C. Comprehensive Plan URBAN (approved prior to plan adoption) .
D. History The Hearing Examiner Committee approved this proposal
September 1979 and has granted two time extensions, September 1980
and September 1981. The sponsor indicates that some survey work had
been started, but due to high interest rates and lack of available
• development money, finalizing this prPliminarq plat ha-s been delayed.
E. Proposal The sponsor is requesting an "extension of time" of the
preliminary plat approval to divide 3 acres into 8 lots for_single-
family dwellings a.nd to change the zoning on the 3 acres from Agri-
cultural Suburban to R-1.
II. SPECIAL INFORMATION
. The Planning Department is recommending that all preliminary plat approvals be
brought into conformance with RCW. 58.17 regarding the amount of time allowed
before a preliminary plat must be finalized. State law currently allows a
preli.minary plat three (3) years (without any new conditions) and allows one
extension of time for one year, if the sponsor requests the additional year;
however, this 4th year may have new conditions added.
No other additional conditions of approval are being recommended by the re-
maining departments.
III. CONDITIONS
If approval is granted, the following conditions are recommmended.
PLANNING DEPARTMENT
1. Those conditioas already attached to the preliminary plat of record.
2. That the preliminary plat be given conditional approval for three (3)
years to October 1, 1985. The applicant may request a one (1) year
extension of time by submitting a written request forty-five (45) days
prior to the above egpiration date. Such applications should demonstrate
the progress made toward finalizing this preliminary plat. If a time
extension is not requested in a timely maan.er or a time extension is not
granted, then the preliminary plat approval is NULL & VOID.

1. That the proposal is a a request for an Extension of Time for one year of
the approved preliminary plat to subdivide 3 acres into 8 lots for single
family dwellings.
2. That the proposal is located south of 4th and north of 8th Avenues,
between Houk to the west and Yercler to the east in Section 22, Township
25N, Range 44 E.W.M., Spokane County, Washington.
3. That the item has been properly advertised in accordance with state and
local regulations.
4. That the Committee has considered and evaluated the information and
conditions contained in the Planning Report for this proposal.
5. That the Comprehensive Plan designates this area as URBAN and the proposal
appears generally consistent with the density and use guidelines of this
category.
6. That the Committee finds the proposal compatible with existing uses in the
area.
7. That no one was present to speak for or against the proposal.
8. That the provisions of the State Environmental Policy Act have been
complied with.
CONCLUSIONS AND ORDER
The Hearing Examiner Committee pursuant to the above findings concludes that
the application of preliminary plat PE-1336-79 and Zone Change ZE-195-79, from
Agricultural Suburban to R-1 be APPROVED to October l, 1986 in accordance with
the previous Conditions of Approval except as modified by the updated
conditions of the Spokane County Utilities Department.

was initially granted preliminary approval by the Spokane County
Hearing Examiner Committee on September 28, 1979 Subsequently two
one-year extensions of time were granted on September 30, 1980 and
September 29, 1981. On September 28, 1982, the Hearing Examiner
Committee granted a 3 year extension of time as provided for under
RCW 58.17. D. Planning Department Summary: -
Due to progress being made, approval is recommended for one year to
October 1, 1986. If approval is granted, those conditions as listed
in the previous staff reports are recommended, as well as updated
conditions (marked with an which have revised wording from the
original approval, as recommended by the Spokane County Utilities
Department, September 1985.

preliminary plat approval to divide 3 acres into 8 lots for single-
family dwellings a.nd to change the zoning on the 3 acrea from Agri-
cultural Suburban to R-1.
II. SPECIAL INFORMATI.ON
. The Planning Department is recommending that all preliminary plat approvals be
brought into conformance with RCW. 58.17 regarding the amount of time allowed
before a preliminary plat must be finalized. State law currently allows a
preliminary plat three (3) years (without any new conditions) and allows one
extension of time for one year, if the sponsor requests the additional year;
however, this 4th year may have new conditions added.
No other additional conditions of approval are being recommended by the re-
maining departments.
III. CONDITIONS •
If approval is granted, the following conditions are recommmended. PLANNING DEPARTMENT
1. Those conditions already attached to the preliminary plat of record.
2. That the preliminary plat be given conditional approval for three (3)
years to October 1, 1985. The applicant may request a one (1) qear
extension of time by submitting a written request forty-five (45) days
prior to the above expiration date. Such applications should demonstrate
the progress made toward finalizing this preliminary plat. If a time
extension is not requested in a timely manner or a time extension is not
granted, then the preliminary plat approval is NULL & VOID.

