and/or attached sheets as noted. And that the sponsor work with the
Planning staff and County Engineer in the redesfgn of the northeast
corner of lot 5, blocl: 1, to provide for a better street intersection prior
to drawing the final plat. A.lso, that Iot 6, block 3 be redesigned to
front onto Eighth Avenue and appropriate revislons be made to the

in any case, for completion of the water system and inspectfon by the
approprtate health authorities prtor to application for building permits
within the plat. The contractual arrangements will include a provision
ho ldf ng Spoka ne County and the wa ter suppl ier (purve yor) harmles s from
clairns by any lot purchaser refused a hutlding permit due to the faflure
of the plat sponsor to satistactorily complete the aFproved water system.

B. STAFF ENVIRONMENTAL REVIEW:
As required fn WAC 197-10-320, -the staff of the County Planning Commission
reviewed the envfronmental checklist submitted by Mr. F. V. Seipp in behalf
of Wolfland, Inc. for a Preliminary uubdivision of Vera Terrace~..,First Additfon.
The proposal i s located approximately in. the SE 1/4 of the N%r 1/4 of Section
23, Townshfp 25 N., Range 44 E.W .M., north of and frontfnq on Eighth Ave.
about 800 feet west of Adams Road. The proponent has requested to subdlvide
about 8 ~ 3 acres into 22 lots to be used for duplexes creating a gross densfty
of 5. 3 units per acre. The site Is located on relatively flat terrafn currently
covea•ed by unmanaged grassland vegetation.
The staff review has identiffed three potential areas of environmental txnpacts.
First, and common to all subdivisions fs the fncrease in motor vehicle trafffc
and all the effects associated therewith. These would include such impacts
as increased air pollutton, specifically suspended particulates from unimproved
streets, increased noise, and fncreased public safety'hazards from traffic.
The fncreased safety hazard from auto traffic becomes increasingly meaning-

A second potential environmental impact area considered was the increased
demand on public services and utilities. This would include such factors as
increased requirements for polfce and fire protection, provf sion of additional
school, park, and recreatfonal facilfties, and addrtional maintenance
requireme.mts on all county facilites anci road's.. .Thii& would also include such
fmpacts as associated with extension of utility llnes (power, natural gas,
telephone) and the proviston of suitable long term sewerage, domestic water'
storm water ru noff, and solid wa ste di spo sal systems.
A third potential environmental impact revealed by the staff evaluatfon involves
the subsurface injection of sewage effluent and storm water runoff. This waste
water placed at a depth will percolate downward toward the aqulfer rather than .
evaporating back into the atmosphere as under natural conditions. A portion
of the contaminants will likely be filtered out of this waste water, but the
resultiiin quality, has not been determined yet. Approximately 8.5 acre-feet
of wa sie water will be generated annually and inj ected into the sub surface,
6.5 acre-feet of which will be sewage effluent.
The crnclusfon of thfs environmental checklist review is that no significant
environmental impacts will likely result from the proposal. Therefore, it is
recommended that a Declaration of Non-Significance be f ssued and an
envfronmental impact statement- not be required.
C. ZONING RECOMNENDA TION:
Planning Commission Recommendation: Upon filing of the final plat, approve lots
4, S and 6, block 2 and lot 6, block 3, of Vera Terrace First Addition, as indicated
