4. Off Street Parking - Development
a. Off-street parking facilities and connecting roadways shall
not occupy any area withfn ffve (5) feet of an adjacent resi-
dential zone.
b. A screen five (5) feet in height shall be constructed along the
east boundary of the Multiple Family project. The screen may
consist of an ornamental masonry wall, a residential -type
wooden fence, or a dense hedge planting acceptable to the
Director of Planning.
c. Any portion of the project which is to be occupied or traveled
by automobiles shall be maintained in hard surface paving.
d, Open parking areas shall be unlighted except that driveways,
walkways, and landscaped traffic islands may be illuminated
by low intensity lighting on standards not exceeding eight
(8) feet in height.
e. The design, location, and arrangement of parking stalls shall
be in accordance with standard traffic engineering practices.
PLanling strips or landscaped traffic f slands may be required
by the Director of Planning for parking lots which contain
more than twenty (20) parking stall s.
5. All areas not occupied by buildings, parking, and paved roadways
shall be landscaped, planted, and maintained in appropriate turf
and shrubbery. The Dlrector of Planning may require submittal and
approval of a landscape plan upan application for building permits.
If the project is developed in stages, the requirement shall apply
as each stage is developed.
6. Installation of fire hydrants fn accordance with the requirements of
the Spokane Va].ley Fire Marshal.
7. Approval of sewage disposal facilities by the 5pokane County
Health District.
BACKGROUND:
At the November 1973 hearing, the Cotnmission denied a request for
Local Business zoning for the sites; h)wever, upon request of the appli-
cant, agreed to considc:r a Fesidential Office request for the Sullivan
frontage property, and a Multiple Fam~ Ly :U'uburban request for the
Broadway frontage property.

The Residential Office request consists of a 34, 000 square feet parcel
located south of the fire statiion at Broadway and J'ullivan. The IVlultiple
Family request consists of a 64., 000 square feet parcel located east of
the ffre station at Broadway and Suliivan. The applicant proposes a 10, 000
square feet office building on the Sullivan frontage and a 20 unit court
apartment on the Broadway frontage,
The Planning Commission is of the opinion thac the Broadway frontage
fs appropriate for Residential Office Zone because
1. The subject property is locafied on Sullivan Road, a major arterial.
The Planning Commission has been approving requests for iUiultiple
Family Suburban and Residential Office Zoning on the major north-
south arterial s in the 0"pokane Valley.
2. The Planning Commission is of the opinion that fihe performance
standards of the Residential Office Zone will make the project
more compatible with surrounding residentiai properties.
The Planning Commission is of the opinion that the Broadway frontage pro-
perty is approprl.ate for Multiple Family Suburban Zoning because
1. The advertised property has access to a major arterfal (Sullivan)
Road via Broadway, lie s toward the edge of the re sidential neighbor-
hood as defined in tlie Comprehensive Plan, and is withfn walking
di stance of major s hopping facilitie s(Veradale) .
2. The staff is of the opinion that the conditions of approval will
make the project more compatible with adjoining residential pro-
perties to the easfi.
C. ENVIRONMENTAL ASSE3SNENT
Planning Commission Recommendation: The zone change request does not
have a significant impact on the quality of the environment because
1. The site is situated within an urbanzzing area. The zone change
proposal would not have any greater effect upon the topography,
geology, biological and botanical characteristics, atmospheric
conditions, aquatic conditions and other natural development than
the uses allowed in the present residential zone classification.
2. The proposal is deSigned to be compatible with surrounding
residential uses, transportation facilities, and utility services,
and therefore would have no appreciable effect on continued human
occupancy and utilf zation of the area.

(Vote was unanimous. )
A. REAgONS:
1. The Generalized Comprehensive Plan does not indicate the advertised
properties are appropriate for neighborhood shopping facilities. The
Comprehensive Plan contemplates that such facilities will be accom-
modated at Sprague and Sullivan.
2. The Planning Commission is of the opinion that Sullivan Road frontage
properties between the Freeway Commercial facilities oriented to
Interstate 90 and the Commercf al propertie s on 3prague Avenue are
more appropriate for Residential Offfce and Multiple Family Suburban
consideration. The Planning Commission is concerned that approval
of the Local Business request would establish a precedent for addi-
tional busine s s zoning on Sullivan Road.
3. Although the fire station facilfties on the corner of Broadway and
Sullivan has some impac t on the adjoining properties, the Planning
Commis sion note s that fire stations are not ir_compatible land use s
in residential districts. The Planning Commission notes that the fire
station could be appropriately buffere3 by Residential Office uses on
the Sullivan frontage and Multiple Family Suburban use s on the
Broadway frontage.
4. The Planning Commis sion is of the opinion that adequate neighovihood
shopping facilities are zoned and provided at iprague and Sullivan,
less than one-half mile to the south of the advertised property.
5. Additionally, the Pianning Comm3ssion is of the opinion that the
Broadway oriented parcel does not warrant Local Business zoning
because it is oriented to a secondary arterial and appreciably intrudes
into the residential neighborhood. The submitted plan does not indi-
cate that measures would be taken to reduce the impact of the project
on neighboring re sfdential propertie s.