Examiner Committee must consider and approve, in a public hearing prior to the
expiration date, an application for an Extension of Time, if your preliminary
plat is to remain active. The Committee may attach additional conditions to
the plat during the public hearing.

A. I NTRODUCTION
This matter having come before the Spokane County Subdivision Hearing Exam-
iner Committee on September 23, 1982 and the members of the Committee present
being Kathy Carstens, Chairperson, Lynn Tennican and Ken Kennedy.
B. PROPOSAL
The sponsor, Calvin Edwards, is requesting approval of an Extension of Time
for PE-1336-79, Abte Subdivision, and Zone Change ZE-195-79, Agricultural
Suburban to R-1 for subdivision of 3 acres into 8 lots for single-family dwellings,

Recommendations are as circled.
(1) Pursuant to the Board of County Commissioners Resolution No. 80-0418, the
use of on-site sewer disposal systems is hereby authorized. This authoriza-
tion is conditioned on compliance with all rules and regulations of the
Spokane County Health District and is further conditioned and subject to
specific application approval and issuance of permits by the Health District.
(2) The owner, his heirs or successors shall join and participate in any peti-
tion or resolution which purpose is the formation of a utility local im-
provement district (ULID) pursuant to RCUJ Chapter 36.94, as amended. The .
owner, his heirs and successors shall further agree not to oppose or pro-
test any legal assessments for any utility local improvement district (ULID)
established pursuant to RCW Chapter 36.94, as amended.
(3) Any water service for this project shall be provided in accordance with the
Coordinated Water System Plan for Spokane County.
(4) There are no recommendations concerning the method of sewage disposal as the
project is outside of the 201 sewer study area.
(5) Water service as approved by the Spokane County Health District and/or the
Washington State Department of Social and Health Services.
(6) Each dwelling unit shall be double plumbed for connection to future area-
wide collection systems.
(7) A dry sewer connection to the future North Spokane Sewerage System is to be
constructed. Plans and specifications for the dry sewer connection are to be reviewed and approved by the Utilities Department prior to construction.
(8) Located within the Critical Water Supply Service Area but not within any
purveyor's district. May be serviced by an individual well owned and.oper-
ated by lot owner.

PRELIMINARY SUBDIVISION AND ZONE RECLASSIFICATION - EXTENSION OF TIMEI. GENERAL INFORMATION
A. History The preiiminarp plat was approved in September of 1979 and has received one
previous Time Fxteasiau. The sponsor indicates no progress has been made
towards completing the project due to the current building economy in Spokane
which makes it i.mpossible to go ahead with any plan at this time. He is
therefore requesting a Time Extension until October 1, 1982.
B. Location
, South of 4th Avenue and north of 8th Avenue, between Houk on the west and
Vercler on the east. C. Proposal .
- 3 acres subdivided into 8 lots for siagle family use
- Lot frontage = 87 feet typically
- Lot sizes = 10,000 to 15,000 sq. ft.
II. SPECIAL INFORMATION
A. Circulation
The County Road Engineer has not recommended any new conditions, only those
conditions already attached to the preliminarq plat of record, but have
indicated this project is subject to the provisions and fee scheduling of the
Engiaeer's Department as adopted by the Spokane $oard of County Commissioners.
on December 22, 1980 as amended.
B. Sewage Disposal
The sponsor has proposed individual on-site sewage disposal systems which have
been authorized by the Health District. The Utilities Department has
recommended each dwelling wnit be double plumbed for connection to future
area-wide collectioa systems and have authorized the interim use of on-site

The County Engineer reports that the final construction plans must be reviewed
and approved prior to the filing of the final plat.

