STAFr ,~NVIR4NMENTAL REVIEVV : As required in WAC 19 7-1 0-32 0, the staff of the County Planning Department reviewed the environrnental checklist submitted by David Peffer for a preliminary subdivision called Ackerman's Addition. The proposal is located approximately in the SE 1/4 of Section 8, Township 25 N., Range 44, E.W.M. and at the SVv corner of the intersection of Raymond Road and Nora Avenue. The propcnent is requestYng to subdivide .88 acres into three lots for single family dwellings; thereby creating a gross density of 3.4 units/acre. ThE terrain is relatively flat and the land is presently vacant. The staff review has identified four potential areas of environmental impacts. First, and common to all subdivisi.ons is the increase in rriotor vehicle traffic and all the effects ass-)ciated therewith. These w~uld include such impacts as increased afr pollution, specifically suspendeC particulates from unim- proved streets, increased noise, and increasec3 public safety hazards from traffic A second potential environmental impact areG considered was the increased demand on public services and utilities. This wouad include such factors as increased requirements for police and fire protection, provision of addi- tional school, par'k, and recreational facilities 3nd roads. This would also includ.e such impacts as associated with extension of utility lines (power, natur~ 1 gas, telephone ) and the provisi-,n ~f suitable long term sewerage, k-oinestic water, storm water runoft, and: solid waste disposal systems. A third potential environmenfial impact rEVealed by the staff evaluation involv- es the subsurface injection of sewage effluent and storm water runoff. This waste water placed at a depth will percolate downward toward the 3quifer rather than evaporating bGck inta the atmosphere as under natural conditions . A portion of the contaminants will Iikely be filtEred out of this waste water, but fihe resulting quality has not been determined yet. About 1 acre foot of of waste water will be ?njected bEneaih the soil surface, .45 acre feet of which will be septic tanl,, effluent. The final potentially significant impact is the conversion of approximately one acre of vacant land into three lots for singl.e family dwellings . ZONING RECOMMENDATION; Planning Commission Recommendation: Approve Ackerman's Addition as indicated on, the preliminarv plat of record to the Sinctle Familv Residentaal (R-g) zone classifica- tion upon the filinQ of the final plat. 1. The lats in the proposed plat have been designed to accommodate single family dwelling with a proposed density of less than 3.4 units/acre. 2. The Planning Commission has bezn routinely upgradir.g similar residen- tial plat proposals in the Spokane V.illey to the Single Family RESiden- tial (R-1) Zone. 3.
