Planning Commission Recommendation: Approve for the followina reasons and subiect
to the followinct conditions: (Vote was unanimous.)
A. REASONS:
1. The plat as submitted is a logical extension of the existing development
in the neighborhood.
2. T::c- Manning Commission has been routinely approving "fill in" plats
c# f.his type.
B. CONDITIONS:
1. That the plat be designed as indicated on the preliminary plat of record
and/or attached sheets as noted.
2. That a statement be placed fn the dedication to the effect that no more
than one dwelling structure be placEd on any one lot, nor shall any lot
be further subdivided for the purposes of creating additional lots or
building si.tes without filing a replat.
3. That the plat provide for right of way width for streets as indicated on
the preliminary plat of record.
4. That appropriate provision be made that thE following dESCribed property
be held in trust until the continuation of the streets be dedicated or
deeded: A 1'strip at the ends or edges of alI streets that terminate or
border the plat boundary. .(Temporary cul de sacs are required when ;
streets terminate at the plat boundaries.)
5. That appropriate street names be indicated.
6. Th--%-L appropriate utility easements be indicated on copies of the approved

warer plan that the plan is in conformance with their requirements
and will adequately satisfy their respective needs. Said water plan and
certification will be drafteci on a transparency suitable for reproduction.
Th e water supplier (purveyor) will also certify prior to the filing of the
final plat on a copy of said water plan that approprfate contractual
arrangements have been made with the plat sponsor for construction
of the water system, in accordance with the approved plan, and in
accordance with a time schedule. The time schedule will provide, in
any case, for completion of the water system and inspection by the ap-
propriate health authorities prior to application for building permits
within the plat. The contractual arrangements wfll include a provision
holding Spokane County and the water supplier (purveyor) harmless
from claims by any Iot purcha ser reffused a building permit due to the
failure of the plat sponsor to satisfactorily complete the approved water
system.
The plat dedication will contain a statement to the effect that the public
water system as approved by Gounty and State Health authorities and
the local fire district and water supplier (purveyor) will be installed
within this plat, and the subdivider will pmvide for individual domestic
water service as well as fire protECtion to each lot pri-)r to sale of each
lo t. IvOTE: The Spokane County Health District has determined that the soil
conditions in the plat are suitab le fo- r on-site sewage disposal
systems on each lot.
8. That a certificate of title be furnished the Planning Department prior

As required in WAC 19 7-10-c-~2 0, the staff of the County Pianning Department
reviewEcl, the environmental checklist submitted by Daniel B. Clark on behaif
of Leo t'L-'-,h:,nitt for a preliminary subdivisfan called Eva's First Addition. The
propos-a- 1 is located approximately in the NW 3/4 of Section 3, Townstiip 25N
Range 441 E.W. M. and is situatEd directly west of and adjcent to McDonald
Road. The proponent is requesting to subdivide 7.5 acres into
19 lots for singie family dwellings; thereby creating a groc ss density of 2.5
units/acre. The terrain is gently rolling with a moderate slope on the northerly
end and the land is presently in active pastureland vegetation.
The staff reviEw has identified four poter:tial areas of environmental impacts.
First, and commcn to all subdivisions, is the increase in motor vehicle traffic
and all the effECts associated therewith > These would include such impacts
as increased air pollution, specifically suspended particuZates from unimproved
streets, fncreased nnise, and increased public safety hazards from traffic.
A second potential environmental impact area considered was the increased
demand on pub2ic services and utilities. This w^uld include such factors as
increased requirements for police and f.ire protection, provision of additional
school, park, and recreational facilities and roads. This would also include :
such impacts as associated with extension of utility lines (power, natural
gas, telephone) and the provision of suitabl.e long term sewerage, domestic
watEr, storm water runoff, and solid waste dl;sposal systems.
A third potential environmental impact revealed by the staff evaluation in -
volve•s the subsurface injection of sewage Effluent and storm water runotf.
This waste water placed at a depth will perc^late downward toward the aquifer
rather than evaporating back into the atmosphere as under natural conditions.
A portirln nf the contaminants will Iitcely be filtered out of this waste water,
but the resulting quality has not been determined yet. About 8 acre feet of
waste water will be injected beneath thE soil surface, 3 acre feet of which
will be sEptic tank effluent.
The final potentially signiffcant impact is fihe conversion of approximately
7.5 acres of active pastureland vegetatzon into 19 lots for single famfly
dwellings.
The conclusion of this environmental checklist review is that no significant
environmental impacts will likely result fmm the propJsal if thE specified
