On July 11, 1975, the Spokane County Planning Commission heard a proposal
for a preliminary plat, PE-977-75, Siesta Mobile Park, 2nd Addition for property
described as
The E 1/2 of the SW 1/4 of Section 201 Township 25 N, Range 44, E W M
lying West of the U P R R right of way
In conlunction wlth the plat, a new zone change, ZE-37-75, was advertised authorizing
Residential Mobile Home zoning for the proiect upon filing of the final plat
Condition No 4 of ZE-144-73 indicated "approval of either a preliminary plat by
the Planning Commission or a mobile home court by the Zoning Adjustor (Such appli-
cation shall be made within six (6) months In the opinion of the Zoning
Administrator, the stipulated time period has expired and the request superceded by the
most recent action of the Planning Commission

This being the time set Uy the Board of Spokane County Commissioners
to render its decision concerning the request of Robert B Austin,`
East 12609 21st Avenue, Spokane, Washington, for zone chartge,
ZE-144-73, Agricultural to Residential Mobile Home on property
located in Section 20, Township 25 N , Range 44, EoW M., and
The Board having received the recommendations of the Planning
Commission contained in the Commission°s minutes of November 9,
1973, and
The Boa rd having conducted its own hearing at the request of
Mr Austin on December 17, 1973, and after visi'ting the site and
reviewing the testimony, and
The Board being fully advised in the premises did determine to
uphold the recommendations of the Spokane County Planning Commission
as set forth in the Commissions' minutes of November 9, 1973, which
approved subject to conditions, the above mentioned zone change
The Board found the reasons expressed by the Planning Commission
to be sufficient and controlling The Board instructed the Planning
Direcbor to prepare an appropriate resolution incorporating the
recommendations of the Planning Commissiono

We have no objections to the re-zoning However, we are concerned aboufi
fihe density The proposed denisty, in our opinion, wi II produce a sea of
aluminum roofs which could greatly distract from the Ina H Johnston Natural
Area bordering the proposed development to fihe west We believe the density
thafi is now present in the Siesta Mobi le Home Park, just north of the proposed
zone change, should be maintained

Engineer's office through the southwest portion of the project The
described road will connect the Dishman Road with 16th Avenue
Improvements shall include grading drainage control, curb, and

2 Improvement to Spokane County standards of 16th Avenue from the
Dishman-Mica Road to Dishman Road (extended) Such improvement
shall be accomplished through a paving participation project which
shall include gradfng, drainage control, curbing, paving, and

B REASONS
1 The advertised property is situated between the railroad tracks
(O vV R& N) and a mobile home plat (Siesta Mobile Park)
The Commission is of the opinion that the triangular parcel would
not readily develop for standard construction residences or apart-
ments because it is disadvantaged by the railroad and the existing
mobile home development
2 The mobile home request lies on the edge of a residential neighbor-
hood and would have improved acce s s in accordance with the above
conditions The Commission views the request as an extension
of the existing mobile home development and has established a
density restriction on the project compatible with Siesta Mobile
Park to the north we st
3 Because of the narrow width of the aevelopable property, only a
small portion of the properties to thc south would be affected by the
mobile home development The Comnission is of the opinion that
the court or plat can be de signed in a manner which will not have
an appreciable impact on nefghboring residential properties
Recognizing that the shape of the property may not lend itself to
a good plat design with standa:d width public roads, The Commission
intentionally leaves to further pubLic hearing the choice of a plat
or mobile home court design

I am writing in opposition to the propoaed re2oning from Agricultural to
Residential Mobile Home of Section 209 Townahip 25 N, Range 44, E W M, that
portion of the E 1/2 of the SW 1/4 of Section ZO lqing southwesterly of the
0 W R and N Company right of way The area directlq abuts the Diehman Hills
Natural Area I am aure that you are aware of the efforts of a large number of
residents of the Spokane Valley to obtain aad preserve this land in its natural
state A natural area thie close and acceasible to all area residents is almost
unfque in a population center of our aize Your decieion regarding this high
density development directly adjacent to the park may very well be a major factor
in preserving the area and obtaining additional land adjacent to it Not only will
this development adverselq affect the nature preserve by its high population density
and close proximity, but the decision may be regarded as a precedent in other
high den8ity projects in undeveloped land ad3acent to the park and even in land
now being sought by the society
A second objection relates to the road access to this area If it is to be
primarily through the presently existing mobile home development to the north, there
will be a high volume of traffic on a single residential etreet, while if it is to
be via 16th avenue, it will entail crossing an elevated railroad track which would
be extremely hazardous without proper signals and grade elevation aad even then
would be dangerous becauae there is verq little distance between the tracks and
Dishman Mica highwaq and the highway would be eaeily obstructed by cars attempting
to turn when a train paeses
These are the ma3or factore in my objectione and I hope they will be given due
consideration I am aware of the need for land for mobile homes in this age of
high intereat ratea but I hope expediency will not outweigh the potentiial adverse
effects of this proposal

It is the understanding of The Nature Conservancy that
the Spokane County Planning Commission is currently
consldering the merits of a recently submitted plan
involving the proposed development of a high density
trailer court on approximately 16 acres of land adja-
cent to the Ina H Johnson Natural Area
The Conservancy has a direct interest in the future
of the Natural Area z.n that we, pr3.marily through the
assistance of the Dishman Hills Natural Area Committee
and the good people of Spokane Washz.ngton , acquired
approximately 80 acres of land that make up a portion
of the present Ina H Johnson Preserve. The price,
at no cost to the taxpayer, $18, 000 In addition,
the Conservancy is currently in.vestigating the possi-
bility of additional acquisitions in conjunction with
the Spokane County Park Commission' s proposal of increas-
ing the Natural Area's acreage
It is the feell.ng of TNC that the presently proposed
trailer court adjacent to the Ina H Johnson Natural
Area will severly degrade the aesthetic and wildlife
value for which the preserve was created. The people
of Spokane have demonstrated their desire to see this
area preserved ln perpetuity by donating over $18, 000
for the acquisition of lands in the area It is our
sincere hope that the Spokane County Planning Commission