I. GENERAL INFORi`IATION
A. History
The preliminary plat and zone change was approved by the Hearing Examiner
Committee on September 28, 1979 with an added condition addressing access to
Houk Road on 6th Avenue. The sponsor indicates that surveying and bid taking
has started but economic considerations have caused delays in finalizing the
. plat.
B. Location
South of 4th and north of 8th Avenues, between Houk oa thg west and Vercler on
the east.
C. Proposal
- 3 acres subdivided into 8 lots for single faminly dwellings.
- Lot frontage = 87 feet typically.
- Lot sizes = 10,000 to 15,000 square feet.
II. SPECIAL INFORMATION
A. Circulation
The County Road Engineer has not recommended any new conditions. Only those
conditions already attached to the preliminary plat of record.
B. Sewage Disposal
The sponsor has proposed individual on-site sewage disposal systems which have
been authorized by the Health District.
C. Drainage
The County Engineer reports that the final construction plans must be reviewed
and approved prior to the filing of the final plat.
D. Water Supply
The proposal is located within the recorded service area of Modern Electric
Water Company.
E. Fire Protection
The proposal is situated within the recorded service area of Fire District #1.

review any preliminary plat approval. All extensions applied for may subject
the project sponsor to new conditions required by Reviewing Agencies.
3. That a time extension be granted to October 1, 1981. ,

4. Pursuant to Board of County Commissioners Resolution 1Vo. 80-0418, the use of
on-site sewer disposal systems is hereby authorized. This authorization is
conditioned on compliance with alI rules and regulations of the Spokane County
Health District and is further conditioned and subject to specific application
approval and issuance of permits by the Health District.
5. The owner, his heirs or successors shall join and participate in any petition
or resolution which purpose is the formation of a utility local improvement
district (ULID) pursuant to RCW, Chapter 36.94, as amended. The owner, his
heirs and successors shall further agree aot to oppose or protest any legal
assessments for any utility local improvement district (UZID) established
pursuant to RCW Chapter 36.94, as amended.
b. Any water service for this project shall be provided by Modern Electric Water
Company in accordance with the coordinated water system plan for Spokane
County.
HEALTH DISTRICT

FINDINGS AND ORDER
A. I NTRODUCTION
This matter having come before the Examiner Committee on September 28, 1979,
and the members of the Committee present being Eldon Thomas, Chairperson,
Jane Myers, and Paul Sceva, Jr.
B. PROPOSAL
The sponsor, Ray LeBlanc, is requesting approval of a preliminary plat and
zone change, PE-1336-79, Able Subdivision and ZE-195-79, Agricultural
Suburban to R-1 for subdivision of 3 acres into 8 lots for single family
dwellings and there being present, the following applicant or representative:
RAY LeBLANC C. FINDINGS OF FACT
1. That the existing land use in the area is undeveloped.
2. That the Comprehensive Plan designates this area as residential usage.
3. That the existing zoning of the property described in the application is
Agricultural Suburban.
4. That the provisions of RCW 43.21C (The State Environmental Policy Act)
have been compl ied with.
5. That the proper legal requirements for advertisement of tihe Agenda Item
have been fu If i I led .

6. That the land in this area is suitable for the proposed use, or uses within
the proposed Zone Classification.
7. That the proposed use is compatible with existing uses in the area.
8. The Hearing Examiner Committee finds the proposed use is not detrimental

and welfare.
9. That the owners of adjacent lands expressed disapproval of the proposed
use.
10. The following are additional findings of fact considered by the Hearing
Examiner Committee: I
a) The only access to the property appears to be along 6th from Houk
and if not utilized the property would be land locked.

and/or attached sheets as noted.
2. That a statement be placed in the dedication to the effect that no more
than one dwelling structure be placed on any one lot, nor shall any lot be
further subdivided for the purposes of creating additional lots or building

drafted on a transparency suitable for reproduction.
The purveyor will also certify prior to the filing of the final plat on a
copy of said water plan that appropriate contractual arrangements have
been made with the plat sponsor for construction of the water system, in
accordance with the approved plan, and in accordance with a time
schedule. The time schedule will provide, in any case, for completion of
the water system and inspection by the appropriate health authorities prior
to application for building permits within the plat. The contractual
arrangements will include a provision holding Spokane County and the
purveyor harmless from ctaims by any lot purchaser refused a building
permit due to the failure of the plat sponsor to satisfactorily complete the
approved water system.

