SUBjECT: Environmental Assessment: ZE-148-73, Agricultural Suburban to
Multiple Family Suburban - Groesbeck
The subjecfi property comprises 3.3 acres between the Milwaukee Road tracks
and Fourth Avenue, approximately 300 feet east of University Road. The Planning
Commission approved the request for Multiple Family Suburban zoning incorporating
seven conditions providing for: a) improvement of 4th Avenue along the project
boundary; b} construction of a new road, Third Avenue, to serve the project area;
c) approval of access; d) approval of a final development plan by the Board of
County Commissioners for one, two, and two and one-half story apartments,
provided that the total number of apartments on the site not exceed 56; e) proper
screening and development of off-street parking areas; f) landscaping;
g) installation of fire hydrants; and h) approval of sewage disposal facilities by
the Health District.
In their action, the Planning Commission noted that the proposal conformed
to the Comprehensive Plan which anticipates multiple family development between
the Milwaukee Railroad tracks and 4th Avenue. The Commission also noted that
the proposal was on the edge of a residential neighborhood and within walking
distance of the ma jor shopping facilities of University City, In conclusion, the
Commission was of the opinion that the conditions of approval would make the
project more compatible with surrounding residential properties.
The subject properCy is within the urbanized pDrtion of the Spokane Valley.
The project would not have any more effect on the natural environment than uses
currently established in the vicinity. The location conforms ideally with the
criteria advocated by the Commission in the establishment of new high density
residential pro jects . Because of its proximity to shopping centers and convenient

access to the transportation grid, the proposal will not contribute significantly
to the transportation demands. In addition, development and improvement of
roadways in the vicinity of the project should enhance the project's relationship
with adjoining street systems o
The conditions of approval zncorporate mitigating measures which should
allow the project to be compatible with existing residential development in the
area, Height restri.ctions and shfelding of parking areas will reduce the visual
impact of the court apartments.
Because of the conformance to the Comprehensive Plan and specific
mitigating measures suggested by the Commission and incorporated into the final
development plan, I am of the opinion that an Environmental Impact Statement is
noC required to effect a determination of the zone change request.

A. CONDITIOIVS:
1. DEDICATION AIVD IMPROVEMENTS
a. Dedication and improvement to .;pokane County standards of
a 60' right of way (3rd Avenue extended) in an alignment
acceptable to the Spokane County Engfneer's office from
Universxty Road to the east boundary of the advertised property.
The Spokane Count,y Engineer's office may accept a 40' right
of way for the easterly 229 . 79 ' of the pro)ect if roadway abuts
ownerships in the southeast corner of Block 173. ImprovemenFts
shall include grading, drainage control, sidewalks, curbing
and paving. (See ZE-162-73)
b. Dedication and improvement to Spokane County giandards of
the south 10' of the advertised property along 3= Avenue
for right ot way. Iinprovements shall include curbs, side~oalks,
drainage control and paving to existing oil.
2. APPROVAL OF ACCESS
Access permits for the advertised property shall be obtained from
the Spokane County Engir.eer's office.
3. Approval of a final development plan for the advertised property
by the Board of County Commissioner's conforming to the following
crlteria:
a. The advertised property shall be developed with one, two and
two and on-half story garden apartments, townshouses, and
recreation facilities. Apartment structures along 4th Avenue
shall not exceed one one-half stories in height.
b. The total number of apartment units for the site shall not

4. OFF STREET PARKING - DEVELGPNCLNT
a. Off-street parking racilitiES and connecting roadways shall not
occupy any area within five (5) feet of an adjacent re sidential zcne.
b. A screen five (S) feet in height shall be constructed along the east
edge of the project. The screen may consist of an ornamental
masonry wall, a residential type wooden fence, or a dense hedge
type planting accepfiable to the Director of Planning.
c. Any portion of the project which is to be occupied or traveled by
automobiles shall be maintained in hard surface paving.
d. Open parking areas shall be unlighted c:xcept that driveways, walk-
ways, and landscaped traffic islands may be illuminated by low
intensity lighting on standards not exceed eight (8) feet in height.
