more precisely described in the plat dedication, on the recommendation
of the Spokane County Hearing Examiner Committee, be, and the same hereby
is approved, with the exception that the public rights of way dedicated
in this plat will not be established for maintenance purposes until the
County Engineer has certified that the roads have been improved to County
standards and approved by a separate resolution of the Board of County
Commissioners.

Recommendations are as circled.
(1) Pursuant to the Boa rd of County Commissioners Resolution No. 80-0418, the
use of on-site sewer disposal systems is hereby authorized. This authoriza-
tion is conditioned on compliance with all rules and regulations of the
Spokane County Health District and is further conditioned and subject to
specific application approval and issuance of permits by the Health District.
Q The owner, his heirs or successors shall join and participate in any peti-
tion or resolution which purpose is the formation of a utility local im-
provement district (ULID) pursuant to RCW Chapter 36.94, as amended. The
owner, his heirs and successors shall further agree not to oppose or pro-
test any legal assessments for any utility local improvement district (ULID)
established pursuant to RCW Chapter 36.94, as amended.
(3) Any water service for this project shall be provided in accordance with the
Coordinated Water System Plan for Spokane County.
(4) There are no recommendations concerning the method of sewage disposal as the
project is outside of the 201 sewer study area.
(5) Water service as approved by the Spokane County Health District and/or the
Washington State Department of Social and Health Services.
(6) Each dwelling unit shall be double plumbed for connection to future area-
wide collection systems.
(7) A dry sewer connection to the future North Spokane Sewerage System is to be
constructed. Plans and specifications for the dry sewer connection are to
be reviewed and approved by the Utilities Department prior to construction.
(8) Located within the Critical Water Supply Service Area but not within any
purveyor's district. May be serviced by an individual well owned and oper-
ated by lot owner.

No eassments are required by the Trentwood Irrigation
District at this time.
No contractual arrangements are necessary for constru-
tion of water sgstem as the system has already been
ins talled .
However, this doe s not rule out any future requirements
for possible easements or future improvementg of present
water sys tem.
The subdivider will provide for indinidual domestic
water sernice as well as fire protection -to each lot
prior to sale of each lot.

2. Topography, Soils, and Water:
a. This project lies in a relatively flat area in Trentwood. Local
drainage ways are insignificant. It is located over the Spokane
Valley Aquifer.
b. Surface soils are classed as Garrison gravelly loam with 0 to 5%
slopes. They have a septic tank filter field limitation of slight
with possible contamination of groundwater.
c. Geologically, the soils are glaciofluvial deposits; stream-laid sand
~ and gravel; contains some boulders in places; includes some undiffer-
~ entiated glacial deposits. The lower terrace remnants have probably
been reworked by streams. These geologic structures yfeld moderate
to very large amounts of water.

d. The data from three "208" study wells in the area shows the
highest total nitrogen level to be 6.7 ppm. The Trentwood Water
District has indicated that it can supply domestic use water for
the plat upon completion of agreements with the developer.
3. Impact discussion:
a. The plat sponsor has proposed three lots on .95 acres. Each lot
is to be served by a public water system and its individual on-
site sewage disposal system. This raises the question of signifi-
cance of the impact on the groundwater in the area and possible
alternatives for sewage disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd
considered typical soils, natural and sewage disposal recharge
to the groundwater, and the effect of continued urban development
in the Spokane River Valley upon the quality of the groundwater.
In summary, he concluded that:
(1) In normal precipitation qears, subsurface disposal of
sewage treatment effluent does reach and recharge the
groundwater.
(2) All dissolved salts in sewage effluent will be carried
to the groundwater. However, bacteria and detergents
(phosphate portion) are mostly removed by the deep soil
layer above the groundwater and "minor dissolved consti-
tuents such as phosphates, which are known to react with
soil particles, or nitrates, which are taken up by plant
roots" will be less than the total found in septic tank
effluents.
(3) "The calculated results at the downstream end of ground-
water flow line indicate that the rnaximum range of
(dissolved) solids concentration expected at present
(1975) is up to 93 mg/1 (milligrams per liter) above the
natural groundwater background of 155 mg/1. The forecast
qear 2020 maximum incremental concentration is 101 mg/1
above the natural background."---"The analqtical results
of the forecast impact of year 2020 when compared with
?the present impact, both measured in terms of leachate
volume and dissolved solids concentration, indicate that
the present impact on groundwater quality is already a
substantial proportion of the ultimate level."
c. Currently, results of chemical analysis show the total nitrogen
content of the groundwater as in the range of 1.1 to 6.7 ppm. A
' projected incremental increase using Dr. Todd's expected 8.6 percent
would result in ranges 1.2 ppm. to 7.3 ppm. Current Federal and
State drinking water standards permit up to 10 ppm.

