submitted herewith. This new design will remove
a jog from the east plat boundary line and provide

This will also add a lot, bringing the total number of

A. REASONS:
1. The plat as submitted is a logical extension of the existing development
in the neighborhood.
2. The Planning Commission has been routinely approving "fill in" plats
of this type.
B. CONDITIONS:
1. That the plat be designed as indicated on the preliminary plat of record
and/or attached sheets as noted.
2. That a statement be placed in the dedication to the effect that no more
than one dwelling structure be placed on any one lot, nor shall any lot
be further subdivided for the purposes of creating additional lots or
building sites without filing a replat.

C. STAFF ENVIRONMENTAL REVIEU1i:
As required in WAC 197-10-320, the staff of the County Planning Department
revieweG the environmental checklist submitted by Daniel B. Clark on behaif
af Leo .chmitt for a preliminary subdivf sion ca]led Eva's First Addition. The
propo, s;E 1 1 s l~.~cated approximately in the NW 1/4 of Section 3, Township 25N.,
Range 44, E.W. M. and is situated directly west of and adjcent to IYIcDanald
Road. Tha proponent is requesting to subdivide 7.5 acres into
19 17ts for single family dwellings; thereby creating a gross density of 2.5
units/acre. The terrain is gently ralling with a moderate slope on the northeriy
end and the land is presently in active pastureland vegetation.
The staff review has identified four potential areas of environmental impacts.
First, and common to all subdivisions, is the increase in motor vehicle traffic
and all the effects associated therewith > These would include such impacts
as increased air pollution, specifically suspended partfcu.iates from unimproved
streets, increased noise, and increased public safety hazards from traffi.c.
A second potential environmEntal impact area considered was the increased
demand on public services and utilities. This wculd include such factors as
increased requirements far pol.ice and fire p rotectian, provision of additional
school, park, and recreational facilities and roads. This would also include :
such impacts as associated with extension of utility lines (power, natural
gas, telephone) and the provision of suitabie long term seweragE, domestic
water, storm water runoff, and solid waste dlspr sal systems.
A third potential environmental impact revealed by the staff evaluation in -
volve•s the subsurface injection of sewage effluent and storm water runoff .
This waste water placed at a dEpth will percolate downward toward the aquifer
rather thGn evaporating back into the atmosphere as under natural conditians.
A por~t-r1 nf the contaminants will likely be filtered out of this waste water,
but the resulting quality has not been determined yet. About 8 acre feet of
waste watEr will be in jected bEneath the soil surface, 3 acre feet of which
will bE scptic tank effluent,
The final potentially significant impact is fihe conversion of approximately
7.5 acres of actfve pastureland vegetation into 19 lots for single family
dwellfngs.
The conclusion of this environmental ehecklist review is that no significant
environmental impacts will likely result f..m thE pmposal if the specified

mitigating measures are adopted. Therefore, it is recommended that a
Declaration of Non-Significance be issued and an environmental impact
statement not be required.
D. ZONING RECGMMENDATION
Planning Gommission Recommendation: Appr,ove Eva's First Addition as indicated
on the preliminara nlat of record to the Sincrle Familv Residential (R-1) Zone classi-
fication upon the fiiinq of the final plat.
REASO NS :
1. The lnts in the proposed plat have been desiqneci to accommadate •
single family dwellings with a proposed density of less than 2.5
units/acre.
2. `.L'he Planning Commission has been routinely upgrading similar resf-
dential plat proposals in the Spokane Valley to the Single Family
Residential (R-1) Zone.
3. The staff is of the opini-on that n;ne of the lots within the proposed
plat have disadvantaged relationships which would warrant duplex
2oning.
4. The Single Family Resideniial Zone prohibits duplexes, animal keeping
other than household pets, mobile homes and home occupations.