The plat dedication will contain a statement to the effect that the public
water system as approved by County and State Health authorities and the
local fire district and purveyor will be installed within this plat, and the
subdivider will provide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot.
7. That a certificate of title be furnished the Planning Department prior to
the filing of the final plat.
8. That the preliminary ptat be given conditional approval to October 1, 1980.
9. That a declaration of Non-Significance be issued, in accordance with
Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO)
prior to approval, or any approving action in accordance with SCEO

PRELIMINARY SUBDIVISION AND ZONE RECLASSIFICATION
I. GENERAI. INFORMATION
A. Location
South of 4th Avenue and north of 8th Avenue, between Pines and McDonald; more
specifically, east of Houk and west of Vercler. '
B. Proposal
- 3 acres subdivided into 8 lots for single family use
- Lot frontage = 80 feet to 100 feet
- Lot size = 10,000 to 15,000 sq. ft.
C. Relationship to the Comprehensive Plan
The approved map of the Comprehensiv`e Plan indicates residential usage of this
area, as well as all nearby surrounding lands, with no density designation.
D. Land Use Analysis:
1. Existing Land Uses
The p roposed site is presently undeveloped, unlike the character of the
adjacent properties. ,
To the north, you will find scattered single family residences on tax
segregated parcels ranging from one to two acres in size.
Located to the east of the project is Batuman's Subdivision. This development
contains single family dwellings on lots of 11,900 sq. ft. in size. Also,
just further east, is the Opportunity Elementary School.
To the south of the proposal, you will note the residential developments of
Brede's Subdivision Home Addition and South Collings Addition. Within these
two developments, the lots will range in size from 10,500 to 14,000 sq. ft.
Also, to the southwest, you can find commercial and professional office type
uses of the land, not to mention duplexes and other multi-family living units. To the immediate west are the residential developments of Marisol Addition and
Dahlen's Subdivision. The lot sizes exhibited in these two subdivision vary
from 10,000 to 11,200 sq. ft. Further west, towards and along Pines, you will
encounter scattered residences on tax segregated parcels ranging from 11,000
to 22,000 sq. ft. in size, some professional offices, and some multi-family
dwelling units.

2. Compatibility with Existing Land Uses
The sponsor is requesting a subdivision of 3 acres into 8 single family lots,
ranging from 10,000 to 15,000 sq. ft. Given this proposal, along with the
suggested lot sizes, the planning staff feels that,this would be a consistent
and compatible development in the area.
II. SPECIAL INFORMATION
A. Circulation

(See Engineer's Memo) B. Sewape Disposal
The applicant's engineer has prepared an analysis of alternative sewage dis-
posal means; including on-site septic tank disposal, treatment plant and
sewage lagoon. For economic reasons, and to provide the most realistic
alternative, the applicant's engineer feels on-site septic tanks should be
utilized.
The Spokane Countq Health District has authorized the use of individual
on-site sewage systems for each lot within the plat. The plat is situated
over the Spokane Valley Aquifer and the Health District in their examination
of the possible impact on groundwater qua].ity from this proposal have the
following comments:
Impact Discussion
a. The plat sponsor has proposed 8 lots on 3± acres with a typical lot size
of 10,000 to 15,000 sq. ft. Each lot is to be served by a public water
system and its individual on-site sewage disposal system. This raises
the question of significance of the impact on the groundwater in the area
and possible alternatives for sewage disposal.
b. In the course of the conduct of the Army Corps study, Dr. Todd considered
typical soils, natural and sewage disposal recharge to the groundwater,
and the effect of continued urban development in the Spokane River Valley
upon the quality of the groundwater. In summary, he concluded that:
1. In normal precipitation years subsurface disposal of sewage
treatment effluent does reach and recharge the groundwater.
2. All the dissolved salts in sewage effluent will be carried to
the groundwater. However, bacteria and detergents
(phosphate portion) are mostly removed by the deep soil layer
above the groundwater and "minor dissolved constituents such as
phosphates, which are known to react with soil particles, or
nitrates, which are taken up by the plant roots," will be less
than the total found in septic tank effluents.

