In reviewing the petition and evaluating the pro's and con's, we felt that paving 24th was a good idea. The problem that confronted us was the potential cost of approximately $30,000.00, for paving and repayment in a ten year period of time. The economics of repaying this amount of money from farming wasn't practical, so we chose another avenue to repay the cost of paving. We . decided to develop and plat a tier of lots that would face 24th ave. In developing our plan and taking it to the Planning Commission, they recommended that we submit a plan for our entire property•that we own. We complied and reviewing the revised overall plan, we were asked to contact Central Va11ey School District. In cons ulting w ith Dr. Eisentrout, he indicated that the School Board was interested in our property for a school site. After several meetings and a meeting with the Board of Directors, they chose to locate the school site approximately 300 feet east of Sullivan Rd., on 24th ave. Now with the school'site chosen, we were concerned with the potential of widening Sullivan Rd., and making a four lane highway in the future. Also-a further concern, was with A1 Renz, to lay the property out in a manner that would enable him to farm the balance of the property that was not platted. In reviewing the above items we attempted to comply with all Government and local agencies. 1. To lay-out an overall master plan to be developed in the next five to ten years. 2. By developing outside perimeters of our property and utilizing the present road frontages, it would be feasible for us to repay the debt for paving on 24th ave., east of Sullivan Rd., to Ridgemont Estates. 3. The location of the school can best serve the adjacent property with this location at 24th and Sullivan Rd. a. The presence of a school well maintained, could be a real asset to the area. • b. The widening of Sullivan possibly occuring in the next five to ten years, and with the present and future traffic we feel that a b uffer zone should be set up between residential houses and present traffic on Sullivan Rd. In doing so we have proposed to build approximately 33 duplexes along Sullivan Rd. The duplexes will be similar to the units we are building on 8th and Sullivan. 5. By developing the outside perimeters of Renz's property this will allow Renz to farm the interior grounds. • 6. The size of the lots will be comparable to the lots in Timberland. a. There will be no acre tracts platted for horses. b. The homes being b uilt on 24th ave., will be comparable in size to the homes presently built in the area. c. Also lots 16, 17, of block 12, and lots 29, 30, 31, of block 13, will have a cyclone chain link fence where they b ack up to 24th. 7. The total amount of acreage owned is 151, which is presently being developed in to 316 lots. The property will be developed in phases over the next ten years. In conclusion, we have signed the paving petition on 24th ave. Also we have submitted our plan of development to the County for a hearing on August 13, 1976. The plan will include 33 duplexes and approximately 78 residential lots (see attached map). This will be phase I, which will represent the next few years of development. The proponent has submitted a design which is an improvement in a number of areas over the original design, particularly as follows: 1) Access onto Sullivan Road has been reduced from eight (8) street or cul de sac locations to two (2) street locations as mitigating measures to identified potential traffic hazards. 2) Individual lot access to Sullivan Road remains forbidden (as in the original plan) . 3) All perimeter lots have been enlarged from a minimum of 16% to a maximum of 68%, to provide a larger lot size buffer against all existing adjacent platted land, for the purposes of being as compatible as possible with existing development. The nearly 1/2 acre lots, whose rear lines abut Sullivan allow ample room to position houses favorably with respect to the arterial, 4) Finally, the proposed duplexes have been eliminated, thereby reducing the number of dwellings from 316 to 281, a reduction of over 11%. This mitigates somewhat a number of fmpacts whose intensity is measured in terms of density and absolute numbers of houses, people and automobiles. Consequently, the staff continues to feel that there cannot be identified any significant adverse environmental impacts , and that in fact this revised proposal has an approximately 11% less impact than the original design plus a greatly relieved traffic hazard along Sullivan Road. The recommendation is to issue a Proposed Declara tion of Non-Significance. The time schedule will provide, - in any case, for completion of the water system and inspection by the appropria te health authorities prior to application for building permits within the plat. The contractual arr angements will include a provision holding Spokane County and the wafier supplier (purveyor) harmless from claims by any lot purchaser refused a building permit due to the failure of the plat sponsor to s ati sf actorily ^ complete the approved water system. The plat dedication will contain a statement to the effect that the public water system as approved by County and State Health authorities and the local fire district and water supplier (purveyor) will be installed within this plat, and the subdivider will provide for individual service to each lot prior to sale of each lot. NOTE: Tile Spokane County Health District has determined that the s oil conditions in the plat are suitable for on-site sewage disposal systems on each lot. 8. Tupper for a pieliminary subdivision called "Ridgem ont Addition. " The proposal is located approximately in the NW 1/4 of Secfiion 25, Township 25 *Jorth, Range 44, E, W, M, adj acent and south of 16th Avenue, adjacent and east of Sullivan Road and adjacent and north of 24th Avenue. The proponent is -reauestbng to subdivic!e about 42 acres into 110 lots for singl e family and duplex units creating a gross density of 3.4 units per acre. First, and common to all subdivisions is the increase in motor vehicle traffic and all the effects associated therewith. These would include such impacts as increased air pollution, speci- fically suspended particulates from unimproved streets, increased noi se , and increased public safety hazards from traffic. A second potential environmental impact area considered was the increased demand on public services and utilities. This would include such factors as increased requYrements for police and fire protection, provision