1. The property is situated on tne soutn side of IVlain Avenua and adjoins
commercial propartifz~s ironting on Spragua Avenut. The Commission is
of tha opinion that the site provides an appropnate butfer betwaen the
commercial area and thc: re sidantial neighborhood to the north.
2. Trie site has reasonabla proXimity to shopping and community service s.
3, The Commissfon is oi the opinion that thz conditions of approval will
snake. the project rnore compatfble wfth surrounding residzntial uses by
r~quiring proper landscapinS and paved parking areas. Ia addition,
the project i s re strictad to four fourplex structures and two storie s in
height. Tha proposal is desfgned to be compatible with surrounding
residential developrnent, transportation and utilfty services, and,
therefore, would not hava an appreciabla effect on continued human
occupancy and devalopmant o€ the area.
4. Tiie site fs situatad wifhin the urbanizing area. The vone change
proposal would not have any yreater eafect upon the topoyraphy,
geology, biological and botanical c,iaracteristics, atmospheric and
aquatic conditions, ar.d other natural uevelopment than tha uses
allowed in the praseiit residential zone classification. The Gommission,
therefore, concludes that an environmontal irnpact statement is not
