Gen t lemen :
The undersigned represents "Skip" P. Dahlen, Route 1, Colbert, Wash-
, ington, and Notice of Appeal-is hereby given from the reconuoendation
of the Planning Commission of Spokane County on March 8, 1974 to the
Board of County Commissioners, wherein the Planning Commission recom-
mends an amendment to Title IV ot the Zoning Ordinance of Spokane
County. The recvnBnended amendments provide for the inclusion of
health clubs, spas, tennis clubs and other similar facilities in a
Residential Office Zone classification, providing for said uses as
conditional land uses and further providing a fee of $50.00 from
any applicant seeking such conditional land use permits.
This appeal is taken to demonstrate to the Board of County Conunis-
sioners that limiting a tennis club to a Residential Off ice Zone
would be undu ly restrictive and not in the pub lic interest and
that such amendment wouid in effect limit tennis clubs to commer-
cial and Residential Office zoning. A tennis c lub and its related
facilities is compatib le with the uses permitted under Section 4.
24.300 of the County Zoning Ordinance, Parts A and B thereof, and
ft is respectfully recommended that Section 4.24.300 be amended to
inc lude as a conditional use "tennis clubs" under the conditions
and standards as set forth in Section 4.24.340.
Would you kindly advise the undersigned of the time fixed for the
hearing of this appeal, at which time the appellant and his counsel
intend to be present to present testimony in furtherance of this
appeal.

1. Amendment to General Comprehensive Plan
A hearing to consider an amendment to the General Comprehensive Plan identifying
within the Land Use Element of the Text Portion of the Comprehensive Plan a
category of low density single family residential land use. It is contemplated
that such category would prescribe a residential density of one dwelling unit per
one and one-half acre (1-112 acre) and would provide for such agricultural and
other uses as might be compatible with the principal use.
The amendment would a1 so designate an initial area deemed suitable for such
land use category consistent with the map submitted by the Otis Orchards Zoning
Committee and on file in the office of the Spokane County Planning Commission.
The area to be considered lies within an area generally bounded by the Idaho
State Line, the Spokane River, a line approximately 1/4 mile east of and parallel
to Barker Road, and an irregular line north of and along Trent Avenue approximating
the base of the Foothills north of the Spokane Valley.

A hearing to consider and recommend to the Board of County Commissioners an
amendment to the text of the Spokane County Zoning Ordinance, Title IV, to

Planning Commission Action: The Commission agreed that the Resolution
and Map which were recommended bl, the Otis Orchards Zoning Committee be
accepted for consfderation by the Commission, and that the staff be instructed
to advertise for the March hearing an amendment to the General Comprehensive
Plan designating areas suitable for low density (1 1/2 acre) residential develop-
ment and also indicating areas not suitable for such low density development
consistent with the resolution and map aubmitted by the Otis Orchards Zoning
Committee. (Motion carried unanimously. )

In accordance with Items Number 2 and 3 of the Otis Orchards Zoning Committee's
resolution, the Commission indicated that it would acfi on the request to establish
the R1-S Zone after it had avted on the recommended change to the Comprehensive
Plan. Property owners who wish to have their property classified in the R1-o'
Zone and whose properties had not been so aesignated on the Otis Committee's
map should notify the Commission offices in writing within the next month.

requested the Commission to reconsider a previous uone Change application

east of Pines Road, which was originally proposed for apartments; also
to clarify whether or not the present proposed use could be considered
as a Conditional Use Permit in the Residontial Office Zone which use is
sornewhere between the Luropean Health Spa and the Walley Tennis Club,
being neither completely private nor a commercial business. It was the
consensus of 4Ehe Commission to place both the requested Zone Change
and the Ordinance Amendrnent on the March agenda for public hearing.
