The contractual arrangements will include a provision holding Spokane County arid `he water supplier (purveyor) harmless from clafms by any lot purchaser refused a building pc:rmit due to the failure of the plat sponsor to satisiactorily complete the approved water system. The plat dedication will contain a statement to the affect that the public water system as approved by County and State Health authorities and the local fire district and vaater supplfer (purveyor) W#11 be installed within this plat, and the subdividar will provide for individual domestic water as well as fire protection to each lot prior to sale of each lot. That a name be indicated before the final plat is filed; such name to be approved by the County Assessor and the Planning staff. f C. STAFF ENVIRONMENTAL REVIEVI.%: As required in WAC 19 7-10-32 0, the staff of the County Planning Lepartment reveiwed the environmental checklist submitted by Kenneth G. Redlin for a preliminary subdivision cal2ed Vlrallace First Addition. The proposal is located approximately in the S 1/2 of Section 24, Township 25 N., Range 43, E. W. M. , south of llth Avenue, between Dollar Road and Cirard Road. The proponent is requesting to subdivided 15 .0 acres into 3 6 lots for single family (31 lots) and duplex (5 lots) use, thereby creating a gross density of 2.7 units/acre. The terr3in is gently rolling with moderate to severe slopes on the southerly end. The staff review has identified four potential areas of environmental impacts. First, and common to all subdivisions, is the increase in motor vehicle traffic and all the effects associated therewith. These would include such impacts as increased air pollution, specifically suspended particulates from unimproved streets, increased noise, and increased public safety hazards from traffic. A second potential environmental impact area considered was the increased demand on public services and utilities. This would include such factors as increased requirements for police and fire protection, provision of additional school, park, and recreational facilities and roads. This would also include such imUcjcts as associated with extension of utility lines (power, natural gas, telephorY:), and the provision of suitable long term sewerage, domestic water, storm watEr runoff, and solid waste disposal systems. A third potential environmental impact revealed by the staff evaluation involves the sufsurface injection of sewage effluent and storm water runoof. This waste water placed at a depth will percolate downward toward thE aquifer rather than evaporating back into the atmosphere as under natural conditins, A portion of the contaminants will likely be filtered out of this waste w3ter, but the resulting qua lity ha s not been determined yet. About 14 acre feet of wa s te water w ill be injected beneath the soil aurface, six acre feEt of which will be septic tank effluent. The final potentially significant impact.is the conversion of approximately 15 acres of presently vacant land into 216 lots for sinqle family and duplex use. - BB - , PE-1052-76 - WALLAC.E FIRST ADDITIOIV (Continued) The conclusion of this environmental chECklist review is that no significant environmental impacts will likely resu%t frozn the proposal if the specified mitigating measures are adopted. Therefore, it is recommended that a Declaration of Non-Significance be issued and an environmental impact state- ment not be required. D. ZONING RECOiVIIVIENDATION: Planning Commission Recommendation: Approve Lots 2 and 3, Block 2, and Lots 20 & 21, Lot 24; Brock 3 of W611ace First Addition as indicated on the f revised preliminary plat of record to the Two Family Residential (R-2) Zone and Lots 1-7 , Block 11 Lots 1.4 & 51 Block 2,and Lots 1-19 & Lot 23, Biock 3 of Wallace First Addition as indicated on the revised preliminary plat of record to the Single Family Residential (R-1) Zone classification; all upon the filing of the final plat. REASON:.- : 1. The staff is of the opinion that Lots 2 and ? of BiocDc 2 and Lots 20, 21 and 2~ of Block 3 are sufficiently disadvantaged to warrant duplEx zoning. Specifically these lots 1ie on the edge of a residential neighbor- hood. 2. Lots 1-7 of Block 1, Lots 11 -a & S of Bl.ock 2, and Lots 1-19 and Lot 2 3 of Block 3, have been designed to accommodate single family dwellings. 3. Lots 2 and 3 of Block 2 and and Lots 24, 21 and 2~'~ of Block 3 have been designed to accommodate duplexes e 111. The Planning Ccmmrission has been routinely upgrading residential plat proposals of this nature to the Single Family Residentiai (R-1) zone and to the Two Family Residential (R-2) zone o _ 5. The Single Family Residential Zonc prohibits duplexes, animal keeping other than household pets, mobiie homes, and home occupations. 6. ThE Two-Family Residential Zone prohibits animal keeping other than household pets, mobile homes, and home occupations. E. GENERAL DATA: 1. I,cr; ation: Section 24 , Township 25 N., Range 43, E.W. M.