d. Alternative sewage dfsposal methods that would not recharge the
groundwater have the following general characteristics:
(1) Collector and central treatment systems discharging to
~ surface waters would require at least tertiary treatment
and perfiaps more to obtain a permit for the discharge
from the Department of Ecology. These systems are not
currently economically available for this project.
(2) Sealed systems, whether individual or community, depend
on evaporation for liquid removal. Some, such as la-
goons, have safety fiazards associated with them and
relatively poor community acceptance.
4. Recommend that:
a. A public water system including fire flows serve each lot prior to
sale of tfie lot.
b. Each lot be authorized the use of an indfvidual on-site sewage
system,
c. An on-site sewage management system be created and approved by this
office prior to the signing of the final plat if more than a total
of tfiree (3) dwelling units are authorized within the plat.
d. The final plat shall be designed as indicated on the preliminary
plat of record and/or attached sheets as noted.
e. Appropriate utility easements shall be indicated on copies o£ the pre-
liminary plat of record for distribution by the Planning Department
to the utility companies, County Engineer and Spokane County Health
District. Written approval of the easements by the utility must be
received prior to the submittal of the final plat.
(Note: The first sentence is superfluous if the easements are shown
on the preliminary map as required by Ordinance Chapters S and 6.)
f. Drainage plans and design calculations showing the grades and align-
ment of drainage facilities shall be submitted to the County Engineer
and Spokane County Health District for approval prior to construction
and the £iling of the final plat.
g. The dedicatory language of the plat will state that each lot is
authorized the use of an individual on-site sewage disposal system.
h. Prior to filing o£ the final plat, the sponsor shall present evidence
that the plat lies wihtin the recorded service area of the water system
proposed to serve the plat. The dedicatory language on the plat shall
state: "Use of private wells and water systems is prohibited."

i. A plan for water facilities adequate for domestic use, domestic
irrigation use and fire protection use shall be approved by the
water supplier. Said water plan must have been approved by the
f ire protection district and the appropriate health authorities.
The health authorities, water supplier (purveyor), and fire
prorection district will certify, prior to the filing of the
final plat, on the face of said water plan that the plan is
in conformance with their requirements and will adequately satisfy
their respective needs. Said water plan and certification will
be drafted on a transparency suitable for reproduction.
J. The purveyor will also certify prior to the filing of the ffnal
plat on a copy of said water plan that appropriate contractual
arrangements have been made with the plat sponsor for construction
of the water system, in accordance with the approved plan, and in
accordance with a time schedule. The time schedule will provide,
in any case, for completion of the water system and inspection
by the appropriate health authorities prior to application for
building permits within the plat. The contractual arrangements
will include a provision holding Spokane County, Spokane County
Health District and the purveyor harmless from claims by any lot
purchaser refused a building permit due to the failure of the plat
sponsor to satisfactorily complete the approved water system.
k. The plat dedication will contain a statement to the effect that:
"The public water system as approved by County and State health
authorities and the local fire district and purveyor will be
installed within this plat, and the subdivider will provide for
individual domestic water service as well as fire protection to
each lot prior to sale of each lot."
1. Prior to filing the final plat, the sponsor shall certify that
the sewage system serving the existing dwelling on L1, B1 is
wholly contained within said lot.

