Planning Commission Recommendation: DenX.
(Vote was unanimous)
A. REASON:
1. The Comprehensive Plan does not indicate that the advertised
property is appropriate for Local Business uses. The Planning
Commission staff is currently engaged in a zoninq study for the
Argonne -Mullen corridor to more accurately determine appropriate
uses within the strip. The Planning Commissfon is of the opinion
that the current request would constitute a"spot" zone and would
set a precedent #or further requests without benefit of an adopted
zoning plan.
2. The Planning Commission has previously expressed the opi.nion that
Multiple Family ouburban and Re sidenfiial Office zoning provide s
the most appropriate uses within the Argonne-Mullen corridor.
The Commission notes that at least five properties have been classi-
fied into the Residential Office or Multiple Family ►uburban class~-
ff cation since 1968. Apartments and o#fice s have been e stabli shed
on the couplet in accordance with the previous actions.
The Commission contends that the adverti.sed property would be more
appropriate for office uses. The performance standards and limi"Led
uses of the Residential Office Zone are much rriore compatible with
the surrounding residential commumty than the appl.icant's service
station proposal.
3. The Planning Commissfon is of the opinion that the service station
proposal would have a detrimental effect on surrounding resider_tial
properties. aurrounding land uses include an apartment complex
to the west and single famxly residences to the north, east, and
south.

a t Sprague Avenue, three at S. R. 90 ( f reeway
four at Trent Road and one onlq a block to the
north of prooosed location at Cataldo Avenue.
b. Alflng the east-west route there are tvro stations
at S. R. 90 (freeway) and one to the ea,st at Felts
closed due to lack of supply of gasoline.
5. Light pollution due to glaring signs is also a concern to us.
We realize the use of this property i•rill cliange and do feel multi-
familq or gmall office buildings are more campatiable to the area
in consideration.

As,there is a possibility I will be out of towu and unable to attend
the meeting pertaining to the attached I asked that you accept this
writtsn protest against the rezoning of said property to allow th+e
building of a service Station• I base my protest on these facts.
Some years past Iwarked to have t,his neighborhood reZOned to Restricted
Residential to protect our property against 3ust such business incroacluaent•
ATo business depreciated propertr and a nieghborhood faster than a Service
Statioas with its noises dirt# carsp and polutiaa. Its the least deszrabl.e
of ar~y business •
The country and Spokane itself has s surplus of service stations and a
shortage of C:as# so wby intrude into a n6ighborhood of homes.9 atid depreciate
the property. Already there are 4 stations within 7 blocks.
Ws as home awners should hav+e some protection against outsiders who seek only
personal gain without regard to the hurt they give to the home owners. In this
case only the seller of the psoperty and the buz].der would profit,0 the rest of
vs would sufffer the rest of the years.

Already we home awners hav+e enough noise and poliation with the building of
Mullan road into and through the neighbarhoodp and I thinDt we have had enough
of t,his without you peopl.e consenting to further destruction of our area.
