of the hearinq on the mattec in the manner and foc the time pravided by law; that
said Planning Commission has held a public hearinq as required; and that the
said Planning Commisaion concure in the plan to amend the conditions of a
previously approved zone chanqe on the following described property:
The Nocth 100 feet of the West 220 feet of Tract 2 of Opportunity in 3ection 15,
Township 25 N., Ranqe 44, E.W, M., Spokane County, Washinqton.
NOW, THEREFORE, BE IT RESOLVED, That conditions attached for approval on the
above-described propecty at the time of the effective zone change, December 18,
1975, have been revonsidered and Condition No. 3 of th• approval is to be
amer►ded as follows:
Condition 11TQ_ 3:
...."The driveway alonq the south side of the proposed building shall
be eliminated." This poction of the condition is to be deleted so through
traffic will be allawed alonq the south slde of the pcesent building and
new addition.
Addad .
6596 of the land is to be kept in open space.
AND FURTHER BE IT RESOLVED, That any development on the above-described
property ahall be subiect to all previous conditions attached to the oriqinal zone
change approval, ZE-149-73, dated December 18, 1975, as stated within Board
of County Cominissioners Resolution No. 75-887.

MINUTES OF THE SPOKANE COUNTY PLANNING COMMISSION HEARING OF
MAY 19 , 1978
WHEREAS, The Spokane County Planning Commission did hold a public
meeting on May 19, 1978, to consider the testimony and requests of several
applicants, objectors, and other interested parties concerning the below-
referenced zone classifications and other items of business, and
WHEREAS, At said hearing opportunity was afforded those favoring and
those opposing aTl items of business, and
WHEREAS, Mr. McCoury, Mrs. Rawlings, Mrs. Byrne, and the Messrs.
Kennedy, Main, and Quigley, were in attendance and constituted a quorum, and
WHEREAS, The Spokane County Planning Commission fully considered the
testimony given, the environmental review, and all other evidence presented,
recommends to the Board of County Commissioners the following:
1. Discussion Items
a) Report on Commissloners' Actions:
Tom Davis of the staff reported that the Board of County Commissioners
had accepted the Planning Commission's Minutes of April 21, 1978;
however, that two items from this agenda had been appealed:
1) The proposed amendment to the Zoning Ordinance which would
delete beauty parlors as a prohibited use for home occupations
in the Two-Family Zone and recommended by the Planning
Commission for denial, has been appealed.
The Board has set June I, 1978, at 1:30 P.M. for the time and
date of the appeal hearing.
2) The zone change proposal, ZN-39-78, Agricultural to Restricted
Industrial - Griffith, on property located at Freya, north of
Franci s, was recortmended for deni al by the Commi ssi on and has
been appealed.
The Board of County Connissioners has set June 1, 1978, at
3:00 P.M. for the appeal hearing.
b) Mr. Davis reported that the staff had received two citizen requests
to have zone reclassifications placed on the Commission's agenda
without the benefit of obtaining sufficient property owners'
signatures on the petition circulated by the proposed applicant.
30 Mr. J. Pat 0'Neill, ZE-4I-78, requested to be placed on the
next available agenda for property located at the northeast
corner of Fourth Avenue and Sullivan Road. Ray Riccardi,
representing Mr 0'Neill, announced that only about 55% of the
reauired signatures had been obtained.

MAY 19 1918
Mr. Main moved, Mr. Kennedy seconded, that the requested item
be placed on the July agenda. Messrs. Main, Kennedy, and
McCoury voted "Yes". Mrs. Rawlings and Mrs. ;Byrne voted "No".
Mr. Quigley abstained from voting. The motion was lost for lack
of a quorum.
2) Mr. Robert Bonucelli requested that the Commission place zone
change, ZE-24-78, Multiple Family Suburban to Residential 4ffice,
on property located at the northeast corner of Broadway and Ella
Roads 1n the Valley.
Mr. Bonucelli, North 4828 Northwood Drive, explained that the
property would accommodate a 7-unit apartment at the present
time; however, the appllcant proposed to construct a residential
office on the site.
Mr. Kennedy suggested that ei ther the Pol i cy Corrmiittee or Long-
Range Planning Committee set criteria for accepting requests
similar to the two presented at this hearing, and present the
results of the study to the Commission at their June hearing.
Mr. McCoury axrrounced that he would assign the project t o the
Palicy Committee for consideration.
Mr. Kennedy moved, Mrs. 6yrne seconded, that the request of
Mr. Bonucelli and all future requests that come to the staff be
deferred until after the Commission has adopted some criteria for
consideration of items to be placed on the agenda other than the
61% of required signatures. Mr. Quigley asked that there be a
time table on which the appiicant should work this out, with the
assistance of the staff and Prosecuting Attorney's Office.
Mrs. Rawl i ngs , Chai rperson of the Po1 i cy Corruni ttee, stated that
she believed the Policy Committee could respond to the request
within thirty days, and the proposed policy would appear on the
June aqenda. Motion carried unanimously.
3. ZE-15B-60, AGRICULTURAL TO LOCAL BUSINESS: PRING (Tupper)
That the change in conditions of the zone reclassification request
(ZE-15B-60) be approved, and in so approving, adopts the Staff`s findings,
as the Planning Commission's Findings of fact as well as the issuance of a
Declaration of Non-Significance. (Mr. Kennedy moved, Mrs. Rawlings
seconded. Vote was unanimous. Mr. Main did not participate in the
discussion or voting on this item.)
~ 4. ZE-149A-73, AGRICULTURAL SUBURBAN TO RESIDENTIAL OFFICE: GUTHRIE (0'Connell)
That the change in conditions of the zone reclassification request
(ZE-149A-73) be approved, and in so approving, adopts the Staff's findings,
as the Planning Corrnnission's Findings of fact as well as the added condition
that 65% of the land is to be kep'rin open space. (Mrs. Rawlings moved,
Mr. Main seconded. Vote was unanimous.)

2. Dedication of a 20' radius at the southeast corner of Vercler and
Mission e

1. Surrouncling land uses include the Spokane Valley General Hospital
to the wzst, and tha Opportunity iVledical Ca`onv ale scent Genter,
Spokane Rehabilitation Institute and the Medicus Building to the
north. The Planning Commfssion has been approving requests for
expansion of the Nlissfon Avenue medical-office complexes since
the establishment of the Spokane Valley General Hospital.
2. The Planning Commf ssion is of the opinion that a project developed
in accordanca with tne standards of the Residential Gffice Lone,

approved plot plans, arid the listed conditions of approval would
enhance the adjoiniizg ovinership. Because of tne coizdition of the

the Board of ~--'Oounty Coinrnissioners.
3. The sfte is situated within an urbanfzinq area. The zone change
proposal would not ;Zave any greater eftect upon the topography,
geology, biological and botanical cnaracteristics, atmospheric
and aquatic conditions, and other natural development than the use s
allowzd in the present residantial classification. The Commission,
therefore, concludes tnat an environmental impact statement is not
requfred for the project.
