STAFF ENVIRONMENTAL REVIEVI,T: As required in WAC 197-10-~ 2 0, the staff of the County Planning Department re- viewed the environmental checklist submitted by Ralph Cuthrie for a preliminary subdivision called Myron Estate No. 8. The proposal is 1ocated approximately in the NV1, 1/4 of Section 4, Township 24 N. , Range 44, E.W. M. , directly south of the Myron Estate No. S and No. 6. The proponent is requesting to subdivide the 115 acres into 52 lots for single family usE; thereby creating a gross density of about 10 2 units/acre. The terrain is tree cavered and gently rolling, with moderate to sEVere slopES. The staff review has identified four potential arEas of environmental impacts. First, and common to all subdivisions , is the increase in motor vehicle traffic ° 10 B- PE-1054-76 - MYRON ESTATES NO. 8(ContinuEd) and all the effects associated chercwith. These woulC inclucie such impacts as increased air pollution, specific-cilly suspenc:ed particul.-ates frorn unimproved streets, increased noise, and increased public safelty hazards from traffic. A second potentfal environmental impact area considered was the increased demand on public services and utilities. This would include such factors as increased reqiuireznents for police ana fire protECtion, provision of additional school, park, and recreational facilities and roads. This would also include such impacts as assaciated with extension of utility lines (power, natural gas, telephone) and the provision of suitable lonq term waste disposal systems. A third potential environmental impact revealed by the staff evaluation involves the subsurface injection of sewage effluent and storm water runoff. This waste water placca at a depth will percolate downward toward the aquifer rather than evaporating back into the atmosphere as under natural conditions. A portion of the con~~,rdlinants will likely be filtered out of this waste water, but the result - ing qu~ l,_t ha s not been determined yEt. About 15 acre/fEet of waste water will be injected beneath the soil surface, 7.8 acre/feet of which will be septic tank effluent. The final potentially significant impact is the conversion of approximately 45 acres of vacant tree aovered land into 152 lots for single family use. The conclusion of this environmental checklist review is that no significant environmental impacts will lively result from the praposal if the specified mitigating measurES are adopted. Therefore, it is recommended that a Declara- tion of Non-Significance be issued and an environmental .impact statement not be required. D.
