B. STAFF ENVIRONMENTAL REVIEW: As required fn WAC 197-10-320, the staff of the County Planning Department reviewed the environmental checklist submitted by V. Eugene Cameron in behalf of Mr, Jerome F. Ruddy for a preliminary subdivision called " 14th Additfon to Veradale Heights". The proposal is located approximately in the NE 1/4 of the SW 1/4 of the NW 1/4 of Section 14, Township 25 N., Range 44 E.W. M., adjacent and south of Boone Avenue, adjacent and west of Best Road, and adjacent and no--th o.f Cataldo Avenue. The proponent- is requesting to sub- divide 9 .3 acres into 2 8 s ingle family residential lots creating a gross density of 3.0 unifis per acre. The site is located on flat and vacant terrafn. The staff review has identified three potential areas of environmental impacts. First, and common fio all subdivf si ons f s the increase in motor vehicle traffic and all the effects associated therewith. Thesp w'Quld include such factors as increased requirements for police and fire protection, provision of additional school, park, and recreatxonal facilfties, and addftional maintenance requirements on all county facilities and roads. This would also include such impacts as associated with extensXOn of utility lines (power, natural gas, telephone) and the provision of suitable long term sewerage, domestic water, storm water runoff, and solid cvaste disposal systems. A second potential environmental impact area consider.ed was the increasEd demand on public servXCes and utilities. A third potential Environmental imp3ct revealed by the staff evaluation involves the subsurface injection of sewage effluznt and storm water nanoff. This wastE water placed at a depth will parcolate downward toward the aquifer rather than evaporating back into the atmosphere as under natural conditions. A portion of the contaminants will likely be filtered out of this waste water, but the resulting quality has not been determined yet. Abaut 6.9 acre feet of waste water will be in`roduced beneath thp soil surface, 4.2 acre feet of which will be septic tank effluent. The conclusion of this environmental cnecklist review is that no signi- ficane' environmental impa-.ts will likely result from the proposal if the specified mitigating measures 3re ado'pted. Therefore, it is recommended that a Declar-ation on Non-Significance bz issued and an environmental impact statement not be required.
