SUBJECT: Environmental Assessment for ZE-169-73, Residential Office and
Multiple Family Suburban to Commercial and Residential Office:
American West Realty.
(Review of Environmental Assessment presented to Planning Commission
on June 14, 1974.)
The subject property is bounded by Sprague Avenue to the south, Herald
Road to the west, Main Avenue to the north, and Felts Road (extended) to the east.
The applicant proposes to construct a commercial and office complex on the 7.65
acre site.
The southerly perimeter of the site along Sprague Avenue would be
utilized primarily for retaYl commercial uses and would be zoned Commercial. The
central portion of the site would contain a 9-story commercial and office tower and
would be zoned Commercial. The north perimeter of the pro ject along Main Avenue
would be utilized with 1 to 3-story office structures and would be zoned Residential
Office.
The complex would provide approximately 37,930 square feet of retail
commercial space and approximately 91,090 square feet of office space. Perhaps
the most significant f eature of the complex is the 9-story commercial and office
tower situated in the center of the project. The tower iLs surrounded by approximately
427 car parking spaces arranged in concentric rings around the tower. A complex
source review of the parking lot would be required by the Spokane Afr Pollution
Control Authority and the Department of Ecology; such agencies would determine the
effect on air quality by the increased traffic generation and issue permits accordingly.
Extensive perimeter street dedicatxons and improvements have been
required to assure proper traffic circulation. Such improvements would znclude
installation of channelization on Sprague Avenue to improve access to the main
entrance of the property.

The design of the project onents traffic and store activity toward the
interior of the project, allowing the perimeters of the complex to be landscaped
and essentially devoid of activity. The design of the project would thus lessen
the impact of the project on surrounding properties to the north and west.
The complex is situated within an urbanizing area. The development
would be comparable in fntensity to other existing and proposed commercial
developments along Sprague Avenue.
The facility is situated on the floor of the Spokane Valley. The project
will not appreciably affect existing topography, geology, and aquatic conditions.
A sewer treatment plant would serve the aompiex. The botanical and biological
characteristics of the site have been substantially altered by the urbanization of
the area. Approxtmately 15% of the site wi].1 be covered by buildings, and
approximately 58% of the site will be covered by parking and driveways.
Approximately 27% of the site will be retained in landscaping and walkways.
The 9-story structure should be constructed in accordance with the
UnYform Building Code of 1973 for improved fire safety.
We are of the opinion that sufficient mitigating measures have been
incorporated into the conditions of approval and, therefore, we conclude that an
Environmental Impact Statement is not required for the project.

WHEREAS, The Spokane County Planning Commission did, after public
hearing on june 14, 1974, forward to the Board of County Commissioners a
recommendation that the Zoning Map not be changed from the existing Reside-ntial
Office and Multiple Family Suburban zone classifications to the Commercial and
ResidentYal Offzce classifications by lack of a quorum vote to approve (i.e,,
three members voted to approve the request, ona member abstained, and one
member voted "no"), on properCy descrzbed as follows:

ship 25 N., Range 44, E.W. M., Spokane County, Washington,
and,
WHEREAS, The applicant before the Flanning Commission, American
West Realty, Inc., Keith A. Lotze, President, did by letter dated June 17, 1974,
request a hearfng before the Board of County Commxssioners to present evidence
and testimony in favor of their application, and
VVHEREAS, The Board of County Commisszoners did hold a public hearing
on July 25, 1974, to consider the recommendations of the Planning Commission and
testirzony and evidence of thz applicant and other interested parties, and
WHEREAS, At said hearing opportunity was afforded those favoring and
those opposxng the above-descnbed Zoning Map proposal, and the Board of County
Commissioners of Spokane County having fully considered the testimony given,
the records and rninutes of the Planning Commission and all other evidence
presented and having personally acquainted themselves with the site and vzcfnity
in ques tion , does hereby find •
I) That the property in quest3on is approximately 7.65 acres in
size and is located on the north side of Sprague Avenue between

2) That the applicant proposes to construct a multl-story retail and

3) That the character of the area and surrounding uses has changed
appreciably in the last f2ve years. Commercial developmznt
along the south side of Sprague Avenue has consumed most of the
commercially zoned land along the south side of Sprague Avenue
and a buffer of multz-story apartments has developed to Che
north of Main Avenue.

4} That the proposal incorporates an innovative architectural
design for the project which buffers surrounding properties and
mazntains the spuit and intent of the zonYng study of the north
szde of Sprague Avenue undertaken by ehe Planning Commission
in 1969. The Commzssioners are of the opinion that the -
specific development proposal in conjunction with conditions

of approval requiring dedicatlons and irrprovements to perimeter '
- roadways (including Felts Road along the wes t edge of Balfour

Park), paved parking areas, review of lighting, signing, and '
landscaping, and improved fire safety of high nse buildings
would make the project more compatible with residential
properties to the north and west. The Board particularly notes
that the proposed office buildings would provide an effective
buffer between the commercial buildings and the residential
developments to the north.
5} That an environmental assessment of the pro]ect indicates that
sufficient mitigating measures have been incorporated into the

The statf is impressed with the innovative architectural desxqn of the
project. Traffic and store activity will oa oriented toward the interior of
the project allowing the perimeters of i.nu -omplzx to be landscaped and
essentially devoid of activity. The stafi is of the opinion that the design
of the complex lessens the impact of tr.e project on surrounding residential
properties to the north and west. The staff also notes that most of the
propertie s to the north of Main Avenue are developed as apartments.