Dear S teve :
The plat of Topsie's Addition was ready for finilization
during the fall of 1950. The expiration date for prelimi-
nary approval was December 1, 1980e At that time the
only remaining condition to be met prior to recording of
the plat was the payment of the real estate taxes. However,
the plat sponsor, Patt Schmidt, did not have the funds to
pay the taxes at that time. Due to the poor real estate
market she neither cotild raise the funds to pay the taxes,
nor could she expect to be able to sell the lots in a
reasonable time to recoup her expenses. Therefore, the plat
was not finalized. During the spring of 19$1 you advised me
that she could still finalize the plat if she hurried up and
p ai d the taxe s, even though the plat hitd exp ire d and no time
pxtension had beEn requested. However, she was still unable
to raise the necessary funds.
On August 3, 1981, Jim McGuffin of Tupper, Inc., requested that
I find out what would be required to resurrect this plat and
finalize it. They would now be in a position to pay the taxes
and record the plat. Therefore, I respectfully request your
consideration in this matter in hopes that this plat may be
finalized without further delay or expense.

T. GENERAL INFORMATION
A. Location
The proposal is located in the Spokane Valley, more specifically, located on
the southeast corner of Rich and Silas Roads.
B. Proposal
- .95 acres subdivided into 3 lots for single family use
- Lot frontage = 80 feet
- Lot size = 11,000 sq. ft., Lot 1 19,460 sq. ft.
C. Relationship to the Comprehensive Plan
The approved map of the Comprehensive Plan indicates residential usage of this
area, as well as all nearby surrounding lands, with no density designation.
D. Land Use Analysis:
1. Existing Land Uses
The proposed site is currently utilized for a single family home and pasture.
To the north of the proposal are single family residential uses on a variety
of lot sizes,in addition there are scattered areas for pasture and mobile
homes. Adjacent to the proposal to the east is a single family home and
mobile home. The surrounding area is similar to that as found to the north as
are areas to the south and west of the proposal. Generally, lot sizes of
10,000 to 13,000 sq. ft. are found in the immediate area. Some lots are
larger and some as small as 7,500 sq. ft.
2. Compatibility with Existing Land Uses
The proposal appears to be compatible with existing lot sizes and uses in the
area. ,
II. SPECIAL INFORMATION
A. Circulation
The County Road Engineer has examined the proposed preliminary plat of record
and recommended conditions for the satisfactorv development of the proposal.

B. Sewage Disposal
The applicant's engineer has prepared an analysis of alternative sewage dis-
posal means; including on-site septic tank disposal, treatment plant and
sewage lagooa. For economic reasons, and to provide the most realistic
alternative, the applicant's engineer feels on-site septic tanks should be
utilized.
The Spokane County Health District has authorized the use of individual
on-site sewage systems for each lot within the plat. The District states that
an on-site sewage managemeat system should be created and approved by their
office prior to the signing of the final plat if more than a total of 3
dweZling units are authori2ed within the plat. The plat is situated over the
Spokaae Valley Aquifer and the Health District in their examination of the
possible impact on groundwater quality from this proposal have the following
comments:
Impact Discussion
a. The plat sponsor has proposed 3 lots on .95 acres. Each lot is to be
served by a public caater system and its individual on-site sewage
disposal system. This raises the question of significance of the impact
on the groundwater in the area and possible alternatives for sewage
disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater,
and the effect of continued urban development in the Spokane River Valley
upon the quality of the groundwater. In summary, he concluded that:
1. In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
2. All the dissolved salts in sewage effluent will be carried to
the groundwater. However, bacteria and detergents
(phosphate portion) are mostly removed by the deep soil layer
above the groundwater and "minor dissolved constituents such as
phosphates, which are known to react with soil particles, or
nitrates, which are taken up by the plant roots," will be less
than the total found in septic taak effluents.
3. The calculated results at the downstream end of groundwater
, flow line indicate that the maximum range of (dissolved) solids
concentration expected at present (1975) is up to 93 mg/1
(milligrams per liter) above the natural groundwater background
of 155 mg/1. The forecast year 2020 maximum incremental
concentration is 101 mg/1 above the natural background.
- - - The analytical results of the forecast impact of year
2020 when compared with the present impact, both measured in
terms of leachate volume and dissolved solids concentration,
indicate that the present impact on groundwater quality is
already a substantial proportion of the ultimate level.