3. The calculated results at the downstream end of groundwater
flow line indicate that the maximum range of (dissolved) solids
concentration egpected at present (1975) is up to 93 mg/1
(milligrams per liter) above the natural groundwater background
of 155 mg/,1. The forecast year 2020 maximum incremental
concentration is 101 mg/1 above the natural background.
- - - The analytical results of the forecast impact of year .
2020 when compared with the present impact, both measured in
terms of leachate volume and dissolved solids concentration,
indicate that the present impact on groundwater quality is
already a substantial proportion of the ultimate level.
c. Currently, results of chemical analysis show the total nitrogen content of the groundwater as in the range of 1.17 to 2.5 ppm. A projected
incremental increase using Dr. Todd's expected 8.6 percent would result
in a range of 1.27 to 2.7 ppm. Current Federal and State drinking water
standards permit up to 10 ppm.
d. Alternative sewage disposal methods that would not recharge the ground-
water have the following general characteristics:
1. Collector and central treatment systems dischargiag to surface
waters would require at least tertiary treatment and perhaps more to
obtain a permit for the discharge from the Department of Ecology.
These systems are not currently economically available for this
project.
2. Sealed systems, whether individual or community, depend on
evaporation for liquid removal. These systems require more land
area than a conventional subsurface drainfield. Some, such as
lagoons, have safety ha2ards associated with them and relatively
poor cocnmunity acceptance. Land, installation and operational cost
are generally more expensive than those for septic tanks and
drainfields.
C. Drainaj~e
The County Engineer reports that the preliminary storm drainage plan submitted
' by the applicant indicates that on-site storm drainage provisions will
adequately handle surface water runoff. However, final construction plans
should be reviewed and approved by both the County Engineer and Health
District prior to the final plat filing.
D. Water Supply .
The proposal is located within the recorded service area of Modern Electric
Water Company.
The District advises the staff that adequate system capacity, and a desire on
their part to serve, exists for the provision of water for domestic, fire and
irrigation uses.

E. Fire Protection
The proposal is situated within the recorded service area of Fire District #1.
The Fire District staff requests that the Hearing Examiner Committee require
mains and hydrants of sufficient size for fire protection as a condition of
final plat approval. The District also requests that they be allowed to
review and approve final fire flows and water plans.
F. Schools
Proposal lies within the baundaries of Central Valley School District #356.
G. Parks
The report "Plan.ning for Parks" (revised 1976) indicates that a S acre
neighborhood park would best serve the needs of the residents in the area.
H. Uni9ue Environmental Features
None-have been indentified.
T. Cultural Resources
None have been indentified.
III. ZONING ANALYSIS
The site is currently zoned Agricultural Suburban, as is the property and Baucnan's
Subdivision to the east. The propertq to the north is also zoned Agricultural
Suburban, with some Multiple Family Suburban zoning located towards the northeast
and northwest of the proposal (with no development as of yet).
South of the proposal, you have Agricultural Suburban zoning for Brede's
Subdivision Home Addition and Single Family Residential zoning for South Collins
Addition. You will also note to the southwest, Multiple Family Suburban zoning as
well as Residential Office zoning.
Looking west of the proposal, you will see Single Family Residential zoning for
Marisol Addition, and Agricultural Suburban zoning for Dahlen's Addition. Further west towards Pines, the land is comprised of Residential Office zoning, Multiple
Family Suburban 2oning, and more Agricultural Suburban zoning.
The sponsor is requesting an upgrade in zoning from Agricultural Suburban to Single
Family Residential. With the proposed land use and suggested lot sizes from the
sponsor, a zoaing of Single Family Residential for the 8 lots would be compatible
with the area.

IV. ENVIRONMENTAL REVIEW
An Environmental Checklist was submitted by the sponsor and has been reviewed by
the Planning staff. No significant adverse environmental impacts were judged to
exist.
- Slight adverse environmental impacts were identified on the checklist in the
following categories: earth; air; water; flora; faun.a; noise; light and glare;
' land use; population; housing; transportation/circulation; public services;
utilities; and energy. •
The Planning Director issued a proposed Declaration of Non-Significance, and it was
circulated to other agencies of jurisdiction.
V. CONDITIONS:
If approval is granted, the following conditions are recommended.
1. That the plat be designated as indicated on the preliminary plat of record
and/or attached sheets as noted.
2. That a statement be placed in the dedication to the effect that no more than
one dwelling structure be placed on any one lot, nor shall any lot be further
subdivided for the purposes of creating additional lots or building sites
without filing a replat.
3. That appropriate provision be made that the following described property be

water system as approved by County and State Health authorities and the local fire district and purveyor will be installed within this plat, and the
subdivider will provide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot.
7. That a certificate of title be furnished the Planning Department prior to the
filing of the final plat.
8. That the preliminary plat be given conditional appraval to October 1, 1980.
9. That a declaration of Non-Significance be issued, in accordance with
Section 11.15.340 of the Spokane County Environmental Ordinance (SCEO) prior
to approval, or any approving action in accordance with SCEO 11.15.340.
NOTE: The official file contains an environmental checklist for the
proposal and a staff review of their checklist as required by WAC 197-10-320. 10. That conditional approval of the plat is given subject to the dedication of
, right of way to the public and approval of the road system in the plat by the
County Engineer.
11. That plans, profiles, and cross sections showing proposed street centerline
and curb grades be submitted to the County Engineer for approval prior to
construction and the filing of a final plat.
12. The drainage plans and design calculations showing the grades and alignment of
drainage facilities be submitted to the County Engineer for approval prior to

