drainege control, and paving to existing oil along Valley JVay.
2. Access permits for the sublect property shall be obtained from the
Spokane County Engineer's office and the State Highway Department
prior to release of building pertnits.

ADDITIONAL CUMMENTS:
In order to accomplish the objectives of the submitted plan, a rear yard
setback variance will be required prior to release of building permits. The
applicant has also agreed to redesign the parking area along Valley vUay
to increase the landscape area.
ANALYSIS INCLUDING ENVIP.ONMENTAL ASSE'O'SMENT:
1. The subject property is located on Pines Road, a state highway.
The Planning Commission has been approving requests for Muitiple
Family Suburban and residential office on the major north-south
arterial s in the Spokane Valley.
2. The Planning Commission is of i.he opinion that the performance
standards of the F.esidentfal OffiCe Zone in conjunction with the
conditions of approval will make the project rciore compatible wifih
surrounding residential propertles. The proposal is designed to be
compatible with surrounding residential u5es, transportation facili-
ties, and utility services, and therefore would have no appreciable
effect on continued human occupancy and utilization of the area.

3. The site is situated \oAthin an urbanizing area. The zone changE
proposal would not have any greater effect upon the topography,
geology, biological and botanical characteristics, atmospheric