c. Currently, results of chemical analysis show the total nitrogen content
of the groundwater as in the range of 1.1 to 6.7 ppm. A projected
incremental iacrease using Dr. Todd's expected 8.6 percent would result
in a range of 1.2 to 7.3 ppm. Current Federal and State drinking water
standards permit up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the ground-
water have the following general characteristics:
2. Collector and central treatcnent systems discharging to surface
waters would require at least tertiary treatment and perhaps more to
obtain a permit for the discharge frocn the Department of Ecology.
These systems are not currently economically available for this
project.
2. Sealed systems, whether individual or community, depend on
evaporation for liquid removal. These systems require more land
area than a conventional subsurface drainfield. Some, such as
lagoons, have safety hazards associated with them and relatively
poor community acceptance. Land, installation and operational cost
are generally more expensive than those for septic tanks and
drainfields.
C. Draina &e
The County Engineer reports that the preliminary storm drainage plan subroitted
by the applicant indicates that on-site storm drainage provisions will
adequately handle surface water runoff. However, final construction plans
should be reviewed and approved by both the County Engineer and Health
District prior to the final plat filing.
D. Water Supply
The proposal is located within the recorded service area of Trentwood
Irrigation District #3.
The District advises the staff that adequate system capacity, and a desire on
their part to serve, exists for the provision of water for domestic, fire and
irrigation uses. E. Fire Protection
The proposal is situated within the recorded service area of Fire District #1.
The Fire District staff requests that the Hearing Examiner Committee require
mains and hydrants of sufficient size for fire protection as a condition of
final plat approval. The District also requests that they be allowed to
review and approve final fire flows and water plans.
F. Schools
Proposal lies within the boundaries of East Valley School District #361.

The report "Planning for Parks" (revised 1976) indicates the eventual aeed for
a 7 acre neighborhood park in the vicinity of McDonald Road and Wellesley.
H. Unique Environmental Features
None have been indentified.
I. Cultural Resources
None have been indentified.
III. ZONING ANALYSIS
The proposal is currently zoned Agricultural as is the property to the north and
east of the proposal. To the west of the proposal is also Agricultural,with
Multiple Family Suburban and Residential Mobile Home zoning to the southwest.
Single Family Residential zoning is found to the north in more recently approved
subdivisions of Eva Addition and Eva First Addition and Clarks Subdivision. Given
the lot sizes and uses proposed, the most appropriate zone would be Single Family
Resideatial (R-1).
IV. ENVIRONr1ENTAI. REVIEW
An Environmental Checklist was submitted by the spoasor and has been reviewed by
the Planning staff. No significant adverse environmental impacts were judged to
exist.
Slight adverse environmental impacts were identified oa the checklist in the
following categories: earth; air; water; flora; fauna; noise; light and glare;
land use; population; housing; transportation/circulation; public services;
utilities; and energy.
The Plan.ning Director issued a proposed Declaration of Non-Significance, and it was
circulated to other agencies of jurisdiction.
V. CONDITIONS:
If approval is granted, the following conditions are recommended.
1. That the plat be designated as indicated on the preliminary plat of record

Since there is no central sewage disposal system available
for this area, the possible alternatives for the two new lots
created by this plat are:
l. A sealed system such as a lagoon.
2. Collector and central treatment system.
3. Individual septic tank and drain field system.
The area available in these two small lots is completely
inadequate for the construction of a lagoon or other evaporation
system.
There is no tertiary treatment system presently available
which can be economically justified for serving two residential
lots.
The septic tank and drain field system is the only practical
system available for these two lots.