13. Construction within the proposed public streets and easements shall be
performed under the direct supervision of a licensed land surveyor, who shall
be responsible for perpetuating all evidence of the location of survey monuments which may be distrubed during construction and who shall furnish the
County Engineer with "As Built" plans and a certificate in writing that all
imp rovements were installed to the lines and grades shown on the approved
construction plans and that all disturbed monuments have been replaced.
14. No construction work is to be performed with the Public Right of Way until a
permit has been issued by the County Engineer. All work is subject to
inspection and approval by the County Engineer.

15. All construction within the Public Right of Way is to be completed prior to
filing the final plat or a bond in the amount estimated by the County Engineer
to cover the cost or construction of improvements, construction certification,
"As Built" plans, and monumenting the street centerlines, shall be filed with
the County Engineer.
_ 16. That a name be indicated before the final plat is filed; such name to be
approved by the County Assessor and the Planning staff.
17. That each lot be authorized for the use of individual on-site sewage disposal
systems.
18. Prior to filing of the final plat, the sponsor shall present evidence that the,
plat lies within the recorded service area of the proposed water district.
SpeciaZ Conditions
19. That the provisions of SEPA'S NOTICE OF ACTION pursuaat to 43.21C.080 RCW and
the Board of County Commissioner's Resolution No. 77-1392 be accomplished by
the project applicant within thirty (30) days of formal action by the Hearing
Examiner Committee, with regard to the preliminary plat approval; as
instructed by the Planning Department staff.
20. That upon filing of the final plat, the zoning be reclassified to Single
Family Residential.
21. That the project sponsor is responsible for requesting an extension of time to
review any preliminary plat approval. All extensions applied for may subject
the project spoasor to new conditions required by Reviewing Agencies.
22. That the Hearing Examiner Committee sustain the issuance of a proposed
Declaration of Non-Significance and, recommends issuance of a final Declaration
of Non-Significance.
23. That a public water system serviced by Modern Electric Water Company, and
including fire flows, serve each lot prior to the sale of the lot.
24. That final construction plans for on-site storm drainage facilities be
reviewed and approved prior to filing of the final plat by the County
Utilities Engineer and the County Health District.
25. That the plat dedication contain the statement: "Use of private wells and
water systems is prohibited.
26. That all public roads within the plat be curbed and paved to the specifi- •
cations of the County Engineer. Existing County roads providing direct access
to lots of the plat shall be paved and curbed to the standards of the County
Engineer.
27. That an on-site sewage management system be created and approved by the Health
Office prior to the signing of the final plat, if more than a total of 10
dwelling units are authori2ed within the plat.

Gentlemen:
As owners of homes either fronting or siding on South Houk Road from
Fourth to Sixth Avenue, we strongly object to the planned ingress-egress
for the Able Subdivision #PE1336-79. To use Sixth Avenue as the only
means of access to the proposed subdivision would double the traffic
on Houk Road from Sixth to Fourth. This increased traffic would not
only be a danger to the small children living on Houk, but also would be
detrimental to the property values of the existing homes. Unless access
can be obtained directly from Fourth, we ask that the proposed subdivision
and zone change be denied.

