First, with respect to the statement that Appleway Toyota would be forced to relocate if it
were unable to expand and enlarge its facility, we would like to make it clear that is not
something Appleway Toyota would consider but rather comes from Toyota itself.
Appleway works for Toyota, not the other way around. If Appleway Toyota cannot
expand, its options are limited. It is also interesting to note that Toyota is the biggest
seller on Auto Row and thereby the Spokane Valley.
The loss of Appleway Toyota to Auto Row will affect all of Auto Row as a whole. If you
relocate Toyota to Liberty Lake or Post Falls, it would enhance the viability of every auto
dealership that currently exists in those areas to the detriment of Auto Row. In short,
Toyota enhances all of Auto Row as it draws new car buyers for all types of automobile
sales from all areas. Currently, Toyota is the most popular brand in the world and has
tremendous drawing capacity with respect to new car sales.
The Staff Report is in error with respect to Paragraph 9, Land Use. Chapter 2, Land Use
2.9.1, Street Connectivity does not apply to Auto Row to residential neighborhoods
and/or other neighborhoods such as the city center. Auto Row is not in the City Center
since Policy LUP-7.1 deals with to improved traffic around and through the "city center"
by extending the street networking creating smaller blocks it is not applicable. Sipple
and First Avenues are not located in the City Center as designated as the Comprehensive
Plan but rather are located in that part designated as an Auto Row overlay classification.

As stated earlier, on Page 8, Chapter 2, Land Use No. 3, Auto Row overlay states:
The City has several new auto dealerships located along Sprague Avenue.
The majority of these dealerships are located between Argonne Road and
Thierman Road... New car dealerships provide the City with substantial
sales tax revenue and can have significant visual impact on a community
and somewhat unique needs related to development standards, such as
signage and street frontage landscape. This scenario recognizes these
circumstances and designates areas as identified above appropriately and
provides policy direction for implementing development regulations.
The appropriate Comprehensive Plan designation is LUP 2.5.2, Auto Row Overlay, and
2.11, Goals and Policy, specifically LUG-5. Automobile dealerships require vast
amounts of land. Any requirement for "creating smaller blocks" for people to get around
"more easily" contradicts and is in conflict with the above cited elements of the
Comprehensive Plan. Therefore, Policy LUP 16.1 is not applicable to Auto Row but is
more applicable to residential development. We are curious as to why the staff neglected
to bring those elements of the Comprehensive Plan to the Plan Commission's attention.
If the car dealerships on Auto Row are not allowed to enlarge and expand as required by
their manufacturers, then the City may very well be faced with a real possibility that
those facilities that currently exist will become vacant and the concrete jungle currently
in existence will only deteriorate further. One need only look at the results of "Home
Base" to understand what could occur.
We have attached to this letter the Site Plan as well as an Elevation Drawing that are
illustrative of what Appleway Toyota is attempting to accomplish. This is the current
state of design and concept for new car dealerships. This is what the applicant wishes to
accomplish through the vacation process. Please note that there is sufficient cross access
between Sprague Avenue and Appleway to accommodate access to the site as well as
allow traffic utilizing Sargent and Vista for cross access as well.
Finally, by enhancing their facility, other dealerships will be forced to follow suit. This
becomes the beginning of the revitalization and remodeling of the entire Auto Row as
contemplated by the City of Spokane Valley's Comprehensive Plan.

Re: Prior Street Vacation Information for STV-03-07
The Public Works Department submits the following information on previous street
vacations in the vicinity of First Avenue and Sipple Road. This information is based on a
review of Spokane County Road Files 2274 and 2274A and discussions with Pat Harper of
Spokane County.
1978—A Right of Way agreement between Spokane County and Pring Corporation provides
for the connection of Sargent Road from Sprague Avenue to Second Avenue. In exchange,
the County agrees to initiate street vacation proceedings for Bessie Road between Sprague
and First Avenue, and for First Avenue between Sipple and Sargent.
1980—Spokane County initiates street vacation process as agreed. The vacation is denied by
County Commissioners.
1986 - The Pring Corporation applies for vacation of First Avenue between Sipple and
Sargent. McCollum Ford objects to the vacation. One option proposed by Pring is to extend
Sipple southward from First to Second, and improve Second eastward to Sargent (now part
of Appleway ROW). The final Memorandum of Understanding provides for the vacation of
the south 14 feet and north 16 feet of First Avenue between Sipple and Sargent, effectively
narrowing the right-of-way and allowing Pring to expand into the vacated portions. Pring
Corporation, McCollum Ford, and Spokane County enter into a Road Improvement District
agreement to improve both Sipple and First Avenue. The County proceeds with an action to
vacate Sipple Road south of First and Second Avenue through the Pring property.

2000 - Spokane County passes resolution 0-0096 rescinding the vacation of Sipple Road
and Second Avenue as conditions required precedent to the vacation were not met. The
County needed the Second Avenue right-of-way for the alignment of Appleway Avenue.
2001 - Spokane County passes resolution 1-0295 which again vacates Second Avenue
and Sipple Road. The west half of Sipple Road is deeded to COJOHNCO, L.L.C. The
remaining half of Sipple, Second Avenue, and the triangular parcel between Appleway
and Second Avenue are exchanged for Hayford Road right-of-way and become the
property of Appleway Chevrolet.
