Dahlin, Route 2, Box S, Spokane, Washington, for zone change, ZE-123-73, Agricultural Suburban to Commercial; and The Board having received the recommendations of the Planning Commission contained in the Commission's minutes of February 1974; and The Board having conducted its own hearing at the request of Lane D. Dahlin on March 14, 1974, and after visiting the site and reviewing the testimony; and The Board being fully advised in the premises did dete-nnine to uphold the recommendation of the Spokane County Planning Commission to deny the aforementioned zone change. (Vote was unanimous.) A. REASOiVS: 1. The Comprehansive Plan indicate s that the propertfe s between McDonald Road and the Sullivan Road-- Sprague Avenue (Veradale) business area along the north side of Sprague Avenue are not appropriate for Commercial usas. 2. In accordance with iche Comprehensive Plan, the 1 1/4 mile stretch between Progress Road and Clinton Road only has one parcel zoned Commercial (the Chinese restaurant proposal). No commercial or business uses have been established in the stretch along the north si de of Sprague Avenue. Furthermore, the Commi s sion note s that only about one-half of the properties on the south side of Sprague Avenue in this stretch are either zoned or developed for commercial uses. 3. The Commission notes that the surrounding land areas to the north, east and west are exclusiveiy developed with single family resi- dences, Bacausa of the depth of the parcel, the applicant's proposal would directly affect at least lU single family residences. The Commission contends that the proposed use, namaly a trailer sales lot, would be an unwarranted intrusion into the single family neighborhood, and would be iess compatible with residential developmant than many of the other uses permitted in the Commercial Zone. 1:. In accordance with the Comprehensive Plan and previous zoning actfons, the Commission is of the opinion that the advertised parcel is rnore appropriate for Residential Office or Multiple Family Uuburban developrnant. ~uch classifications would have minimal impact on surroundtng rz sidential neighborhood. The Commis sion has granted several requests for office projects on the north side of Sprague Avenue. 5.
