SUBjECT: Landscaping Provisions for Release of uilding Permits for
Phase C.
On March 26, 1975 Mr. Stuart Deysenroth and john D. Konen from our office
inspected the above descnbed office pro ject to determine how much of the land-
scaping and paving were completed and how much remained to be completed.
We noted that areas to the south and west of the initial office building were
landscaped in substantial conformance with the plan and that a sprinkler system
was installed. Areas adjacent to Phase A had been landscaped in substantial
conformance to the plan with a sprinkler system installed. Clearung and main-
tenance this Spring should improve the appearance of these areas.
A curb has been provided for a landscape area on the west side of Phase B. No
landscaping work has been done on the east szde of Phase B.
Paving has been completed for the south third of the project. Areas to the north
have been graveled and are ready for paving. The applicant stated that a contract
was in effect to complete the paving.
In view of fihe deviations to the letter of May 14, 1974 from architect Larry L.
Gottschalk, I feel that the following amendments can be granfied to allow Phase
C to proceed.
1. Penmeter tree plantinq at the East shall be completed by june 1, 1975.
2. Landscaping of an area adjacent to Phase B shall be completed by june 1, 1975.
3. Landscaping of areas adjacent to Phase C shall be completed 30 days from
completa.on of Phase C. building.
4. Perimeter tree planting at the north end of the project shall be compieted xn
conjunction with Plan D project or v►nthin two years.

Planning Commission Recommenclation: Approve to Residential Office Zone
subiect to the followinq conditions:
A. COIVDI'TIONS:
I . Access permits for the subject property shall be obtained from the
Spokane County Engineer's office prior to issuance of building
permits.
2. No structure on the site shall exceed two (2) sfiories in height.
3. Subrruttal of a landscape plan for the project for approval by the
Director of Planning. 'Ouch plan shall emphasize effective tree
plantings along the north and east boundarfes of the project to
reduce the impact of the two-story office buildings.
ADDITIONAL CGMMENT:
A 10'-20' strip of ownership lies between the Hoover property and iVlullan
Road. This strip would appear to have utility only if integrated with
the subject ownership. The Commission might appropriately schedule
a hearing on its own motion to zone this strip in the Residential Office
classification at such time as an application indicating its proposed use
i s made. The State Highway Department maintains acce s s control s along
Mullan Road approximately 100' north of iV[ission Avenue. The 'future
access" indicated on the preliminary plan could not be accomplished
`vfth such access control. The Hfghway Department "encourages " the
developer to orient all access to Mission. The County Engineer, however,
indicates that a properly located access onto 1/tullan would facilitate
traffic handling o

1. The Planning Coitimis~ion has approved several Residential Office
applications on the Argonne -Mullan couplet. The Commi s sion
notes that Residential Uffice zoning vras anproved at Cataldo and
Argonne in 1~6c., at Knoh and tlrgonne in 19 71, and in the south-
west corner of the subject property in 1S73.

2. The P1 anning Commi s sion i s of the opinion that the site i s more
appropriate for I"xlesidential Office zoning than the present Multipl.r
Family classification because the site abuts the Argonne Inter-
change and will front on a more congested portion of Mullan Road.
3. The performance standards of the Residential Office zone will make
the project more compatfble with adjoining residential properties by
providing for landscaping, encouragining proper development of
off-street parking areas, and limiting advertising structures. The
proposal will be compatible with transportation facilities, community
services, and e stablished utilitie s and therefore will have no
appreciable effect on continued human development of the area.
The site is situated within an urbanizing area impacted by a
freeway. The zone change proposal will not have any greater effect
upon the topography, geology, biological and botanical character-
istics, atmospheric conditions and other natural development than
the uses allowed in the present residential zone classification.
The Commission concludes that the proposal, as mimited by the
mitigating measures imposed by the Ordinance and the recommended
conditions, will not have a significant impact upon the environment
and that, therefore, preparation of an encironmental impact state-
ment is nofi necessary.
