The above-entitled matter cominq on regularly for hearing before the Board of
County Commissioners of Spokane County, Washington, on this day, and it
appeacing to the Boacd that the Spokane County Planning Commission has given
due notice of the hearing on the matter in the manner and for the time provided by
law; that said Planning Commission has held a public hearing as required; and
that the said Planning Commission concurs in the plan to zone the following
descrtbed property as:
RESTRICT ED IN DUSTRIAL:
Tracts 60 and 61, except the North 200 feet, Plat No. 3 of West Farms Icrigated
Tracts in Section 6, Township 25 N., Range 45, E.W. M. , Spokane County,
Washington.
NOW, THEREFORE, BE IT RESOI:VED, That the above-described property be, and the
same is zoned under the classification of RESTRICTED INDUSTRIAL as defined in the
Zoning Crdinance of Spokane County, adopted August 25, 1953, as amended.
AND FURTHER BE IT RESOLVED That any development on the above-desccibed
property shall be subiect to the followinq conditions:
1) Tract 61 shall be retained in the Agricultural classification for custodiel
purposes until submittal of a development plan for approval by the Board
of County Commissioners.
NOTE: Tract 61 would be retained by the owner in conjunction with the
industrial use proposed for Tract 60. Dedications would be required
for the entire pcoperty for final approval of Tract 60. ~
2) Installation of fire hydrants in accordance with the requirements of the
Spokane Valley Fire Marshal.
3) The owner, in conjunction with Condition No. 2 of the Staff recommendations
dated june 13 , 1973, shall submit a bond to the County Engineer in a sufficient
amount to guarantee that future rlght of way would be dedicated when determined
by the Engineer's Office that such an east-west cight of way is needed.

Staff Recommendation: Approve to Restricted Industrial zone subject to xhR
following conditions:
1) Dedication of the East 30 feet of the advertised property along
Tschirley Road for r/w.
2) Dedication of the South 40 feet of the advertised property for r/w.
3) Approval of access by the Spokane County Enqineer's Office.
4) Submittal of a development plan for Tract 61 for approval by the Board
of County Commissioners.
Note: Tract 61 would be retained in the Agricultural classification
until such development plan is submitted and subse quently approved
by the Board of County Commissioners. Dedications would be
required for the entire property for approval of Tract 60.
5) Installation of fire hydrants in accordance with the requirements of
the Spokane Valley Ffre 1Vlarshall.
ANALYSIS:
The advertised property is situated approximately 1/4 mile south of Trent
Avenue and east of Flora Avonue. Surrounding land uses include the Spokana
Industrial Park to the west, a fertilizer supply firm to the north, agricultural
properties to the east, and residential t; ..~ts to the south. The applicant
proposes to utili~e the west portion of the advertised property for a trucki.ng
termfnal, including office and repair, and to retain the east portion of the
property for agricultural uses until niore industrial expansion is warranted.
The Spokane County Engfneer's Office has requested a 40 foot r/w dediaation
along the south side of the property to facilitate continued industrial
expansion of the area. Additional dedicationa will be required of other
properties as industrial expansfon within the araa occurs.
The staff is of the opinion that the advertised property is appropriate for
Restricted Industrial zoninq because:
1) The Comprehensive Plan indicatea that the subject property is apprc.-
priate for light industrial uses. -

2) The Plannirig Commission has been approving requests for Restric;t.ed
Industrial zoning within the industrial corridor which lies between the
Spokane International tracks and Trent Road and between Flora and
Barker Roads. On November 10, 1972, the Commission approved a
similar request on the northeast corner of flora and Dalton.
3) The Restricted Industrial zone contains restrictions which would
prohfbit industrial pollution, heavy manufacturing activities, and
extractive operations. The staff is of the opinion that the performt-
ance standards of the Restricted Industrial zone will adequately
protect adjoining residential properties.

subject to the followinq conditions: (Vote was unanimous)

NOTE: The Applicant in cooperation with the adjacent property owners
to the south can, in lieu of the abovo requirement, dedicate
a 60' right of way acceptable to the Spokane Gounty Engineers
from Flora Road to Tschirley.

Planning Commission Recommendation: Approve to Reswcted Industrlal Zone,
subiect to the followinq conditions: (Vote was unanimous)
-4. Dedication of the East 30 feet of the advertised property along
Tschiriey Road for right of way.
2. Dedication of the South 40 feet of the advertised property for
right of way.
NOTE; The Applicant in cooperatfon with the adjacent property owners
to the south can, in lfeu of the above requirement, dedicate
a 60' right of way acceptable to the Spokane County Engineers
from Flara Road to Tschirley.
3. Tract 61 shall be retained in the Agricultural classification for custodial
purposes until submittal of a development plan for approval by the Board
of County Commi ssioners .
NOTE: Tract 61 woul,d be retained by the owner in conjunction with the
industrial use proposed for Tract 60. Dedicatinns would be
requfred for the entire property for final approval of Tract 60.

1. The Comprehensive Plan indicates that the subject property is appropriatc
for light industrial uses,
2. The Planning Commissfon has been approving requests for Restricted
Industnal zoning within the industrial corridor which lies between the
Spokane International tracks and Trent Road and between Flora and
Barker Roads. On tlTovember 10, 1972, the Commission approved a
similar request on the northeast eorner of Flora and Dalton.
3. The Restricted Industrial zone conta• ns re sfirictions which wou ld prohibit
industrial pollution, heavy manufact iring acttvities, and extractive
operations. The staff is of the opinfon that the performance standards
of the Restricted Industrial zone 1Y411 a3equately protect adjoining
