Konen, Zoning Administrator SUBjECT: Environmental Assessment for ZE-4-74 - Residential Office to Local Busines s . The property is situated on the west side of Pines Road, a State highway, between Cataldo and Broadway Avenues. Surrounding land uses include a multi- story office building to the north; a utility substation, utility offices and storage area, and a retail store to the easC; a vacant lot and a residential lot to the south; I and unoccupied tracts to the west. The applicant proposed and has partially completed a garden store - nursery facility on the site. Fencing has been installed around the holding and planting areas. Plantings and fencing, along with paving of parking areas, will complete the front part of the lot, I A house on the premisis has been remodeled for a sales office. Because the remodeling and additions were not constructed with building permits with subsequent inspections, portions may have to be redone to meet the uniform building code. Although the structures appear quite rustic, modifications required by the building code may significantly alter the facility. Certain auxiliary free-standing signs on the property do not conform with the Zoning Ordinance, and the Planning Commission staff has required their removal. Variance hearings have been conducted to allow one free-standing sign to advertise the premisis. . ~ ~ . Board of County Commissioners - 2- May 15, 1975 The site is situated within the urbanizing area. The zone change proposal would not have any greater effect upon the topography, geology, biological and botanical characteristics, atmospheric conditions and other natural development than uses established in the immediate area. Although the present operation will require some housekeeping measures in order to conform with the approved plot plan, proper use of the facility would have no appreciable effect on continued human development of the area. Because of the scale of the project and its lack of impact on the natural environment, I am of the opinion that an Environmental Impact Statement is not required for the completion of the zone change action. The property is situated on the west side of Pines Road, a State highway, between Cataldo and Broadway Avenues. Surrounding land uses include a multi- story office building to the north; a utility substation, utility offices and storage area, and a retail store to the east; a vacant lot and a residential lot to the south; and unoccupied tracts to the west. , The applicant proposed and has partially completed a garden store - nursery facility on the site. Fencing has been installed around the holding and planting areas. Plantings and fencing, along with paving of parking areas, will complete the front part of the lot. A house on the premisis has been remodeled for a sales office. Because the remodeling and additions were not constructed with building permits with subsequent inspections, portions may have to be redone to meet the uniform building code. Although the structures appear quite rustic, modifications required by the building code may significantly alter the facility. Certain auxiliary free-standing signs on the property do not conform with the Zoning Ordinance, and the Planning Commission staff has required their removal.
