Planninq Commission Recommendation: Approve to Restricted Industrial
Zone subject to the following conditions: (Vote was unanimous.)
A. CC)NDITIONS:
1. Dedication of the west 10' of the advertised property along Tschirley
Road for right of way.
2. Improvement to :~pokane County standards of Tschirley Road to
~ the north boundary of the advertised property.

requirements of the Spokane Valley Fire Marshal.
REA50NS INCLUDIIVG ENVIRONiV[ENTAL ASSESSMENT:
1. The Comprebenslve Plan indicates that tha advertised area is
appropriate for industrial development. The Commission is of the
opinion that continued industrial development of the section east of
the Spokane Industrial Park will preclude the utilization of surround-
ing propertie s for standard residential development; therefore, the
proposal also conforms to the Comprehensfve Plan by restricting
additional residential clevelopment within the corridor.
2. The advertised property lies north of a property zoned Restricted
Industrial in 1972, and northwest of a SO acre parcel zoned
Manuc;acturinq. The proposal would not conflict with existing or
proposed land uses in the vicinity. In addition, the Planning
Commission notes that the performance standards and limftations
of the Restricted Industrial Zone should provide appropriate environ-
mental safeguards for the area.
3. The siteis situated on the floor of the Spokane Valley wfthin a square
mile section to the east of the Spokang Industrial Park. The
Comprehensive Plan contemplates industrial development within
the section. Other areas in the Spokane Val,ley have been designated
for residential development, corrimercfal areas, and open space.
The projected indusfirial area is fdeally siuated between two railroad
systems and has excellent access to Trent Avenue via Flora and
Barker Roads and Interstate 90 via Barker Road. Utility systams
will improva as tha aru~a aw-vdlops.

4. The Planning Commission is of tha opfnion that the zone changd
proposal would not hava an apprw-ciable affact on tha topography,
geology and atmospharic conditions. Thoe. raquast will hava no
effact on aquatic conditions. The biological and botanical charac-
fidristics of tha site will changa as tha ar.:a is convzrtad from
grasslands and cultivatod fi,ild to warahousas and fabricating
faciiitias in accordanca with the Comprc;hwnsiva Plan. Bacausa of
the. performanca standards contafnad in tha Restrictad Industrial
Zone and the change projectad by tha Comprahansive Plan, tha
Commission is of thLi opinion that an Environmental Impact State-ment
would not furthar aid the Commission in avaluating tha zone changa
request. The Commission is, tharafore, of the opinion that an
Environmantal Impact Statement is not rzquired.
