CONDITIONS:
1. Dedication and improvement to Spokane County standards of the South

REASONS INCLUDING EtiTVIRONMENTAL ASSESSMENT:
l. The advertised property is situated between Sprague Avenue and the
Milwaukee Railroad tracks. The Planning Commission has been approvifig
reque sts for Commercial_ Zoning in accordance with the Comprehensive
Plan which indicates that the strip between Sprague Avenue and the
Milwaukee Road tracks is appropriate for commercial-type development.
2. Tne Commission notes that the project will be compatible witn surround-
ing land uses, transportation facilities and utility services and would
have no appreciable effect on continued human development of the area.
3. The site is situated within an urbanizing area. The zone change proposal
would not have any greater effect upon tne topography, geoloyy, biologi-
cal and botanical characteristics, atmospheric conclitions, aquatic condi-
tions and other natural development than the uses allowed in the area. The
Commission, therefore, concludes that an environmental impact statement
is not required for the project.
