The Spokane County Health Distrrct has fndicated rhat a properly designed sewage treatiment plant capable of serving the entire project would function in the lower area. Proceeding eastward, the ground rises to a bench enclosing a shallotiv trough. Another four units vvould be clustered on this first intermediate bencho Apartment unit C in Profile B-B would be moved southwesterly to take advantage of the more gentle topography. 0"ome filling and drainage control would be necessary to relieve some drainage problems associated -rrith the trough on intermediate bench $s I. The access road connecting intermediate bench #1 with intermediate bench ;~2 to the east will be adjusted to provide a better grade e The roadway will cause some cuts and fills (approximately 5' - 8') along the face of the hill during the 30' rise in elevation. The northerly portion of the development on intermediate bench #2 fits the topography very well and little grading will be required to accomplish the objectives of the plan. The southerly portion of the development on intermediate bench #2 must be siqnificantly revised to reduce the con- templated cuts and fills. The topography of this portion of the site will require extreme care to prevent excessive cuts and fills for the contemplated buildings and associated jarking areas The southeasterly portion of the site is the highest portion of the project and also has the most severe topographical problems. Because of the topographical problems, only tvvo single family units will be placed in this area. Each unit will be perched some 20' above iLts associated parkiny area e Although only minimal cut and fill will be required to establish the units on the site, construction of the units may prove formidable because of access problems #hrough the coarse topography. A public water supply to serve the project, including fire hydrants, would be obtained from Irwin Water Di stnct after Boundary Review Board action. The development will have no effect on either open water bodies or under- ground vvater tables. As stated previously, astorr, water drainage system -vvill have to be installed to serve the site. The property Lto the east is higher in elevation and will be maintained in natural open space (Inland Empfre ?oo site). It is contemplated that the lower treeless portions of the site and the areas immediate to the apartment units would be rnore intensively landscaped, while the tree- covered area to the southeast would be left in natural ground cover vvith some supplemental landscaping. The biological and botanical character- istics of most of the site will change as urbanization destroys some of thP native vaneties of plants and pushes tho smaller animals to the open spa,-.e land to the east.
