States Department of Agriculture, Soil Conservation
Service, Soil Survey Report refers to the soils as Pheobe sandy loam,
0-5% slopes (PsA) and Marble sandy loam, 0-8/ slopes (P1c6).
The Phoebe soils are a well drained, moderately coarse textured soil
on nearly level to moderately steep outwash terraces. They are formed
in a sandy glacial outwash mixed with loess and volcanic ash. They are
typified by moderately rapid permeabilities.
The Marble soils are an excessively drained, loamy sand to loamy coarse
sand formed in sandy outwashes. They are typified by moderately rapid
permeabilities.

The Phoebe and Marble soils have "slight" limitations for septic tank
filter fields due to the possibilty of contamination of groundwater and
"severe" limitations for sewer lagoons due to excessive permeabilities.
Alternate sewage systems are as follows:
(1) INDIVIDUAL ON-SITE TANK AND DRAINFIELD - This system is composed
of two basi c parts :
A. Septic Tank. A water tight, covered receptacle designed and con-
structed to receive the discharge of sewage, separate the solids from the
liquid, anearobically digest organic matter and store digested solids
through a period of detention, and allow the clarified liquids to discharge
for final disposal.*
B. Drainfield. The structure which distributes septic tank effluent
to the surrounding soil, where it is further treated and dispersed through
percolation, evaporation and transpiration.
The advantages of this system include:
A. They usually require only gravity to work hydraulically.
B. Anearobic decomposition is a natural process requiring no additional
power usage.
C An extensive collection system is not required.
D. The entire system is underground, requires little maintenance
and presents no odor and sight problems.
The disadvantages of this system include:
A. Septic systems are usually maintained only when they malfunction.
This could destroy the capabilities of the drainfield.
B. Nitrates move readily through most soils. Since a septic tank
does not remove all nitrate, it might find its way to the Spokane
Valley Aquifer.
(2) COMMUNITY TREATMENT PLANT AND DRAINFIELD - This system would contain
three basic parts:
A. Collection System. Service lines would connect each house with
an eight inch gravity sewer main. The sewer main would have manholes
located as required. The sewer main would empty into a package treatment
plant.
B. Package Treatment Plant. This would utilize the activated sludge
process and would be equipped with a clarifinr. Treated effluent would
then go to a lift station and would be pumped into the drainfield. The
lift station would act as a dosing tank.
C. Community Drainfield. The subc+ivision would produce about 6300
gallons of effluent per day, which would require about 20,000 sq, feet
of area.

The advantages of this system include:
A. A higher quality effluent would be produced than could be obtained
from septic tanks.
B. The system would be maintained by a certified operator which
would insure a propPrly functioning plant.
The disadvantages of the system include:
A. A higher initial installation cost for the coilection system.
B. Aoproximately 1/2 acre set aside for a treatment plant and
drainfield site.
C. Higher operation anci maintenance costs.
(3) COMMUUITY SEPTIC TANK AND DRAINFIELD - This system would contain
three basic parts:
A. Collection System. Service lines from each house would connect to
an eight inch gravity sewer main. The sewer main would have manholes
located as required. The sewer main would empty into community septic
tank.
B. Community Septic Tank. This would be a large tank designed to handle
effluent from all lots on the subdivision. Effluent would go from
the septic tank to either a dosing tank or lift station, which would
discharge to the drainfield.
C. Community Orainfield. Annroximately 20,000 square feet would be
required for the drainfielci, includino replacement area.
The advantagQs of this system include:
A. The system would be maintained by a certified operator, which would
assure prooer functioning nf the system.
The disadvantaaes of the system would include:
A. A higher installation cost for the collection system.
B. Approximately 112 acre would have to be set aside for the septic
tank and c'rainfield.
C. The system would need constant maintenance and would require additional
cost due to 7ower consumption for the lift station.
After review of the above alternative treatment systems, the most feasible
system appears to be on-site individual septic tanks and drainfields.

Our files indicate that the conditional approval on your preliminary
plat, known as Ponderosa 5th Addition, will expire on December 1, 1980.
The Hearing Examiner Committee must consider and approve, in a
public hearing, an application for an Extension of Time if your
preliminary plat is to rernain active. The Committee may attach
additional conditions to the plat during the public hearing.
