BRENV , MCKINLEY. WHEREAS, the Spokane County Planning Commission did, after public hearing on August 13, 1976, forward to the Board of County Commissioners a recommendation that the preliminary plat to be known as Sullivan Way (File Number PE-1036-76) and zone classification upgrading (File Number ZE-95-76) be approved, and WHEREAS, Mrs. Roy Lamb, et al, did by letter dated August.18, 1976, request a hearing before the Board of County Commissioners to present evidence and testimony against the recommendation of the Planning Commission to approve the above-described preliminary plat and zone change upgrading, and WHEREAS, the Board of County Commissioners did hold a public hearing on September 30, 1976, to consider the recommendations of the Planna.ng Commission and testimony and request of the applicant, objectors, and other interested parties, and WHEREAS, at said hearing opportunity was afforded those favoring and those opposing the above-described preliminary plat proposal and zone change upgrading, the Board of County Commissioners of Spokane County havzng fully considered the testimony given, the records and minutes of the Pl.anning Commission, the environmental assessment, and all other evidence presented and having personally acquainted themselves with the site and vicinity in question does hereby find: 1) That the conclusions and conditions recommended by t;he Planning Commission were generally valid and sufficient, except that we find: a) That the duplexes as proposed by the sponsor would be inappropriate for the area, and that b) Elimination of the duplexes would insure a greater compatibility of the plat with other lots in the general area. 2) That the existing land uses in the surrounding area indicate a density f rom 16th Avenue to 24th Avenue, between Adams Road and Sullivan Road, of one half acre or more, and from 24th Avenue to 40th Avenue, between Evergreen Road and Sullivan Road, of two and one-half acres or more, and that said Sullivan Way is compal;ible with these existing densities. NOW,THEREFORE, The Board of County Commissloners does conclude that the preliminary plat of Sullivan Way and zone classification upgrading should be and hereby is approved, subject to the condition as contained in the Planning Commission minutes of August 13, 1976, except that in connecta.on with fa.nding 1(a) the Board does conclude that a condition shall be Anposed on the plat to require a zone upgrade to the single-family residen- tial zone only, and in connection with this linding does, therefore, amend the Planning Commission Zoning.Recommendation to read as follows: "Upon the f iling of the f inal plat, approve Sul livan IYay Addition to the Singl.e Family Residential (R-1) Zone." Brent McKinley for a preliminary subdivision of Sullivan Way. The proposal is located approximately in the SE 1/4 of the SE 1/4 of Section 23, Township 25 N,, Range 44, E.W.M., west and adjacent to Sullivan Road and north and adjacent to Sixteenth Avenue o The proponent Ys requesting to subdivide 12.9 acres into 35 lots to be developed with sxngle fami.ly residences and duplexes creating a gross density of about 2.7 uni.ts per acre. The sxte is located on gently rolling terrai4 currently cultivated land. 0 The staff review has identiffed four potential areas of environmental impacts. First, and common to all subdivisions is the increase in motor vehi cle traffic and all the effects associated therewitho These would include such impacts as increased air pollution, specifica lly suspended particulates from unimproved streets, increased noise, and increased public safety hazards from traffic. A second potential envfronmental impact area considered was the increased demand on public services and utilitfes. This would include such factors as increased requirements for police and fire protection, provision of additional school, park, and recreational facilities, and additional maintenance require- ment s on all county facilities and roads. This would also include such impacts as associated with extension of utility lines (power, natural gas, telephone) and the provision of suftable long term sewerage, domestic water, storm water runoff, and solid waste disposal systems. A third potential environmental impact revealed by the staff evaluatfon involves the sub surface inj ectfon of sewage effluent and storm water runoff o Thi s wasfie water placed at a depth will percolate downward toward the aquifer rather than evaporating back into the atmosphere as under natural conditions. A portion of the contaminants will likely be filtered out of this waste water, but the resulting quality has not been determined yet. A final area of environmental impact involves the removal of existing agricultural land from productivftyo This 12.9 acres will be converted to suburban residen- tial uses at a gross density of 2.7 units per acre.
