Lots 1 and 2 in Section l, Township 25 illorth, Range 44 E.W.M. lying north of the canal right of tvay except the platted portions knovfn as Peplinski's First Addition and Sunnyvale Addition, and Except Vlellesley Avenue. A declaration of non-significance Iias been entered by the responsible official oF Consolidated Irrigation District "•lo. 19 nertaining to the annexation of said lands to the district. This declaration is based on decl arati on of non-si gni fi cance entered by Spokane County i n connecti on ivi th the approval of pl ats for SunnJlvale llddi ti on and Peplinski's First /1ddition, and upon an environmental check list filed with the district relatinq to that portion of said lands proposed to be annexed which is owned by T. D. C. Inc. and which as yet is not platted. Tlie reasons for the proposed annexation are that the 58-acre body of lands is adjacent to lands already in tlie district and are loc7ically within the district's service area. Said lands are ad,iacent both to the Boundaries of Consolidated Irrigation District and to those of Trentvrood Irrigation District, but Trenttiood Irrigation District has iridicated that it has no desire or intention to annex sai d 1 ands i nto that di stri ct. STAFF ENVIRONIVIENTAL REVIEW: As required in VIIAC 197-10-320, thc staff of the County Planning Depart- ment reviewed the environmental checkiist submittQd by Dani e1 B. Clark on behalf of Lawrence Peplinski for a preiiminary subdivision called Peplinski's First Addition. The proposal is located approximately in the Northeast 1/4 of Section 11 Township 25 N., Range 44, E.W. M. and lies directly south of and adjacent to Wellesley Avenue. The proponent is rG-questing to subdivide approximately 14.5 acres into 37 lots for single f-ami-ly dweliings, thereby creating a gross density of about 2.5 units per acre . The terrain is relatively flat and the land is in active cropland. The staff review has identified four potential areas of environmental impacts. First, and common to all subdivisions is the increase in motor vehicle traffic and all the effects asscciated therewith. These would 5-b Continued PE-1049-76 - PEPLINSKI'S FIRST ADDITION (Continued) include such impacts as increased air po.llution specifically suspended parti- culates from unimproved streets, increased noise, and increased public safety hazards `.-om traffic. A second potential environmental impact area considered was the , -increased demand on public services and utilities. This would include such factors as increased requirements for police and ffre protection, provision of additional " school, park, and recreational facilities and roads. This would also include such impacts as as socfated with extension of utility lines (power, natural gas, telephone) and the provision of suitable Iong term sewerage, domestic water, storm water runoff, and solid waste disposal systems. A third potential environmental impact revealed by the staff evaluation involves the subsurface injection of sewage effluent and storm water runoff. This waste water placed at a depth will percolate downward toward the aquifer rather than evaporating back into the atmosphere as under natural conditions. A portion of the contaminants will likely be filtered out of this waste water, but the resulting quality has not been determined as yet. About 12 acre feet of waste water will be injected beneath the soil surface, S. 5 acre feet of which will be septic tank effluent. The final potentially significant impact is the conversion of approximately 14.5 acres of active cropland into single family use. The conclusion of this environmental checklist review is that no significant environmental impacts will likely result from the proposal if the specified miti- gating mcasure are adopted. Therefore, it is recommended that aDeclaration of Non-Sig. 1ficance be issued and an environmental impact statement not be required e D. ZONING RECOMMENDATION: Planning Commission Recommendation: Approve Peplinski's First Addition as indicated on the preliminarv plat of record to thE Sinale Familv Residegtial (R-1) Zone classificatinn upon the filinq of the final plat. REASONS: 1. The lots in the proposed plat have been designed to accommodate single family dwellings with a proposed density of 2.5 units per acre. 2.