of additional school, park, and recreational facilities, and additional maintenance requirements on all county facilities and roads. Thi s would al so include such impacts as as socia ted with extension of utility line s(power, natural gas, telephone) and the provision of suitable long term sewerage, domEStic water, storm. water runoff, and solid waste disposal systems. A third potential environmental impact revealed by the staff evaluation involve s the subsurface injection of sewage effluent and storm water runoff. This waste water placed at a depth will percolate downward toward the aquifer rather -than evaporating back into the atmosphere as under natural conditions. A portion of the contaminants will likely be filtered out of this waste water, but the resulting quality has not been determined yet. Approximately 33 acre-feet of waste water will be generated 3nnually and injected into subsurface, 21 acre-feet of which will be sewage effluent. The final potential area of environmental impact is the transition of land from an active agricultural use to suburban residential. The 42 acres site is currently used as cultivated land but fihe pro- posal will change this to single family and two family re sidential use at a gross density of 3.4 units per acre. The conclusion of this environmental checklist review is that no significant environmental impacts will likely result from the pro- posal if the specified ri-ii-tiaating measures are adopted. There are 110 lots with a request of 33 duplexes within this apolication. This would result in 143 family units. The apolication identifies five locations where traffic can enter on Sullivan Road. Each of the five are terminated by a cul-de-sac. Also within this addition is a potential loca- tion for an elementary school. I would like to find out if Sullivan Road, south to 32nd, is becoming an excessively travelled road. Should any future development occur, south of the 16th and Sullivan location, or within the area commonly referenced as Saltese Lake; the traffic then would become even heavier. Our experience shows that traffic is quite excessive following the school hours of Central Valley High School. This has necessitated the involvement of law enforce- ment numerous times to control the speeding that does occur in this area south of Central Valley Nigh School. When considering the speeding problem that has occurre-d over the past several years, primarily involving students from the High School, and when one looks at the density of this application, and further considers the multiple entries onto Sullivan Road, it is fair to assume that a hazardous situation could exist along that stretch of the roadway. With this in mind, I suggest that consideration be given to elimination of the direct access to Sullivan Road and perhaps the cul-de-sacs be reversed to some other method of channeling the traffic towards the internal part of the application, and then to one or two streets that would address Sullivan Road. J~ J/ I I 1 I ~ ~ v De ar Recently my partner, Al Renz, and myself, Ken Tupper, were presented a petition to participate in the paving of 24th ave. In reviewing the petition and evaluating the pro's and con's, we felt that paving 24th was a good idea. The problem that confronted us was the potential cost of approximately $30,000.00, for paving and repayment in a ten year period o£ time. The economics of repaying this amount of money from farming wasn't practical, so we chose another avenue to repay the cost of paving. We decided to develop and plat a tier of lots that would face 24th ave. In developing our plan and taking it to the Planning Commission, they recommended that we submit a plan for our entire property that we own. jJe complied and reviewing the revised overall plan, we were asked to contact Central Va11ey School District. In consulting witfi Dr. Eisentrout, he indicated that the School Board was interested in our property for a school site. After several meetings and a meeting with the Board of Directors, they chose to locate the school site approximately 300 feet east of Sullivan Rd., on 24th ave. Now with the school site chosen, we were conce rned with the potential of widening Sullivan Rd., and making a four lane highway in the future. Also a further concern, was with A1 Renz, to lay the property out in a manner that would enable him to farm the balance of the property that was not platted. In reviewing the above items we attempted to comply with all Government and local agencies. 1. To lay-out an overall master plan to be developed in the next five to ten years. 2. By developing outs ide perimeters of our property and utilizing the present road frontages, it would be feasible for us to repay the debt for paving on 24th ave., east of Sullivan Rd., to Ridgemont Estates. 3. The location of the school can best serve the adjacent property with this location at 24th and Sullivan Rd. a. The presence of a school well maintained, could be a real asset to the area. ; b. The widening of Sullivan possibly occuring in the next five to ten years, and with the present and future traffic we feel that a buffer zone should be set up between residential houses and present traffic on Sullivan Rd. In doing so we have proposed to b uild approximately 33 duplexes along Sullivan Rd. The duplexes will be similar to the units we are building on 8th and Sullivan. S. By developing the outside perimeters of Renz's property this will allow Renz to f arm the interior grounds. 6. The size of the lots will be comparable to the lots in Timberland. a. There will be no acre tracts platted for horses. b. The homes being b uilt on 24th ave., will be comparable in size to the homes presently b uilt in the area. c. Also lots 16, 17, of block 12, and lots 29, 30, 31, of block 13, will have a cyclone chain link fence where they back up to 24th. 7. The total amount of acreage owned is 151, which is presently being developed into 316 lots. The property will be developed in phases over the next ten years. In conclusion, we have signed the paving petition on 24th ave. . Also we have submitted our plan of development to the County for a hearing on August 13, 1976. The plan will include 33 duplexes and approximately 78 residential lots (see attached map). This will be phase I, which will represent the next few years of development. In completing this program, we have attempted to satisfy everyones needs in developing this property and if you would like to call for additional information, please feel free to do so.
