Plannfng Commission Recommendation; Approve that portion of the adver-
tised property lying north of Third Avenue extended to Local Business Zone and
that portion of the advertised prolDerty lvina south of Third Avenue to Residential
Office Zone subiect to thE followinq conditions:
A. CONDITIONS;
1. Dedicata.on and improvement to Spokane County standards of a 60'
right of way (3rd Avenue extended) in an alignment acceptable to
the Spokane County Engineer's office from University Road to the
east boundary of the advertised property (See ZE-1'%8-73) . The Third
Avenue connection with University Road shall conform with the
proposed Third Avenue extension to the vvest of University Road.
Improvements shall include grading, drainage control, curb, side-
walk s , and paving.
2. Direct access to University Road frorcs the advertised property shall
be prohibited between Third Avenue extended and the Milwaukee
Road tracks. Access to the southerly portions of University Ro.- d
and other streets shall be approved by the Spokane Gounty
Engineer's office.
3. Dedication and improvement to Spokane County standards of the
v south 10' of the advertised properc} along Fourth Avenue for rzch~
~ of way. Improvements shall inclade cu:b, sidewalk, drainage

Installation of fire hydrants in accordance with the requirement~, of

and road improvements for the premises.

i. The Comprehensive Plan indicate, that the corridor between the
Milwaukee Road tracks and Fourtt Avenue is appropriate for high
density residential uses including epartrrients allowed in the Resiaan--
tial Office Zone e The CommissiosZ is of the opinion that the

2. The Planning Commission is of the opinion that the approved Local
Business area a.n conjunction with the Residential Office area
would provide an appropriate transition between the commercial uses
~ on Sprague Avenue and University Road and the residential neighbor-
hood to the south.
3. The northerly portion of the block to the west of the proposal is
zoned Com mercial to provide for development of overflow parking
for University City and limited commercial use. The Commission
is of the opinion that the described Local Susiness and Residentlal
Office areas provfde an appropriate transitional pattern of develop-
ment along Universfty Road .

At a meeting of the Board of County Commissioners held on Thursday, November 29,
1973, at 10:00 A. M., to consider the recommendations of the Spokane County
Planning Commission's hearing held on Friday, November 9, 1973, the enclosed
action was taken•

The Board took no action on the application for the preliminary plat as the
sponsor had withdrawn his application.
2. PN-912-73 riiPneclPn 2nd Addition: Nelson
ZhT- $8-73 , Agr,icultural to Sin le Fa..mil.y Residential (R-l)
The Board concurred with the Planning Commission's recommendation to
approve the preliminary plat, subject to Che conditions as contained in the
minutes of the original Planning Commission's hearing which required a
public sewer system at the june 8, 1973 hearing.
The Board also concurred with the Planning Commission's recommendation to
zone the property as Single Family Residential (R-1) upon filing of the final
plat. The Board took no action on the resolution and map pending the filing
of the final plat.

The Board concurred with the Planning Commission's recommendation to grant
an extension of time to the preliminary plat, subject to the conditions as
attached to the preliminary plat of record.

The Board concurred with the Planning Commission's recommendation to
approve the zone change to Local Business and adopted Resolution No. r~ 1,?6
in accordance therewith.

The Board concurred with the Planning Commission's recommendation to deny
the zone change to Local Business for the reasons as stated in the minutes
of the Planning Commission's hearing; and that the subject property be

Adjacent properties to the north and west have been changed to
Commercial zoning. A railroad track is the north line of this
property and a large nursing home is on the same intersection on the
south. The existing old houses on this land are abandoned and
dilapidated. The owner has much interest from small businesses to
locate in this area adjacent to University City.

The existing site is an unused eyesore. A well landscaped