2. Topography, Soils and Water:
a., This pro,ject lies in a relatively flat area in Opportunity. Local
drainage ways are insignificant. It is located over the Spokane Valley
Aquifer.
b. Surface soils are classed as Garrison gravelly loam with 0 to 5% slopes.
They have a septic tank filter field limitation of slight with possible
contamination of groundwater.
c. Geologically, the soils are glaciofluvial deposits; stream-laid sand and
gravel; contains some boulders in places; includes some undifferentiated
glacial deposits. The lower terrace remnants have probably been reworked
by streams. These geologic structures yield moderate to very large
amounts of water.

vells' highest tota3 nitrogen level was 2.5 pPm. The Nfodern Electric

3. Impact Discussion:
a. The piat sponsor has propvsed 8 lots on 3 acres. Each 1ot is to be
serv'ed by a publ.ic water systern and its inc3ividual on-site sewage dis=
pasa1 system. This raises the question of significance of the impact
on the grounclwater in the area ancl posszble alternatives fvr sewage
di sposal .
_ b. In the course of the conduct of the A.rmy Carps study, Dr, T4dd cvnsidered
typical soils, natural ana~ ~ewage disgosal rechagge to the groundwater,
and the effect of continued urban developrnent in the Spvkane River Valley
upan the quality, of the graundwater. . In summary, he concTuded tbgt:
, (1) In nvrmal precipitation years, subsurface disposal flf sewage
treatment effluent does reach and recharge the groundwater.
(2) A1l dissolved . salts in sewage effluent w3l1 be carried to the

ground of 155 mg/l. 'Fhe farecast year 2020 maximum ineremental

- range of 1.27 ppm. to 2.7 pnrn. Current Federal and State drinking water
standards perznit up to 10 ppQn,
d. Alternativ~ sewage disposal methads that would not recharge the ground
water have the fnl~~wing general charactegistics:

(1) Collector and central treatment systems discharging to
surface waters would require at least tertiary treatment
and perhaps more to obtain a permit for the discharge
from the Department of Ecology. These systems are not
currently economically available for this project.
(2) Sealed systems, whether individual or community, depend
on evaporation for liquid removal. Some, such as lagoons,
have safet,y hazards associated with them and relatively
poor community acceptance.
4. Recommend that:
a. A public water system including fire flows serve each lot prior to
sale of the lot.
b. Each lot be authorized the use of an individual on-site sewage systern.
c. An on-site sewage management system be created and approved by this
office prior to the signing of the final plat if more than a total
of ten(10) dwelling units are authorized within the plat.
d. The final plat shall be designed as indicated on the preliminary plat of
record and/or attached sheets as noted.
e. Appropriate utility easements shall be indicated on copies of the pre-
liminary plat of record for distribution by the Planning Department to
the utility companies, County Engineer and Spokane County Health District.
Written approval of the easements by the utility compa.ny must be received
prior to the submittal of the final plat. (NOTE: The first sentence is
superfluous if the easements are shown on the preliminary map Bs required
by Ordinance Chapters 5 and 6.)
f. Drainage plans and design calculations showing the grades and alignment of
drainage facilities shall be submitted to the County Engineer and Spokane
County Health District for approval prior to construction and the filing og
the final plat.
g. The dedicatory language of the plat will state that each lot is authorized
the use of arb individual on-site sewage disposal system.
h. Prior to filing of the final plat, the sponsor shall present evidence that
the plat lies within the recorded service area of the water system proposed
to serve the plat. The dedicatory language on the plat shall state: "Use of
private wells and water systems is prohibited."
i. A plan for water facilities adequate for domestic use, domestic irrigation
use and fire protection use shall be approved by the water supplier. Said
water plan must have been approved by the fire protection district and the
appropriate health authoxities. The health authorities, water supplier

(purveyor), and fire protection district will certify, prior to the filing
of the final plat, on the face of said water plan tha,t the plan is in con-
forma.nce with their requirements and will adequately satisfy their respective
needs. Said water plan arid certi.fication will be drafted on a transparency
suitable for reproduction.
J. The purveyor will also certify prior to the filing of the final plat on a
copy of said water plan that appropriate contractual arrangements have been
made with the plat sponsor for construction of the water system, in a,ccordance
with the approved plan, and in accordance with a time schedule. The time
schedule will provade, in any case, for completion of the water system and
inspection by the appropriate hea,lth authorities prior to application for
building permits within the plat. The contractual arrangements will include
a provision holding Spokane County, Spokane County Health District and the
purveyor harmless from claims by any lot purchaser refused a building permit
due to the failure of the plat sponsor to satisfactoril.y complete the approved
water system.
k. The plat dedication will contain a statement to the effect that: "The public
water system as approved by County and State Health authorities and the local
fire district and purveyor will be installed within this plat, and the sub-
divider will proeide for individual domestic water service as well as fire
protection to each lot prior to sale of each lot."
