At the December 1/-1, 1973 hearing, the applicant presented a 119 un,it
apart ment proposal for tn2 u. 7b acre site. The Commission continued the
request to the January li, 1.1j'7~ hearing to allow the applicant to develop
a sewerage treatment and water system proposal and to allvw the staff to
evaluate revised site development plans ta enable preparation of an
envrronrnental as se s s ment . For the January hearing, the applicant sub-
mitted a modifi.ed proposal sho-vving a 10zk-unit apartrnent proposal with
a sewage treatment plan and a public water supply a Because of the
Commission's concern of the relatfonship of the buildings to the varied
topography of the site, the Commi s sion contfnued the re que st to the
February 8, 1974 hearing to allow the applicant to submit profiles of the
buildings and topography. The Commission has revie-vaed the submitted
site plan( and proffles and has znccxporated conditions of approval Yn the
minutes v,rh.ich will mitigate the severe topographical problems of the site,

1. The site is situated on Pines Road, a major arterial. In accordance
,waith a zoning plan for the Pfnes frontage properties prepared in
1969, several frontage properties in the imrnediate area have been
zoned either 1vIultiple Famiiy Suburban or Resfdential Office.
(NTcKinley, 114"66 and 1971; vdyati and Groesbeck, 1969)
2. The Planning Comrnission notes that the site lies on the edge af
the developing nefghborhood and v,rould not eonflict with exa.sting
or contemplated land uses in the vicinity. Surrounding land uses
include a court apartment complex to the Wrest, vacant agricultural
praperties to the narth, the zoo site to the east, and an office
buxldYng to iche south.
3. The site has reasonable prox3.mity to commuter bus service,
shopping,ut3.I3ty services, schools, and other community services.
f. The conditions ot approval will assure compatibility of the project
vvith other residentiai uses in the area end will mitigate the

The site is located between Pines Road and the Viest boundary of the
developing zoo site (open space area). The westerly partlon of the site
(Pines Road frontage) is relatively flat vvith sandy soil acceptable far

The development plan indicate s a sewage treatment plant and a group of
three court ap artments in the lo vver (we sterly) portion of the project. The
Spokane County Health Distrrct has fndicated rhat a properly designed
sewage treatiment plant capable of serving the entire project would function
in the lower area.
Proceeding eastward, the ground rises to a bench enclosing a shallotiv
trough. Another four units vvould be clustered on this first intermediate
bencho Apartment unit C in Profile B-B would be moved southwesterly to
take advantage of the more gentle topography. 0"ome filling and drainage
control would be necessary to relieve some drainage problems associated
-rrith the trough on intermediate bench $s I.
The access road connecting intermediate bench #1 with intermediate bench
;~2 to the east will be adjusted to provide a better grade e The roadway
will cause some cuts and fills (approximately 5' - 8') along the face of the
hill during the 30' rise in elevation.
The northerly portion of the development on intermediate bench #2 fits the
topography very well and little grading will be required to accomplish
the objectives of the plan. The southerly portion of the development on
intermediate bench #2 must be siqnificantly revised to reduce the con-
templated cuts and fills. The topography of this portion of the site will
require extreme care to prevent excessive cuts and fills for the contemplated
buildings and associated jarking areas
The southeasterly portion of the site is the highest portion of the project
and also has the most severe topographical problems. Because of the
topographical problems, only tvvo single family units will be placed in
this area. Each unit will be perched some 20' above iLts associated parkiny
area e Although only minimal cut and fill will be required to establish
the units on the site, construction of the units may prove formidable
because of access problems #hrough the coarse topography.
A public water supply to serve the project, including fire hydrants, would
be obtained from Irwin Water Di stnct after Boundary Review Board action.
The development will have no effect on either open water bodies or under-
ground vvater tables. As stated previously, astorr, water drainage system
-vvill have to be installed to serve the site.
The property Lto the east is higher in elevation and will be maintained in
natural open space (Inland Empfre ?oo site). It is contemplated that
the lower treeless portions of the site and the areas immediate to the
apartment units would be rnore intensively landscaped, while the tree-
covered area to the southeast would be left in natural ground cover vvith
some supplemental landscaping. The biological and botanical character-
istics of most of the site will change as urbanization destroys some of thP
native vaneties of plants and pushes tho smaller animals to the open spa,-.e
land to the east. Air quality in the. area wfll not change appreciably.

As previously stated in the reasons for approval, the pr03ect will not
affect the continu ed hur,lan development of the area. The project will be
compatible with developed transportation facilities, community facilities,
including school s, and utility service s.
The Planning Commission is of the opinion that the project will have no
significant effect upon fhe enWironment and that mitigating measure s
have been taken to handle potenfiial topographical, storm and sarutary
sewer problems of the sife. The Commission, therefore, concludes than
an environmental impact statement is not required for the project e
