to render its decisivn concerning the request of John Lowry, North
722 Park Road, Spokan e, Washington, for the above zone change; and
The Bvard having received the recommendata.ons af the Planning
Cvmmission contained in the Commission's minutes of January 11,
1974; and
The Board having conducted its own public hearing at the request of
Howard A. Anderson, Attorney for Mr. Johri Lowry, on February 14,
1974, and after visiting the site and reviewing the testimony; and
The Board being fully advised in the premises did determ-ine to
uphold the recommendation of the Planning Commission as set forth
in the Commission's minutes of January 11, 1974, which denied the
application for the above zone change.

Planninq Commission P,ecommendation: Deny. (Four voted to deny and
one abstained) e
A. EASONS:
i. The Comprehensive Plan indicates that the properties east of
Park Road along Broadway Avenue are appropriate for residential
uses. The Commission notes that the advertised property is
occupied and surrounded on three sides by ekisting residential
development e
2. The Commission is of the opinion thaL "Lhe residentfal neighbor-
hood lying east of Park Road is adequately buftered from the
industrial and mini}ng distnct to the southwest, The Commission
concludes that the small business site would be an unwarranted
intrusion into the residential neiqhborhood.
3. The Commission is of the opinion that there is ample zoning in
the vicinity to accommodate Local Business uses. A two and
one-half (2 '1/2) acre parcel on the southwest corner of Park
and Broadway intersection was zoned Local Busfness in 1972.
The Commi s sion note s that most of the propertie s south of
Broadway and west of Park retain zoning classffications which
would allow business uses.
~1. The Commission has not encouraged the proliferation of Local
Busine s s zoning on efther Broadway Avenue or Park Road o The
Commission recently denied requests for Local Business zoning
on 8roadway Avenue at Argonne and at Sullivan Road.