37,930 square feet of retail commercial space and approximately 91, G~;0
square feat of officz space, Perhaps the most signiffcant feafiure of the
complax is a proposad y-story commercial and office tower located in
the center of the projact. The tower is surrounded by approximately 1127
car parking spaces with three story office bufldings abuting Main Avanue
and one to two story commercial facilitizs abuting Sprayua Avenua. The
architectural desiSn of the complax will allow tha impact of traflic and
retail activity to be oriented toward the intarior of the project whila the
purimeters of the project will be landscapod and essentially davoid of

1. It was noted that in 1959, the Planning Commission after extensive
study ot tne frontage propertfes on the north sida of Sprague Avenue ,
recommended a zoniny plan indicating the appropriateness of

Said plan rejected general commercial zoning for the study area
bacause of the established residential neighborhood north of Sprague

and office building toward the center of the site surrounded by approxi-
mately 427 parking spaces, one to three story office buildings on the

architectural quality of the buildings shall be comparable to the

ADDITIONAL COMMENT:

An automatic sprinkler system shall be installed to sexve the land-

for the project. The property shall be lighted in a manner which will

Installation of fire hydrants in accordance with the requirements of
the Spokane Valley Fire Marshal. The 9-story structure shall be

designed to effect a rescue up to seven stories. Because of concern

The advertised property is bounded by Sprague Avenue to the South, Herald
Road to the Vvest, 1Viafn Avenue to the T~orth, and Felts Road to the East.
The applicant proposes to construct a commercial-oifice complex on the
7.65 acresite.
The complex would provide approximately :37,930 square feet oi retail
commercial space and approximately 91, 090 square feet of office space.
Perhaps the most signiiicant feature of the complex is the 9 story com-
mercial and office tower located in the center of the pro)ect. The tower
is surrounded by approximately 427 cars parking spaces arranged in con-
centric rings around the tower.
1he staff has reviewed the subr.zitted plan with otner departments. The
Spokane County Engineer's ofiice has recommended extensive perimeter
street dedications and improvements to assure proper traffic cfrculation.
Their recommendation also stipulates t'Aiat tne applicant be responsible
for the installation of channelization on Sprague Avenue to improve access
to the maan entrance oi the property.
The installatfon of Felts Road along the east boundary of the project will
require complete street improvement obligations by the applicant as well
as the relocation of trees and the installation of fencing along the west
boundary of Balfour Park. (10 to 25 feet of park property would be consumzd
in the installation of Felts Road. )
The staff is impressed with the innovative architectural design of the
project. 'rraffic and store activity will be onznted toward the intenor of
the project allowinq the perimeters of trie omplex to be landscaped and
e s senti ally devoid of activity. The stWf is of t'he opinion that the de sygn
of the complex lessens the impact of the project on surrounding residential
properties to the north and west. The staff also notes that most of the
propertios to the north of Main Avenue are developed as apartments.
The staff is of the opinfon that the advertised property is appropriate for

3. The site is situated within an urbanizing area. The proposed
development would b at the same level of land use intensity as
existing and proposed commercial projects to ttze south of Sprague
Avenue. Tne site i s ade quateiy buifered from the re sidential

developed apartments on the north s-.aa of Main Avenue.
Traffic generation in thQ area wil? -r^raase and the parking area

The zone change propos,31 is sxtuated on the floor of the Spok.~ne
Valley. The proposal vvill not appraciably affect existiny topograptiy,
yaology and aquatic conditions. A sawer treatment plant will serve
the complcx. The botanical .3nd biological characteristics of thP site
have been substantially altered by urbanizatton of the area, 15% of --n
the site will be covered by bu:tldinys and a much greater amount of
the site wili be covared wy paviilg. Approaximately 27% of the site
will be refia±ned in land:,capxn~; and vaalkways.

was: Three-yes, One-abstaining, One-no. (There were
only five Commission Members in attendance).
(3,) Although the majority of those present voted

on the fact that it did not receive a majority vote,
(four) of the entire Planning Commission.

The advertised property is bounded by Sprague Avenue to the South, Herald

The applicant proposes to construct a commercial-oiffce complex on the
7.65 acre site.
The complex would provide approximately 37,930 square feet of retail
commercial space and approAimately 91, OS 0 square feet of office space.
Perhaps the most significant feature of the complex is the 9 story com-
mercial and office tower located in the ~,.enter of the project. The tower
is surrounded by approximately 427 cars parkiny spaces arranged in con-
centrfc rings around the fiower.
The staff has reviewed the subnitted plan with otner departments. The
Spokane County Eiigineer's office has recommended extensive perimeter
street dedications and improvements to assure proper traffic circulation.
Their recommendation also stipulates that the applicant be responsible
for the installatfon of channeIization on Spraaue Avenue to fmprove access
to the main entrance of the property.
The installation of Felts ~oad alonc, the east boundary of the project will
require complete street improvement obligations by the applicant as well
as the relocation of trees and the installation of fencing along the west
boundary of Balfour Park. (10 to 25 feet of park property would be consurLied
in the installation of Felts Road. )
The staff is impressed with the innovative archxtectural design of the
project. Traffic and store activity wil~ ze, onc:nted toward the interior of
the project allovving the perimeters of tzie omplex to be landscaped and
e s senti ally devoid of activity. 1 he staff i s of the opinion that the de sign
of the complex lessens the impact of the project on surrounding residential
properties to the north and west. TLie staff also notes that most of the
properties to the north of Main Avenue are developed as apartments.

neighborhood to the north by the design of the complex and the
