accordance with a time schedule. The time schedule will provide, In
any case, for completion of the water system and inspection by Che
appropriate health authorities prior to application for buildfng permits
within rhe plat. The contractuai arrangements will include a provision
holding Spokane County and the cvater supplier (purveyor) harmless from
claims by any lot purchaser refused a building permit due to the failure
of the plat sponsor to satisfactorily complete the approved cvater system.
The plat dedication will contain a statement to the effect that the
public water system as approved by County and State Health authorities
and the local ffre district and water suppller (purveyor) wfll be installed
wfthin thfs plat, and the subdivider will provfde for individual service
to each lot prior to sale of each lot.

B. STAFF ENVIRONMENTAL REVIEVIT:
As required In "oVAC 197-10-320, the staff of the County Planning Commissinn
reviewed the environmental checklist submitted by Iv:r. V. E. Cameron fn
LNehalf of Hege Company, Inc. for a Prelimfnary Subdivtsion of the Clark
Subdivs;::.on. The proposal fs located approximately in the iNw 1/4 of the NE
1/4 of :~ction 3, Township 25 N., Range 44 EWr-1I, east of and adjacent to
McDc.)('.,.,.'_d Road, about 300 feet south of Weltesley Avenue. The proponent
is reauF;;ting to subdivide ffve (S) acres into 16 lots to be developed with
sfngle family residences creating a gross density of about 3.2 untts per
acre. The site is located on gently rolling terrain currently covered by
pasture land vcgetation.
The staff review has ldentified five potential areas of environmeneal impacts.
First, and common to all subdivisions fs the increase in motor vehicle traffic
and a11 the effects aasoclated thcrewith. These would include such fmpacts
as increased air pollution, apecifically suspendc:d partlcul$tes from
unimproved streets, tncreased noise, and increased public safety hazards
from tra ffic .
A second potential environmental impact area considered was the tncreased
demand on public services 3na utilities. This would include such factors
as increased requirements for police and fire protection, provision of
additional school, park, and recreational faci.lfties, and additional mainten-
ance requirements on all county faciif`ies a;~d roads. This would also
include such impacts as associated wi~r eXLension of utflity llnes (power,
natural gas, telephone) and the provision of su,,-able long term seweragE,
domestic water, storm water runoff, and solid waste disposal systems.
A third potcntial environmentai impact revealed by the staff evaluation involves
the sub:;terface injection of sewage effluent and storm water runoff. This waste
watec Ciaced at a deprh will percolate downward toward the aquifer rather
than ev_:i.jorating back into the atmosphere as under natural conditions. A
portfon of the contaminants wiil likely bc illtered out of this waste water,
but the resulting quallty has not L-een determined yet. About 3.5 acre-feet of
waste water wfll bE inj ected beneath the soil surface, 2.5 acre-feet of which
will be septic tank effluent.
The Spokane County Hea4 th District has fdentified a potential pcoblem tn
the operation of septi.c tank-drainfield type sewage disposal syst ems on
lots 1 through 4, block Z. Due to the topographic settfng, the Health District
ts recommending a buiidfng setback of 65 fe :t for these .lots to allow front

yard drainfields. With this condition, the septic tank systems should
operate effectfvely and no adverse impacts wfll result.
The final potentfally significant environment al impact fnvolves the conversfon
of five (5) acres of productive agrlcultural land into suburban residential
use. The sfte fs currently used as acttve pasturE land and is proposed for s .
single famtly deve lopment at a gross density of 3.2 units per acre.
The c.) .^lusion of this environrnental checkltst review is that no significant
envircr..oieratal tmpacts will likely result from thc proposal if the specified
mitigaFing measures are adopted. Therefore, it is recommended that a
Declaration of Non-Signi'licance be issued and an envlronmental fmpact
statement not be requfred.
C. ZONING RECON:NENDATIGN:

REASQNS:
1. The lots in the plat have been designed to accommodate sfngle family
residences; proposed density of 3.2 units per acre.
2, The Planning Commission has been routinely upgrading simflar residen-
tial plats in the Spokang Vail-ey to the Singl-e Farnfly Residential (R-1)
Zone.
3. The staff is of the opinion that none of the lots within the subdivision
have disadvantaged relationships which would vvarrant duplex zoning.
`~Single Family Resldential 2-one Prohibits duplexes, anirr,al keeping
oLrier than household pets, mobile homes, and home occupations.
