tax problems from income not knowing whether to phase it as per

lots at one time.
He has not reached a decision as to 7 lots or 28 lots.. I am enclosing
a copy of the final plat showing 7 lots with only my signature to
show you some action has been taken. This was reviewed by the
Engineering Department, and probably by your Department.

A. CONDITIONS:
1. That the plat be designed as indicated on the prelimfnary
plat of record and/or attached sheets as noted.
2. That a statement be placed in the dedication to the effect
that no more than one dwelling structure be placed on any
one lot, nor shall any lot be further subdfvided for the
purposes of creatiizg additional lots or building sites with-
out fil ing a replat e
3. That thE plat provide for right of way width for streets as
indicated on the preliminary plat of record.
4. That appropriate provi sion be made that the following de-
scribed property be held in trust until the continuation of the streets be dedicated or deeded: A 1' sfirip at the ends or
edges of all sfireets that terminate or border the plat boundary.

B. STAFF ENVIRONMENTAL REVIEW:
As required fn WAC 197-10-320, the staff of the County Planning
Department reviewed the environmental checklist submitted by
V. Eugene Cameron in behalf of Mr, Jerome F. Ruddy for a preliminary
subdivision called " 14th Additfon to Veradale Heights". The proposal
is located approximately in the NE 1/4 of the SW 1/4 of the NW 1/4
of Section 14, Township 25 N., Range 44 E.W. M., adjacent and
south of Boone Avenue, adjacent and west of Best Road, and adjacent
and no--th o.f Cataldo Avenue. The proponent- is requesting to sub-
divide 9 .3 acres into 2 8 s ingle family residential lots creating a
gross density of 3.0 unifis per acre. The site is located on flat and
vacant terrafn.
The staff review has identified three potential areas of environmental
impacts. First, and common fio all subdivf si ons f s the increase in
motor vehicle traffic and all the effects associated therewith. Thesp
w'Quld include such factors as increased requirements for police and
fire protection, provision of additional school, park, and recreatxonal
facilfties, and addftional maintenance requirements on all county
facilities and roads. This would also include such impacts as associated
with extensXOn of utility lines (power, natural gas, telephone) and
the provision of suitable long term sewerage, domestic water, storm water runoff, and solid cvaste disposal systems. A second potential environmental impact area consider.ed was the
increasEd demand on public servXCes and utilities. This would
include such factors as increased requfrements for polxce and fire

protection, provision ot additional school, park, an-I recreati.onal
facilities, and additional maintenance requirements on all county
facilites and road s. Thi s would also i nclude such impacts a s
associated with extension of utility lines (power, natural gas, tele-
phon~!) and the provision of suitable long term sewerage, domestic
water runoff, and solid waste disposal systems.
A third potential Environmental imp3ct revealed by the staff evaluation
involves the subsurface injection of sewage effluznt and storm water
nanoff. This wastE water placed at a depth will parcolate downward
toward the aquifer rather than evaporating back into the atmosphere
as under natural conditions. A portion of the contaminants will likely
be filtered out of this waste water, but the resulting quality has not
been determined yet. Abaut 6.9 acre feet of waste water will be
in`roduced beneath thp soil surface, 4.2 acre feet of which will be septic
tank effluent.
The conclusion of this environmental cnecklist review is that no signi-
ficane' environmental impa-.ts will likely result from the proposal if the
specified mitigating measures 3re ado'pted. Therefore, it is recommended
that a Declar-ation on Non-Significance bz issued and an environmental
impact statement not be required.
C a ZONING RECOMMENDATION:
Planning Commission Recommandafiion: Appro;re the 14th Addition to Veradale
Heiqhts as indicated on the_nreliminarv plat of record to the Single Family
(R-1) Zone classification upon filing of the final plat.
REASCNS:
1. The lots in the 14th Addition to Veradale Hefghts have bzen
designed to accommodate single family residences; i.e,, all
of the lots 3re to h3ve at J.east 80 feet of frontage and 10, 000
square feet of area; proposed dEnsity of 3.0 lots per gross acre.
2. The Planning Commission has beAn routinely 'upgrading similar
residential plats in the Veradale Community to the SingIe Family
Residential Zone.
3. The Single Family Residential Zon-- prohibits duplexes, animal
keeping other th3n household pets, mobile homes, and
home occupations,
4. The staff is of the opinion that none of the lots within the
pJ.at are sufficfently disadvantaged to warrant duplex zoning,
The staff notes that the character of the surrounding area has
been established for single family residences,
